Present; Friedges, Clay, Mako, Sullivan and Taft. Also present; Robert Frigaard,; Village. engineer and Dave Grannis, III, attorney. 2O7~F. Motion by Taft seconded by :Sullivan to accept the minutes of the Nov. 15, 1971,. meeting as read. Friedges, Clay, Mako, Sullivan and. Taft "aye", oration carried.,~_~~ 2075.:. Motion by Sullivan seconded by Clay to pay. the claims against the Village. Clay, Mako, Sullivan, Taft and Friedges "aye",,motion carried. 2076: Motion by Taft seconded by Friedges to hire Richard Rademacher as Chief of Police as of Dec. 1, 1971, at the salary of X14,500. Sullivan, Taft, Friedges, , Clay and Mak© "aye", motion.~arried. The new Chief of Police was sworn in. Mary Knox of the Lakeville High School, explained to the Council that a group of students are starting "operation Santa Claus."` They are setting up a tree and ~eeepting donations of toys for children and gifts for the elderly. Needy families were also doing to be helped. The Planning Commission minutes for Nov. 18, 1971, were read. 2077. Motion. by Friedges seconded by Sullivan to fo3aow the Planning Commission recommendation .and-grant Rosemount Partitions a building permit for an addition.' Taft, Friedges, Mako and Sullivan "aye", Clay abstained, motion carried. 2078. Motion by Sullivan seconded by Friedges to follow. the Planning Commission recommendation and approve the preliminary plan of Thomas Wakely Investment Co. subject to :recommendation of Park and Recreation as to dedication of park land or money in_leu. of park land, and of Village Engineer on water drainage and street grades.` One permit will be granted at this time.. Friedges, Clay, Mako, Sullivan and_Taft "aye", motion carried.. 2079. Motion by Clay seconded by Taft to table the amendment to the ordinance until Mon. Dec. 13. Clay, Ntako, Sullivan, Taft and Friedges "aye", motion carried. The Water & Sewer Minutes for Nov, 17 .were presented. 2080. Motion by Friedges seconded by Clay to follow the Water & Sewer recommendation and accep~.the bid from Wiltroy Ford for a pickup truck subject to receiving a spare wheel and store all tool box. Mako, Sullivan, Taft, Friedges and Glay "aye", motion carried. 2081. Motion. by Sullivan seconded by Taft to deny the recommendation that all ..individual applications for sewer and water permits come before the Water & Sewer Committee. Sullivan, Taft, Friedges and Clay "aye", Mako opposed, motion carried. The Water & Sewer minutesfor Dec. 1, 1971, were presented. 2082. Motion by Clay seconded by Friedges to follow the Water & Sewer recommendation .and instruct the clerk to write a letter to the Metropolitan Sewer Board in response tv a letter received, dated Nov. 10, 1971, to indicate that Lakeville intends to__provide sewer service within its political'boundries. This includes the Crystal Lake Area, in question in the letter. Taft, Friedges, Clay, Mako'and Sullivan "aye", motion .carried.. The Park & Recreation minutes for Nov. 24, 1971, were read. No action was taken at this time to establish two funds for the park money.. A letter regarding the closing of the dump was read. The Village dump must be closed by Dee. 31, 1971. Lt was decided to .keep the dump .open on the 11th' and 18th. There was a request to post the hill in Valley Park to snowmobiles. .The hearing for vacation of road as described on the .attached legal was opened. The Dakota Electric and NSP franchises were postponed until Mon. the_13th. ` Other things postponed included the Mobile Home Ordinance and the matter of Nordic Square. 208+. Motion by Friedges seconded by Taftto instruct the. clerk to write Donnay a letter requesting him to keep the open hole whe~°e the storm sewer drains, well protected. A copy to be sent to Eugene Romeo. Clay, Mako, Sullivan, Taft and Friedges "aye", motion carried. Meetings were set for Wednesday, .the 8th for a canvassing meeting on the election and .Thursday, the 9th for a budget meeting. 2085• Motion by Taft seconded by Friedges to acknowledge receipt of a letter from the Lal~ ville Property Owners Association. .Sullivan, Taft, Friedges, Clay and'Mako "aye'", .motion carried. 2086. Motion by Taft seconded by Friedges to acknowledge the receipt of claim of Charles D. Wolfe and Karen M. Wolfe.. Sullivan., Taft, Friedges, Clay and Mako "aye", motion carried. •2087. Motion by Taft seconded by Sullivan to acknowledge receipt of a letter from Hagglund and Johnson re the Greenslt ease and to have the clerk check:. into the insurance coverage with the Kohlnhofer Agency.. Tafti, Friedges, Clay, Mako and Sullivan. "ayd', motion carried. 2088. Motion by Taft seconded by Sullivan to approve the telephone-installation permits for the General. Telephone Co. Friedges., Clay, Mako, Sullivan and Taft."aye",.motion carried. _2089. Motion by Clay seconded by Friedges to renew the beer licenses for the Orchard Lake Tavern. Clay, Mako, Sullivan, Taft and Friedges "aye:" motion carried. 2090. Motion by .Clay. secondedby Taft to renew the gravel. permit of Norehwest Bituminous. Mako, Sullivan, Taft, Friedges and Clay "aye", motion carried.. 24g1. Motion by Clay seconded by Taft to approve 3 off sale beer licenses for Enggren's Sullivan, Taft, Friedges, Clay .and Mako "aye" motion carried. 2092. Motion by Sullivan. seconded by Clay to grant the abatement for Lal~ villa Warehouse. Taft, Friedges, Clay, Mako and .Sullivan."aye", motion carried. 2093. Motion by Taft seconded by Friedges to grant ehe abatemene to .Lakeville Land Co..on parcel 22533• Friedges, Clay, l~ako, Sullivan and Taft "aye", motion carried. 209+. Motion by Clay seconded by Tafe to follow the clerk's recommextdation and purchase a I?itney-Bowes addresograph. .Clay, Mako, Sullivan,... Taft and Friedges "aye", motion carried. 2095. Motion by Friedges seconded by Taft to purchase the Adler typewriter. Mako, Sullivan, Tdit, Friedges. and Clay "aye", motion carried. Mr. Tim. McGuire and Robert Elfering appeared before the council to request that something be done about Jersey Way in Forest Hills as it is impossible tc> drive on the road without getting stuck. Mr. Frigaard reporated that the water line had been :broken and this had s~;turated this road. He felt that this would make driving on this road bad until after the spring thaws.
