Present; Taft, Sullivan, Mako, Friedges and Clay. Also. present; Robert Frigaard, Village engineer. b59. Motion by Clay seconded by Taft to accept the minutes of the March 1, 1971, meeting as read. Friedges, Clay, Mako, Sullivan and Taft "aye", motion carried. The minutes of the pecial Planning Commission meeting for March 4, 1971, were-read. 660. Motion by Friedges seconded by Clay to adopt the recommendation of the Planning Commission and set the initial-business sign permit fee at $10.00, with the renewal. fee of $5.00-.every two..years with an annual. inspection by the Village inspector. Clay, Sullivan, and Friedges "aye" Mako and Taft opposed, motion carried, as Village policy 661. Motion by Clay seconded by Taft to establish/the recommendation of the planning Commission that all signs on major thoroughfares be space no closer than a minumum of 800 feet/. Mako, Sullivan, Taft, Friedges and Clay "aye''', motion .carried ~n concurrence with State statute. Mr. Greg Murph~r, Village auditor, expl~.ined the financial report to the council and his letter with various suggestions was reviewed. Letter attached. 662. Motion by Sullivan seconded by Friedges to accept the audit as prepared by George M. Hanson Co. Sullivan, Taft, Friedges, Clay and Mako "aye", motion carried..: .The Water & Sewer minutes for March 3, 1971,. were read.. 663. Motion by Clay seconded by Sullivan to accept the cathodic protection unit control as recommended by ,the Water & Sewer Committee. Taft, Friedges, Clay, Mako and Sullivan "aye", motion carried.. 664.. Motion by Friedges seconded by Taft to recommend that the Water and Sewer Committee review the policy of the unit charges to apartment .houses and .give an opionion on this to the council. Friedges, Clay, Mako, Sullivan and Taft "aye",.motion carried. 665. Motion by Clay seconded by Friedges to adopt the recommendation of_ the Water & Sewer Committee that the mobile homes and houses be charged the same unit or connection fee. This policy to apply to sewer and water. .Clay, Mako,. Sullivan, Taft and Friedges "aye", motion carried. 666. Motion by Sullivan seconded by Taft to adopt the. recommendation of the Water & Sewer Committee that all multiple family dwellings and mobile home parks employing a single meter pdint, will: be charged the minimum. residential rate of $3.3U for sewer and $3..30 for the first B,OOO gallons of :water per quarter.. When. water usage exceeds the minimum (number of users) X (8,.000 gallons) the existing commercial rate will apply... Mako, Sullivan, Taft,. Friedges and-Clay "aye", motion carried. 667. Motion by Clay seconded by Sullivp~ to use the new style hydrant in the. Village. .Sullivan, Taft, Friedges, Clay and Mako "aye.'.',, motion carried. The building report-for February was reviewed. MARCH 8, 1971 668. Motion by Taft seconded: by Friedges~.bo reject the two bids for the ceiling and have the building inspector write up the specifications for what is wanted and get bids for the, same. Taft, Friedges,,£lay and Sullivan "aye", Mako opposed, motion carried. 669. Motion by Mako seconded by Taft to limit the bids to the same people who have already. placed bids for the ceiling job. .Friedges, Clay, Mako, Sullivan and Taft "aye", motion carried. 670.. Motion by Taft seconded by Clay to release the bonds for the gravel permit of ALEXANDER CONSTRUCTION CO. Clay, Mako, Sullivan, Taft and Friedges "aye", motion carried.. 6.71. Motion by Taft seconded: by Friedges to accept the preliminary report for the Trunk Sewer Extension to Lake Marion Area & Water & Sewer Laterals in Glenn Addition as presented by Mr. Frigaard. Mako, Sullivan, Taft, Friedges and Clay "aye", motion. carried.. 672. Motion by Clay seconded by Sullivan to accept .the specs for water and sewer extensions for Country View R~Yobile Home Park as presented by the Village engineer. Sullivan, Taft, Friedges, Clay and Mako "aye", motion carried. Mayor Mako reported that he and Mr. Frigaard had met with the Metro Council and discussed Lakeville's request for a HUD grant. When projected population figures have been resolved, this matter will besolved. 673. Motion by Taft seconded Friedges to issue a duplicate eheck for 45976 in the amount of $10 dated Nov. i6, 1970 to Mrs. Loris Heim. Bond will be waived.
