Present; Friedges, Clay, Mako, Sullivan and Taft. Also present;. Robert.. Frigaard, Village Engineer and Pat Farrell, Village Attorney. 212. Motion by Friedges seconded by Clay to accept the minutes of the December 13,..1971,. meeting as read. Friedges, Clay, Mako, Sullivan and Taft "aye", motion carried. 212~F. Motion by Clay seconded by Sullivan to accept the minutes of the Dee. 16, 1971, hearing as read. Clay, Mako, Sullivan, Taft and Friedges "aye", motion carried. 2125. Motion by Sullivan seconded by Friedges to pay the Liquor Claims. Mako, Sullivan, Taft, Friedges and Clay "aye", motion carried. 2126. Motion by Clay seconded by Taft to pay the Village claims plus 2 checks to Thos, Metzen and Edward Kuntze for X300 a piece. Sullivan, Taft, Friedges Clay and Mako "aye", motion carried. 2127. Motion by Friedges seconded by Sullivan to approve the preliminary rearrangement of lot 6 Maplewood Estates for Mr, Johnson. Taft, Friedges, Clay, Mako and Sullivan."aye", motion carried. Mr. Farrell reported that the mobile home ordinance was ready but that Instant Homes would like to meet with the council prior to'the acceptance of the ordi.n.ance. The attorney was directed to set up a meeting for some time after .the first of the year. 2128. Motion by Clay seconded by Sullivan to approve the ordinance increasing fees on misdemeanors to X300. Friedges, Clay., Mako, Sullivan and Taft "aye", motion carried. 2129. Motion by Clay. seconded by Taft to accept the ordinance providing registration of motor vehicles and licensing persons operating them and updating the same and adopting the ordinance of traffic code regulations by reference as amended 1971. -Clay, Mako, Sullivan, Taft and Friedges "aye", motion carried. 2130. Motion by Clay seconded by Friedges to accept the deed for park land from Spande and Loken and authorizing the clerk to pay. the taxes on the same. Mako, Sullivan, Taft, Friedges and Clay "aye", mc~ti.4n carried. 2131. Motion by Clay seconded by Taft to approve the Arcon Construction contracts' and authorizing the. mayor and the clerk to sign the same. Sullivan, Taft,- Fr~:edges, Clay and Mako "aye",.motion carried. Mr.-Farrell reported t© the council that Cable Tv wanted to provide,a performance bond for l year instead of the longer period required and felt that this would be ok provided the bonding company notifies the village when the bond is not renewed. 2132... Motion by Sullivan seconded by Taft to authorize the attorney and the clerk to sign .the committment letters of intent to FHA for."LAD Holding co. for Valley .Park 6th, 7th and 8th addition.. Taft, Friedges, Glay,°Mako and Sullivan "aye",motion. carried. Mr. Farrell advised the council`that park"donations could be used for park development. 2133. Motion by Clay seconded by Taft to accept the construction. easement from Hitchcock Ind. and authorize the mayor and clerk. to sign the same. Friedges, Clay, Mako, Sullivan and Taft "aye",motion carried. 213~F. Motion by Taft seconded by Clay to deposit .all park donation money in the land purchase fund only. Clay, Mako, Sullivan, Taft and Friedges. "aye".,.motion carried. VILLAGE OF LAKEt7ILLE COUNCIL MEETING DECEMBII3 20, 1971. A discussion was held in regard to the suit against the Village and Mr. Regentz. The council thought that they should defend themselves. 2135. Motion by Friedges seconded by Taft to approve the franchises for REA and NSP with a 5 year limit. Mako, Sullivan, Taft, Friedges and Clay "aye", motion carried. The clerk was instructed to write a letter to NSP requesting a date for when they will start taking down the extra poles on Highway #50. 2136. Motion by Clay seconded by Taft accepting the construction easements and perpetual easements from Harlan & Berniece Kniefel, Wren, Inc., Robert Hammer, Patrick and Shirley Wren, Anna Kelly, Felix Tillges, Richard Lorentzen and authorizing the mayor and the clerk to sign the same. Sullivan, Taft, Friedges, Clay .and Mako "aye", motiorixearried. The hearing on the budget was opened at 9 P.M. 2137. Motion by Sullivan seconded by Clay to approve the revised budget, copy attached. Taft, Friedges, Clay, Mako and Sullivan "aye", motion carried. 2138. Motion by Taft seconded by Clay to have the financial consultant review the '62 Bond and advise as to how much this levy can be reduced for the 1972 period. Money will be transferred in accordance with this advice. Friedges, Clay, Mako, Sullivan and Taft "aye", motion carried. The Farmington annexation was discussed. 2139. Motion by Taft seconded by Sullivan to table the matter of the annexation until the Lakeville council has an opportunity to meet with the Farmington Council to discuss this matter. Clay, Mako, Sullivan, Taft and Friedges "aye", motion carried. 21+0. Motion by Taft seconded. by Sullivan resolved to adopt the comprehensive sewer plan as presented by the engineer and to authorize the engineer to submit this to the sewer board. Mako, Sullivan, taft, Friedges and Clay "aye", motion carried. It was mentioned that federal Rands could still be applied for on park land even though the bond did not pass. It will be known by March if these funds are available. 21+1. Motion by Taft seconded by Mako to adopt the attached resolution and submit it to HUD. Taft, Friedges, Clay and Mako "aye", Sullivan opposed, motion carried. The advisability of having free coffee at the liquor store was discussed. The attorney advised the council that the only way the Village could be divided into wards would be through a special act of legislature. The Seeley gravel p~~-t was discussed. Mrs. Seeley would like to keep her permit but did not want to post her bond as there would be various parties taking out of this pit. It was felt that whoever took gravel out of the pit should post the bond. 21+2. Motion by Mako seconded by Friedges to designate the 8th of January as the day for everyone to take their Christmas trees to the dump and to instruct the clerk to apply for a burning permit. from the PCA for this purpose. Taft, Friedges, Clay, Mako and Sullivan "aye", motion carried. The clerk was instructed to write a letter to the Minneapolis, Northfield & Southern R.R. with a copy sent to the county engineer to repair the crossing on Dodd Blvd. Joe Marek reported to the council that the fire department would like to make an agreement with tk~ Village of Apple Valley until approximately .
