4 ~ • VILLAGE OF LAKEVILLE ~iEARING ON PROPOSED WATER AND SEWER. EXTENSIONS T© CLAY''S ACRES DECEMBER 16, 1971 The meeting was called to order by Mayor Mako at 8 P.M. Present; • - Friedges, Clay, Mako, Sullivan and Taft. .Also present; Robert Frigaard, Village Engineer. Mr. Frigaard explained. to the property owners present what this project involves. Ed Clark asked. who would pay the charges from the lot line to .the house and what will be done aboutreplacingthe black top, Jerome Clay asked Mr. Frigaard why the restoration cost is more. than for Glenn's Addition.and what effect the deletion of 2 or 3 streets would have on this project. Roger Nelson and Jerry Pelletier asked if it would be possible to put in the sewer without the water as most of the residents in this area 'have very deep wells and did not feel they would like to pay for two systems at this time.. Ben Rykes asked how long the assessment would run and how the plant could handle the extra homes on the system if it is now. at full capacity. .Joel Frank said that he did not.. feel. that he should. be assessed for his project as he had no .intentions of platting hisproperty. as the cost .would be exhorbitant for such a long line. Chuck 2weber, Jr. said he did not feel, the council could compare the situation in Clay' Acres to Glenna Addition. Mr. Frigaard told'the residents that the blacktop would not be replaced but the roads would be restored to an urban section, blacktoppng would cost from`~2 to 9~3 a ft. excluding curb and gutter. He said that'the cost was higher because the material is heavier and not usable. It'would not be advisable'to do one project at a time as this would be a duplicationof the work. The residents were advised that the assessments would run for about 20 years and if anyone wanted to pay in full, the assessment would be due 30 days ..after the assessment hearing. At that time the assessment .roll is certified to .the County Auditor. to be placed on the taxes.. They were also informed that the best way to get their:. objection to this project before. the council would be circulate petitions, street by street, and bring them to the council. Mr. Frigaard also told the 'residents that the infiltration of water in the sewer lines should be rectified by the time this project is completed and in use. 2121. Motion by Taft seconded by Mako to order the engineer to draw up plans.. and specs for this project and to continue this hearing until the 22nd day of February, 1972, Friedges, Clay, Mako, Sullivan and Taft "aye", motion carried. 2122. Motion by Friedges seconded by Clay to accept the petition presented by property owners on Isle Ave, West. Clay, Mako, Sullivan, Taft and Friedges "aye", motion carried.
