VILLAGE OF LAKEVILLE
COUNCIL.MEETING
MAY 10, 1971
The meeting was called to order at x:05 P.M. by Mayor Mako. Flag pledge
followed.. Present; Taft, Friedges, Mako, Sullivan and Clay..
Also present; Pat Farrell, Village Attorney and Bob Frigaard, Village engineer.
793. Motion by Clay seconded by Friedges to accept the minutes of the May-3, 1971,
meeting as read. Taft,. Friedges, Clay, Mako .and Sullivan "aye", motion carried.
The building report was presen ed.
The Water & Sewer Committee minutes .for April 5, 1971, were read.
794. Motion by .Sullivan seconded by Taft to follow the Water & Sewer Committee
recommendation and accept the contract for Master Tank Co. Friedges, Clay,
Mako, Sullivan and Taft "aye", motion carried.
Jerry Kalina, attorney for Itasca Equipment Co., appeared before the
council with their request for rezoning to I-1B.
Jack Bouquet, representing Jack Pavlike and adjoining Landowners, said
that a-petition had been presented (copy attached) against this rezoning and thet
the property owners felt that this rezoning would have an adverse effect to their
land. They `also felt that this project did not have good access to the freeway. "
795. Motion. by Clay .seconded by Taft to follow the. Planning Commission recommendation
and deny the .rezoning for the Itasca Equipment Co.
Clay, Nia.ko, Taft. and Friedges "aye", Sullivan opposed, motion carried.
.Dakota Electric, represented by Mr. Soderland and NSP, represented by
Tom Sloan, appeared to request a franchise agreement. It was decided o have
Mr. Sloan and Mr. Soderland work out their differences on this matter and return
to the council with a preliminary draft of an agreement on June 7, 1971.
NSP presented an estimated construction cost and plan for street lights
on the business block on Holyoke Avenue. It was decided o have an informational
hearing. on the first Monday in June.
796. Motion by Sullivan seconded by Clay to accept the Change Order for Don Parrott.
Mako, Sullivan, Taft, Friedges and Clay "aye",motion carried.
The clerk was instructed to write to Ed Sauser to inform him that the
Village does not need his property as it was felt that there is enough parking
at the L4c~uar Store.
797. Motion by Clay seconded by Friedges to authorize Fred Taft to buy copper
sulphate for. the two lakes. Sullivan, Taft, Friedges, Clay and Mako "aye",
motion carried:.
798. Motion by Friedges seconded by Taft to accept the plans and specs for the
water & sewer extension along Hiway ~~50 and the water & sewer extension on
Upper 206th St. and authorizing the engineer to take bids on these projects on
the 24th day of May, 1971, at 2 P.M.
Taft, Friedges, Clay, Mako and Sullivan "aye1°, motion carried.
Many residents of Glenn Addition were present to ask questions on
the manner of assessing and where construction would be for the water and

this .addition. Mr .'Leonard Bentson asked that the complete project be
..ordered at this time even though the Glenn Addition portion would be
the only one worked on at this time. He hoped that the council would
not wait too long to 'authorize the constructions of P~thse 2 and Phase 3.
799. Motion by Sullivan seconded by Taft to orderthe improvements as per the
preliminary report of Trunk Sewer. Extensions to Lake Marion Area and Water
and Sewer Laterals in Glenn Addition and to authorize the engineer to .prepare
plans and specs for Phase One-as-defined in said report of March 8, 1971.
Friedges, Clay, Mako, Sullivan and'Taft "aye'.', motion carried.
800., Motion by Clay seconded by Friedges to accept the petition presented. by the
Glenn Addition residents and incorporate the same into the minutes.

The Justice of the Peace reports were reviewed by the council.
Mr. Richard .Cross appeared before the council in regard to the
agreement re his assessment on the proposed sewer & water extension along
Hiway 4~SO. This matter was turned over to Mr. Farrell for his consideration.
.Motion by Friedges seconded by .Clay to adjourn passed unanimously.
