VILLAGE OF LAKEVILLE
COUNCIL MEETING
JUNE 14, 1971
The meeting was called to order at 8 P.M. by Mayor Mako.. Flag pledge
followed. Present; Friedges, Clay, Mako and Taft, absent; Sullivan.
Also present; Robert Frigaard, Village .engineer.
848. Motion by Clay seconded by Taft to approve the minutes of the June. 7, 1971,.
meeting as amended. Friedges, Mako, Clay and Taft "aye", motion carried.
849. Motion by Taft seconded by Clay to accept the minutes of the June 10, 1971,
equalization meeting as read. Mako, Clay, Taft and Friedges "aye", motion
carried.
The Planning comission report for June 10, 1971, was .presented.
850. Motion by Friedges seconded by Clay to follow the Planning Commission
recommendation and grant Bentson Enterprises a rezoning from R-1 to R-2
and variance on front footage. Clay, Taft., Friedges and Mako "aye",
motion carried.
851. Motion by Taft seconded by Friedges to grant a building permit for Stampings
Inc. Taft, Friedges and Mako "aye", Clay abstained, motion carried.
852. Motion by Clay seconded by Taft to table the recommendation re Malmanger
rezoning. Friedges, Mako, Clay and Taft "aye", motion carried.
853. notion by Taft seconded by Mako to follow the Planning Commission. recommendation
and deny a variance to ordinance to James Refrigeration Co. Mako, Taft
and Friedges "aye", Clay abstained, motion. carried.
Gary Widell, attorney for James Refrigeration, presented their request for
the variance.
The Park and Recreation Committee minutes were presented.
854. Motion by Clay seconded by Friedges to follow the Park & Recreation
recommendation and delete the park from the proposed Park & Open Space
Study. llescripton as follows:
the NW 4, NW z of Sec . 12 , R 21W.
Clay, Taft, Friedges and Mako '°ayei1, motion carried. The clerk was instructed
to check with the attorney to see how this can be done.
855. Motion by Clay seconded by Taft to instruct the engineer to make a study
of the Crystal Lake Park site .and return with a recommendation. Taft,
Friedges, A~1ako and Clay "aye", motion carried.
856. Motion by Taft seconded by Clay to table the recommendation to purchase
a multiple use tractor. Friedges, Mako, Clay and Taft""aye", motion carried.
The Village inspector presented his report.
857. Motion by Friedges seconded by Clay to grant the rezoning to Harold Malmanger.
Mako, Clay, Taft and friedges "aye", motion carried.

858. Motion bg Clay seconded by Friedges to approve the. preliminary plat,!'subject
to the recommendation of .the A.S.C.A. office in Farmington and the
approval of the Village engineer. Clay, Taft, Friedges and Mako °taye",
motion carried.
The clerk was instructed to check with the Village attorney on the method
needed to change the procedure of the public hearing for plats.

859. Motion by Taft seconded by Mako to approve the abatement for the Lakeville
Land Co. Taft, Friedges, Mako and Clay "aye",.motion carried.
860. Motion by Taft seconded. by Clay to approve the abatement for Tillges
Develop. Corp.: Friedges, Mako, Clay and Taft."aye",motion carried.
861. 2~otion by Clay seconded by Taft to approve the abatement for Donald &
Joan Bowker. .Mako, Clay, Taft and Friedges."aye", motion carried.`
862. Motion by Clay seconded by Taft to approve the personal property abatement
for C.I.T. Leasing Corp. Clay, Taft, Friedges. and Mako "aye" motion
carried.-
The topography and boundary survey for the new park was discussed.
A quote of $300 or less for a<boundary survey and $10 an .acre for
a topography survey-.was received from Gene Jacobson.
863. Piotion by Clay seconded by Taft to hire Mr. Jacobson to do the boundary
survey and topo survey of the Village land. Taft, Friedges, Mako and
Clay "ayet°, motion carried.
864. Motion by Clay seconded by Friedges to ..have the. Village inspector secure
3 quotations (window and central) for airconditioning. Friedges, Mako,
Clay and Taft 11aye", motion carried.
865. Motion by Friedges seconded by Taft to accept the plans & specs for street
improvements in Park Terrace 2nd Addition. Mako, Clay, Taft and Friedges
"aye", motion carried.
866. Motion by Clay seconded by Friedges to accept the plans & specs on trunk
sewer extension from Park Terrace to Glenn Addition, laterals in Glenn:
Addition and correcting of street grades. in Glenn Addition. Taking of bids
twill be July 9, 1971, at 2 P.M. Clay, Taft, `Friedges and Mako "aye",
motion carried.
867. Motion by Taft seconded by Clay to grant Atlas Disposal Service a garbage
hauling license. Taft, Friedges, Mako and Clay "aye", motion carried.
868. Motion by Taft seconded by Clay to grant Mr. Kempson an on and off sale'
beer license for his new restaurant on Hiway 50. Friedges, Mako, Clay
and Taft "aye", motion carried.
869. Motion by Taft seconded by Friedges to grant a renewal of the set up license
for John Tally. Mako, Clay, Taft and. Friedges "aye'°,motion carried.
870. Motion by Friedges seconded by Clay to grant a renewal of the set up license
for the .Orchard Gardens Tavern. Clay, Taft, Friedges and Mako "aye", motion:
,carried.
871. A letter from Farmington requesting information on dedicated rights of way
was read to the council.
Motion by Clay seconded by Taft to advise Farmington that this .information
is at their disposal and that they may contact the Lakeville engineer or
attorney and pay for this information at the going rate. .Taft, Friedges,
Mako and Clay "aye", motion carried.
Other letters were read to the council.
- It was suggested that there should be some negotiations with Mr. Lyden
for the purchase of his water system in Forest Hills.

872. Motion by Clay seconded by Taft to have'a negotiating committee set up
for the purchase of the water .system in Forest Hills. Friedges, Mako,
.Clay and Taft "aye", motion carried.
87~. Motion by Clay seconded by Friedges: to empower the attorney, mayor and
one or-two from the Park. Committee to"finalize the purchase of the Ritter
farm and proceed with drawing up the necessary bonding information .for
the-forthcoming bond election.. This election is necessary before the
Federal or"State government ,agencies will say whether they will grant
any money. Mako, Clay and Friedges "aye" Taft opposed, motion carried.
Motion by Taft seconded by Clay to adjourn carried unanimously.
