Present: Friedges, Mako, Jensen, Sullivan and Taft. 275. Motion by Mako seconded by Friedges to accept the minutes of the July 6, 1970, meeting as read. Friedges, Mako, Jensen, Sullivan and Taft "aye", motion carried. 276.. Motion by .Sullivan seconded by Ta£t'to purchase the tractor from Carlson. Implement for $650: Mako, Jensen, Sullivan, Taft and Friedges "aye", motion carried. -The building inspector gave his report. andpresented_some fee schedules for sign ordinances. He reported that the PCA had been. down to inspect Viking Engineering and felt the situation there would be corrected. There is a request from L.M. Loken to take over the streets in Oak Shoxes 3rd Addition. Mr. Frigaard will look. them over and .report back to the council on July 20 to give his opinion on this matter. The position of plumbing inspector was. discussed and it was felt that. this could be done moire efficiently if the two jobs of plumbing inspector and building inspector were .combined. 277.. Motion by Jensen seconded by Sullivan to appoint Ackerman plumbing inspector the first of August and that Mr. Jorgensen be relieved by the first of August. Jensen, Sullivan, Taft, Friedges and Mako "ale",,motion carried. 278. Mr. Rowings requested special use permit for 20 acres o£ land he has purchased on 190th west of Cedar. Motion by Sulliva» seconded by Friedges to follow the Planning Rommission xecommerta~ation and grant R. Rowlings a special use permifw' Sullivan, Tatt, Friedges, Mako and Jensen "aye" ,motion carried. .(subject to review every two years). William Jackson presented his preliminary plat to_the council. It was suggested that he check this plat out with the county engineer, Mr. Gabiou, and then bring this back for. approval. 279. Motion by Taft seconded by Friedges to approve the exenditure of $2`,000. -for park equipment. Taft, Friedges, Mako, Jensen and Sullivan "aye", motion carried.' Geo. M. Hanson.. and Greg Murphy reviewed the audit report for 1969 with the council. A`budget meeting for the council and the. auditor was set. up for the 21st of July. Thelma Stevens .and Mrs. Victor Lorentson;appeared with. a complaint about the water running down the alley back of Enggren's department store.. This is draining from the airconalitioner. They felt this situation should be remedied aa,~paper and debris collected in the pools of water. This will be checked out by the council. Mr. Sloan of NSP and Mr. Soderland of Dakota Electric appeared to discuss franchising of utilities. Mr. Sloan explained that NAP presently had a franchise with the Village which would expire in 1973. He felt that it is to the advantage of both the Village and utility"companies to operate. under a franchise. It gives the Village some power; over the utility. He also felt that each utility. should have equal. rights and privileges but would like to have the, opportunity to check the Dakota Electric map against. the NSP map. • PAGE TWO, Village of Lakeville Council meeting July 13, 1970. Mr.-:Farrell agreed with Mr. Sloan that they should not delineate the boundaries. Mr. Sloan is going to send Mr. Farrell a copy of their franchise agreement and a meeting will be proposed to discuss this matter in the future. Frank Pelach of Central Telephone proposed some new phone lines for the Village Hall. 280. .Motion by Sullivan seconded by Mako to install an answering service in the police office and a phone outside the clerk's office. Friedges, Mako, Jensen, Sullivan and Taft "aye", motion carried. 281. Motion by Friedges seconded by Mako to authorize the signing of Tillges Park Terrace 3rd Addition plat and the signing of the .development contract. Mako, Jensen, sullivan, Taft and Friedges."aye", motion carried. 282. Motion by Jensen seconded by Sullivan to authorize a survey of the Lowrey-Jensen property at Lake Marion to find out where the public access is. Jensen, Sullivan, Taft, Friedges and Mako "aye", motion carried. A letter from the engineer re the sidewalk petition was read and discussed by the council. Mr. Frigaard sugg~€sted that the broken sidewalk be replaced at the present time. 283. Motion by Mako seconded by Taft to have an informal-hearing concerning this petition and invite the petitioners and property owner of the sidewalk in question to appear. Sullivan, Taft, Friedges, Mako and Jensen "aye", motion carried. Mr. Tom Vucinvich appeared to protest the letter-they had received regarding the rubish on their property. After. some discussion, this matter was closed. 284. Motion by Friedges seconded by Sullivan to set the Brice far rental of building by the"pump house QC $35. with Mr. Farrell to draw up a lease. Howard Gulden is the prospective tenant. Taft, Friedges, Mako, Jensen and Sullivan "aye", motion carried. 285. Motion by Taft seconded by Sullivan to approve. the excavating permit for Central Telephone Co. Friedges, Mako, 3ensen, Sullivan and Taft "aye", motion carried. A fetter from John Hrkal, copy attached, was read to the council,. A meeting was set fox 9:30 P.M. on July 20, 1970 with Mr. Weisner and Mr. Hrkal to meet with the council.
