HomeMy WebLinkAbout08-03-70 F....-',.,~ r' CORRECTED MINUTES--see Item 313 VILLAGE OF LAKEVILLE--COUNCIL MEETING--AUGUST 3, 1970 The meeting was called to order by Mayor Jensen followed by the flag pledge. Present; Jensen, Friedges, Sullivan and Taft.. Absent; Mako. Also present; Attorney Pat Farrell and Engineer Bob Frigaard. 303. Motion by Friedges seconded by Sullivan to accept the minutes of the July 20, 2970 meeting with the corrections as indicated. Friedges, Jensen, Sullivan and Taft "aye", motion carried. 304. Motion by Taft seconded by Friedges that the minutes of the July 21, 1970, meeting stand as read. Jensen, Sullivan, Taft and Friedges "aye", motion carried. 305. Motion by Friedges seconded by Taft to accept the minutes of the July 27, 1970,. meeting as~read. Sullivan, Taft, Friedges and Jensen "aye", motion carried. Some discussion was held on the reasons the Planning Commission did not recommend placing a trailer Sec. 4, T114, R 20 1/2 mile W of Cedar Ave. on County Road 46 for Robert Sliger. It was mentioned that he did note. own the land and would not move .the trailer to a mobile home park if a spot opened up. The building inspector mentioned that Mr. Sliger had been sold the trailer under the impression that the old trailer permit would cover this trailer. Mr. Ackerman also stated that Mr. Slier had cleaned up the property where his trailer is parked. 306. Motion by Sullivan seconded by Friedges to grant the variance and the trailer permit to 1972. Taft, Friedges and Sullivan ".aye"~.~Jexa+~ opposed, motion carried. 307. Motion by Taft seconded by Friedges to follow the Planning Commission recommendation and grant the building permit to Richard B. Bury of Midwest 'Asphalt Corp. Friedges, Jensen, Sullivan and Taft "aye", motion carried. 308. Motion by Sullivan seconded by Taft. to grant a variance to Hubert Payne for a building permit. Jensen, Sullivan, Taft and Friedges."ayes. motion carried. 309. Motion by Sullivan seconded by Friedges to grant a building permit to James D. and Chester F. Stebbins for an addition to the Freeway Harley. Davidson building. Sullivan, Taft, Friedges. and Jensen "aye"', ;motion carried. 310. Motion by Friedges seconded by Taft to follow the P. C. Recommendation and appoint Joel Haglund to the Planning Commission fox the unexpired term of Roland Smones. Taft,. Friedges, Jensen and Sullivan "aye", motion carried. .311. Motion by Jensen seconded by Sullivan to follow the P.C recommendation that all preliminary plats go to the Park $ Recreation Committee for reviewal after they have been. approved by the Planning Commission and then to the Council. Motion by Friedges seconded by Taft to follow the Planning Commission recommendation that the same procedure be followed as in the past for commercial buildings except that no public hearings will be required. After that the building permit requests would .come back to the council. Jensen, Sullivan, Taft and Friedges "aye", motion carried. The informal hearing on the road in Weisner Addition was reopened. Residents present were J. Grenager, Ronald Carpenter, and Victor Ecklund. Mr. Weisner had called and said he could not attend.. This hearing was tabled until later in the meeting. Randy Steel, representing the Youth Center, and about 5 other young people appeared before the council to request aid in finding a place to meet. They have-been meeting in the All Saints basement but this no longer is possible. They reported that they have someone lined up to chaperone. Father Rowan explained that two of the sisters had worked to get this group going and felt if some money could be furnished, this would help matters. ~ places. were suggested, the old elementary building cafeteria: and the old railroad depot. These will be checked out. Mayor Jensen f~}1t one person should be in charge of this operation and be paid but felt too that the young people should help with the funding, The informal hearing on Weisner Road was continued. Mr. Granager stated that he was opposed to the cul-de-sac on his property as it would not benefit his land and he would nit be willing to donate the land. He also felt that his land would get all thedrainage.. Mr. Farrell will check out any further possibilities with Mr. Weisner's attorney and report back to the council on Aug. 10, 1970. Larry Getty appeared to propose a rock festival for the weekend of Sept. 15. He would like to have it at Airlake Industrial Park or on same farm in Lakeville. He felt it would be beneficial to the Village and. attract at Least 10,000 young people.. There was discussion by the members of the council and the spectators. Most were not in favor of the royyck festival. 313. Motion by Jensen seconded~Taft that any permit or application for a rock festival be denied. Sullivan, Taft,, Friedges and Jensen "aye", motion carried. 314. Motion by Sullivan seconded by Friedges that the abatements for taxes for homestead .for Donald Burgess, Jr. and Charles: H. & Carol Neuerberg be approved. Taft, Friedges, Jensen and Bullivan "aye", motion carried. The clerk was instructed to have Vic Kohlnhofer appear on .the Aug. 10, 1970, agenda..
