Present; Friedges ;`Clay, Mako, Sullivan and'Taft 597. Motion by Taft seconded. by Clay to accept the minutes of the January 18, 1971, meeting as read. Friedges, Clay, Mako, Sullivan and Taft "aye", motion carried.. 598. Motion by Taft seconded by Friedges to accept the minutes of .the January 25, 1971, .meeting as read. Clay, Mako, Sullivan, Taft. and Friedges "aye", motion carried. 599. Motion bq Taft seconded by Sullivan to accept the unofficial Planning Commission. minutes: of January 28, 1971. Mako, Sullivan, Taft, Friedges and Clay'"aye", motion carried. Mr. Felix Tillges presented a plan for a restaurant building he would like to construct.. east of the old lumber yard. There is-no water or sewer there so he_was advised to find out if the other property owners who would be benefited would be willing to help pay for the cost of installing these services and also to get a letter from the developer of the restaurant on how-muchhe will pay toward the cost of a feasibility study. Mr. Tillges was also advised that. he would need a public hearing before the Planning Commission. Walter King, Jr. explained why he was charging the Village for collecting .some checks and also for the cost of complaints. 580. Motion by-Mako sec onded by Sullivan to pay .checks numbers 6t~09 and 3630. Sullivan, Taft, Friedges, Clay and Mako "aye",.motion carried. Jack Graham of Pitney-Bowes demonstrated a postage meter machine. He explained Chat the meter rented for $8.50 per`month'and the other part could be leased. There ig a one year guarantee against any defective parts. 601. Motion by Clay seconded by Taft to table this matter for later consideration. Taft, Friedges, Elay, Mako and Sullivan "aye",emotion carried. Walton Hultstrand appeared before the council to ask fora vatiance for a building permit on a lot. in Weisner `s Addition. It was pointed out to him that the lot was not large enough and no building permit could be issued. Dick. Forsberg appeared to request a building permit far a Wausau Home to be constructed in Suburban Acres. 602. Motion by Clay seconded by Taft to adopt the same policy for handling premanufactured homes, as is-used for mobile home permits. Friedges, Clay, Mako, Sullivan and Taft "aye", motion carried. .John Asmus appeared to request that the council adopt some policy in regard to snowmobiles. 603. Motion by Sullivan seconded by Taft that the Park and Recreation Committee meet. with some snowmobile owners with respect to regulating the hours for the use of snowmobilesaadd other problems. Clay, Mako, Sullivan, Taft and Friedges "aye", motion carried. Dan Gustafson from the Valley Green Mobile Home Park presented a check for_the Engineering Escrow and it was decided to make the installation of water lines part of the development contract. 604. Motion by Taft seconded by Friedges that the engineer proceed with +this project. Mako, Sullivan, Taft, Friedges and Clay "aye", motion carried. 605. ~dotian by:Friedges seconded by Taft to accept the resolution re committees and commssi©ns. Mt~dion by Taft seconded by Sullivan to release checks that were withh,~~d for the liquor store.. Taft, Friedges, Clay, Mako and Sullivan "aye", motion carried. 607. Motion by Sullivan seconded by Friedges to rent the postage meter for one year at $8.50. Friedges, Clay, Mako, Sullivan and Taft "aye",-motion carried. The feasibility of the Village having. its own gas tank `is going to be investigated. 608. Motion by Taft seconded by Clay to approve the appointments made by the Fire Department. Clay, Mako, Sullivan, Taft and Friedges "aye", motion carried. Letter in file.. A letter pertaining to the fire contract with Apple Valley was read. Mayor. Mako will meet with Curtis Olson to discuss this matter. 609. Motion by Taft seconded by Sullivan accepting the claim presented by .Michael Stein for a gas light broken by he Village maintenance man. Mako, Sullivan, Taft, Friedges and Clay "aye",motion carried. 610. Motion by Taft seconded by Sullivan to authorize the clerk to attend the annual conference to be h~1d on the 10th and 11th of Marchand to pay all the expenses. Sullivan, Taft, Friedges, Clay and Mako "aye"9 motion carried. It was decided to send letters to the state representatives to see if some action could be started in regards to HUD funds for sewer expansion in the Village. The clerk was instructed to have Vic Kohlnhofer attend the regular meeting on the 16th to explain and review the insurance coverage for certain cases. 611. Motion by Taft seconded by Friedges to authorize a change to 100 AM~s for the bookmobile in Valley Park. Taft, Friedges, Clay, Mako and Sullivan "aye",.motion carried. Clint Cross' Justice of the Peace report was reviewed by the council. A letter from the Lakeville Human Relations Council signed by Mrs. Floyd Thomas was read to the council. 612. Motion by C ay seconded by Friedges to refer this letter to the-Park and Recreation Committee for study and recommendation. Friedges, Clay, Mako, Sullivan-and Taft "aye", motion carried.
