VILLAGE OF LAKEVILLE COUNCIL MEETING
FEBRUARY 16, 1971
The meeting was called to order at 7:35 P.M, by Mayor Mako. Flag pledge
followed. .Present; Friedges, Clay, Mako, Sullivan and Taft. Also present;
Bob Pulscher, financial consultant,. Robert Frigaard, Village engineer, and
Dave Grannis III, attorney.
Bids for Airlake Bonds were opened by Mr. Pulscher.
620. Motion by Taft seconded by Sullivan to accept the minutes of the Feb. 8, 1971,
meeting as read. Sullivan, Taft, Friedges, Clay and Mako "aye",
motion carried.
621. Motion by Taft seconded by Sullivan to pay the liquor bills. Taft,. Friedges,
Clay, Mako and Sullivan "aye", motion carried.
Mr. Pulscher advised the council at this time that it was ok to accept the
low bidder for the bonds.
-627. Motion by Sullivan seconded by Clay to accept the bid of Woodard-Elwood
& Co. (bids attached). for the 1971-2 improvement bonds.
Friedges, Clay, Mako, Sullivan and Taft "aye", motion carried.
623. Motion by Friedges seconded by Taft to pay. the Village bills. Clay, Mako,
Sullivan., Taft and Friedges "aye", motion carried.
624. Motion by Clay seconded by Friedges to award the Water & Sewer Extension
Project in Airlake to the low bidder, Don Parrott Excax~ating. Bid was for
$23,711.50. (Bids attached). Mako, Sullivan, Taft, Friedges and Clay
"aye", motion carried.
625. Motion by Sullivan seconded by Friedges to authorize the Village engineer
to prepare the necessary contracts and xeturn all checks to unsuccessful
bidders. Sullivan, Taft, Friedges, Clay and Mako "aye", motion carried.
The Planning Commission minutes for Feb. 11,.1971, were read.
626. Motion by Taft seconded by Sullivan to accept the minutes of the Planning
Commission. Taft, Friedges,. Clay, Mako and Sullivan "aye" motion carried.
627. Motion by Taft seconded by Friedges to accept the names presented by
the Planning Commission, Water & Sewer.;Committee and the Park and Recreation
Committee for new .members.. Friedges, Clay, Mako, Sullivan and Taft "aye.",
.motion carried.
The Planning Commission, Water & Sewer Committee and Park and Recreation
Committee were sworn in. Names and terms of office attached.
628. .Motion by clay seconded by Sullivan that the chairman of each commission'
will be responsible to keep record of attendance and report.. same to the
council. Any member who misses three meetings in a row or 25~ of the
meetings for a year will be subject to removal by the council.
Clay, Mako, Sullivan, Taft and Friedges."aye", motion carried.
629. Motion by Clay seconded by Taft to send Mr. Ackerman,'any members of the
council and Planning Commission who wish to attend to the Conference on
Planned Unit Development.. Mako..., Sullivan, Taft, Friedges and Clay "aye",
motion carried.

FEBRUARY 16, 1971
Vic Kohlnho£er explained to the council why the insurance company
.refused the insurance claim regarding the incident when the. policeman
shot the dog. Mr. Kohlnhofer suggested that the police should be covered
by other. insurance.
630. Motion by Taft seconded by Sullivan to instruct the ~~ilding committee
to get prices for ceilings and report back to the council the first-
.meeting in March. Sullivan, Taft, Friedges, Clay and Mako "aye",
motion carried.
Mr. Mako reported on .one price quote for microfilming and is going to
check further on other prices.
631. Motion by Taft seconded by Clay to accept the claim of Helen ~iae Schendel
as presented. Taft, Friedges, Clay, Mako and Sullivan "aye", motion carried.
632. Motion by .Taft seconded by Sullivan to instruct Mr. Farrell to proceed
with the necessary. action to recover the amount owed the Village by Mr.
Gus Lyden for work done to his water system. Friedges, Clay, Mako,
Sullivan and Taft "aye", motion carried.
A letter from Apple Valley regarding sewer hookup charges was read to the
council..
633. Motion by Mako seconded by Taft to pay the hookup charges that are still
due Apple Valley. Clay, Mako, Sullivan, Taft and"Friedges "aye",
motion carried.
The Justice of the Peace reports were reviewed by the council.
634. Motion by Taft seconded by Friedges to authorize the mayor and clerk
to sign the contracts for the Airlake Project. Mako, Sullivan, Taft,
Friedges and Clay "aye", motion carried.
635.. Motion by Sullivan seconded by Clay to have the mayor sign the annexation
petition for Valley Park as the Village owns the land where the water
tower is sitLat+ed. .Sullivan, Taft, Friedges, Clay and Mako ".aye",
motion carried:
636. Motion by Clay seconded by Taft to authorize the signing of the
contract with NSP. Taft, Friedges, Clay, Mako and Sullivan "aye",
motion carried.
John Hrkal requested some information regarding purchasing some land
from Mr. Weisner and was instructed to see the Planning Commission.
Motion by .Sullivan .seconded by Taft to adjourn. Motion carried.
