VILLAGE OF LAKEVILLE
COUNCIL MEETING
JUNE 7, 1971
The meeting was called to'order by 1~layor Mako at 8 P.M. Flag pledge
followed. Present; Friedges, Clay, Mako,and Taft, Sullivan absent.
Also present; Pat Farrell, Village attorney and Robert Frigaard, Village
engineer.,
"824. Motion by .Clay seconded by Friedges to accept the minutes of the rilay 17, 1971,
meeting as read. Friedges, Mako, Clay and Taft "aye", motion carried.
825. Motion by Taft seconded by Clay to accept the minutes of the special May 24,
1971, meeting as read. Mako, Clay, Taft and Friedges."aye", motion carried..
Mayor Mako was presented with an inscribed gavel from the V.F.t~d.
The minutes of the June 2, 1971 Water.& Sewer Committee meeting were read.
826. Motion by Friedges seconded by Taft to follow the Utility Committee. recommendation
and buy Badger meters. Clay, Taft, Friedges and Mako "aye", motion carried.:.
827. notion by Taft seconded by Mako to follow the utility committee recommendation
and have the engineer prepare a preliminary report on water and sewer laterals;
in phase II and phase III for the Lake Marion 'eXte1151ohS . - ~.~~sE.¢--a,
828. Motion by Friedges seconded by Clay to follow the utility. committee recommendation
to have the contractor replace a 4" shut off valve on Highway 50 and Holt ave.
while they. are installing water & sewer to the new cafe. Friedges, Mako, Clay

829. Motion by Clay seconded by Friedges to table the recommendation. re Mr. Nordling's
salary to be considered at a later date. Mako, C~$y,Taft and Friedges "aye",
motion carried.
The Park & Recreation Committee minutes for May 26, 1971, were read.
830. Motion by Clay seconded by Friedges to follow. the P & R recommendation to hire
life guards, provide a chaff for the guards, telephone, police protection,
satellite and make necessary repairs to equipment. Clay, Taft, Friedges
and Mako "aye", motion carried.
831. Motion by Clay seconded by ::Friedges to table the .recommendation for a boundary
.survey and topography. survey for: one week until these can be checked out by
the park and recreation committee and Mr. Frigaard. .Taft, Friedges, Mako and
Clay "aye", motion carried:
Rev.-Dallas Blenkush spoke on the summer youth program.
832. .Motion by Friedges seconded by Taft to donate $200 to the Lakeville Community
Drug: Committee. Friedges, Mako, Clay and Taft "aye", mog3on carried.
833. Motion by Friedges seconded by Taft to amend bhe previous motion to read: to use
this money to pay part of the Administrator's salary and part of the cost of
the movies. Mako, Glay, Friedges and. Taft "aye", motion carried.
.The Planning Commission. report for May 28, 1971., was read.
834. Motion by Friedges seconded by Clay to .follow the.. committee~.~recommendation
and rezone land for-Patrick J. Wren from B-4 to R-1C. Clay, Taft, Friedges
and Mako "aye", motion carried.

835. Motion by Taft seconded by Mako 1~o follow the Planning Commission recommendation
and grant a special use permit to Naegele Outdoor Adv. Co. Taft and Mako "aye",
Friedges and Clay "opposed'", motion failed.
836. Motion by Friedges seconded by Taft to grant Country Builders a permit to build
a Tom Thumb store at HiRay 50 and 175th St. Friedges, Mako, Clay and Taft "aye'',
Motion carried.
837. Motion by Clay seconded by Friedges to approve the preliminary plat of Logarto
Addition for Vern Loken. Mako,. Clay, Taft and Friedges "aye", motion carried.
838. Motion by Friedges seconded by Clay to grant LAD Holding Co. a permit to build
a swimming pool. Clay, Taft, Friedges and Mako "aye", motion carried..
- Rollie Krueger, representing Dc~nnay's Valley Park, presented Valley Park 5th plat
for approval. The matter of money owed the Village was discussed. Mr. Leonard
Bentson, owner o£ Land south of this development, asked what had been done about
an easement for the water and felt the Village should have this before approving
this plat. The council also felt that Donnay should have the storm sewer installed
to take care of the. water problem in Valley Park. It was decided to table
action on thismatter`for two weeks.
Mr. Krueger was to be informed that he must have a special use permit and
variance for the swimming pool.
dir. I3entson asked the council to delay action on rezoning of his property for
one month,
839. Motion by Mako seconded_by Friedges to reconsider motion number 806. Taft,
rriedges, Mako and Clay -"aye", motion carried.
840. Motion`by Taft seconded by Clay to table this rezoning until July 19, 1971.-
Friedges, Mako, Clay and Taft "aye", motion carried.
NSP and Dakota Electric presented their proposed franchise agreements..
841. _Motion by Taft'seconded by Clay to turn these agreementsover_to the legal
advisor. Mako, Clay, Taft and Friedges "aye";emotion carried.
The informal hearing on lights for the business.district was opened. Property
owners present were Lenny Gephart, Jerry Erickson.., Victor Kohlnhofex. Michael
Larkin was also present to represent the First national t3ank.
It was decided to table the improvements for the business district as the
businessmen would like to ,investigate the possibility of obtaining government..
funds for this work.
Mr. Frigaard presented the plans & specsfor..water..& sewer extensions in
Overland 2nd"Addition.
842. Motion by .Taft seconded by Friedges to assess lots 1, 2, 3, 11 and 12 under
the old Village unit charges and lots 4 thru 10 under the new trunk unit charges.
Clay,. Taft, Friedges and Mako.'°aye", motion carried.
843. Motion by Clay seconded by Taft to approve the Plans & specs for the water
& sewer extensions in Overland 2nd Addition. Taft, Friedges, Mako and Clay
`'aye`°, motion carried.

844. Motion by Taft econded by Clay to authorize a light for Tillges Addition.
Friedges, Mako, Clay and Taft "aye", motion carried.
.845. Motion by Friedges seconded by-Taft to purchase a police car from Joe Graeves.
riotors for the price of $2,133. Mako, Clay, Taft and Friedges "aye", motion
carried.
846. Motion by Taft seconded by Clay to authorize Mr. Farrell to prosecute any~sne
who dumps illegally for violation.. of Village Ordinance and State law.
Clay, Taft, .Friedges and Mako "aye", motion carried.
847. Motion.. by Taft seconded by Clay to advertise for a full time maintenance man
to work for the .street and utility departments. -Applications will be considered
on the 21st. Taft, Friedges, Mako and Clay "aye", motion carried.
Motion by Friedges seconded. by Taft to adjourn carried unanimously.
