HomeMy WebLinkAbout11-01-71 VILLAGE OF LAKEVILLE COUNCIL MEETING NOVEMBER 1, 1971 The meeting was called to order by Mayor Mako at 8 P.M. Flag pledge followed. Present; Mako, Clay and Taft. Absent; Friedges and Sullivan. Also present; Pat Farrell, Village attorney and Robert Fri~aard, Village engineer. 2005. Motion by Taft seconded by Clay to accept the minutes of the Oct. 1971, meeting as presented. Clay, Mako.. and Taft "aye", motion 'carried.. -2006. Motion by Clay seconded by Taft to accept the minutes of` he Oct. 28, 1971, Assessment Hearing as presented. Mako, Taft. and Clay."aye", motion carried.. 2007. Motion by Clay seconded by Taft to pay the claims against the Village except for 7285 and to hold-7288 sub3ect to a release from Mr. Cross. Taft, Clay and Mako "aye", motion carried. Mr. Wes Magalis presented right to voterrmaterial to the council and asked the council. to be the first to sign the petitions. The Planning Commission report for Oct. 28, 1971, was presented. 2008. .Motion by Taft seconded by Clay to follow the Planning Commission recommendation M''~~and grant the variance to Vern Donnay to build three model homes before final hearing of the plat. Mako, Taft and. Clay "aye", motion carried. 2009. Motion by Taft seconded by Clay to postpone the. request by Nordic Square for a rezoning and gravel permit until the 8th of Nov. Taft, Clay,. and Mako "aye", motion carried. The Park ~ Recreation Commission minutes for Oct. 27, 1971, were presented.. .2010. Motion by Clay seconded by Taft to authorize .the construction.. of the warming house. in Valley Park and to accept the low bid from UBC for lumber. and supplies. There will be a deadline of Dec. 1, 1971., .for completion. Clay, Mako and Taft "aye", motion carried. 2011. Motion by Clay seconded by Taft to follow the recommendation of the Park & Recreation Commission and accept the plans. for the 70 acre park as presented. Mako, Taft and Clay "aye'', motion carried. 2012. Motion bg Taft seconded by Clay to table the decision on the Crystal Lake warming house until Nov. 15th. Taft, Clay and Mako "aye", motion carried. The Water & Sewer Commission minutes of Oct. 20, 1971, were read. 2013. Motion by Clay seconded by Taft to,proIIaae he mater bills in Forest Hills with the minimum being charged for October and November and the December and January meter readings billed. Clay,. Mako and Taft "aye", motion carried. Three-bids. fora new truck for the Utility Dept. were presented by Mr. Nordling. .2014. Motion by Clay seconded by Taft to table these bids for one week. Mako, Taft, and clay "aye", motion carried... The matter of whether or not Mr. John Dennehey can honk up his new apartment at the. old rates or must pay the new rates. was: discussed. 2015. .Motion 'by Clay seconded by Mako to allow Mr. Dennehey to hookup: his new apartment at the present rate structure until. the Village rate change at which time he will have to comply with the new rates. Taft,,Clay and Mako "aye", motion .carried. After a short recess, the hearing on the_Hiway #50 assessments was continued. After a short discussion, the hearing was closed. 2016. Motion by Clay seconded by Taft to adopt the assessment rolls far the Hiway ~~50 project as proposed with payments deferred on parcel 4~ 23002 B for a period of 10 (ten) years or until Mr.-Cross sellSthis parcel or its use changes. OF LAKEVILLE COUNCIL MEETING NOVEMBER 1, 1971 , Glen Nelson of the Crystal Lake Homeowners Assn., asked the council what they deemed to be a reasonable length of time for Jesco, Inc. to cease operations on the land which the council had refused a xezoning. He felt that something. should be done immediately. 2017.. Motion by Taft seconded by Clay that the operation. of Jesco as it is now being .conducted cease on the 1st day of January, 1972. Mako, Taft and Clay "aye", motion carried.. 2018. Motion by Clay-seconded. by Taft to advertise for a full time maintenance man and take the applications on the 15th of Nov. Taft, Clay. and. Mako "aye'", motion carried..: 2019. Motion by Clay seconded by Taft to purchase a plow to put on the front end loader. The price is $1,000. Clay, Mako and Taft "aye", motion-carried. 2020. Motion by Mako seconded by Taft to adopt the resolution re the Cedar Ave.. Bridge. Mako, Taft and Clay "aye", motion carried. Kenny Larson asked for information as to vacating an easement on Howland Ave. He was instructed to take this request to the .Planning Commission. 2021. .Motion by Taft seconded by Clad to acknowledge the receipt of the suif against the Village by homeowners'of the North Shore of Crystal Lake. Taft, Clay and Mako "aye", motion carried. 2022. Motion by Taft seconded. by Mako to have Mr. Farrell make an appearance at the hearing on this suit on Nov. 5 1971. Clay, Mako and Taft "aye",.motion carried. .2023. Motion by Mako seconded by Clay to acknowledge the receipt of the four claims for Emma and Frank Jennrich. Mako,.Taft and Glay "aye", motion carried. Mr. Farrell advised that a cover letter should be sent with all the claims to the insurance company and a receipt requested from Mr. Kohlnhofer. 2024. .Motion by Clay seconded by Taft to acknowledge the suit of David C. Smith. Taft, Clay and .Mako '°aye", motion carried. The letter from Agricultuaal Ins. Co. re the Hullett Claim was read. Mr. Farrell advised the council .that although the insurance company had refused to pay this claim,, they would still be obligated to defend the Village in case of suit being filed. 2025. Motion by Clay seconded by Taft to approve the utility permit Job S-212 for Minnegasco. Clay, Mako and Taft "aye", motion carried. 2026. Motion by Clay seconded by Taft to approve the utility permit for Dakota Electric Assn. for Shannon on the Green. Mako, Taft and Clay "aye", motion carried.:. 2027.. Motion. by Taft seconded by Clay to approve the change order ~~1 for Robert A. Glende Const. Co. Taft, Clay and Mako "aye", motion carried. The clerk was instructed to make up a list of election judges to be approved. at the next meeting. Clint Cross's J.P. reports were reviewed.
