VILLAGE OF LAKEVILLE COUNCIL MEETING--SEPTEMBER 14, 1970

The meeting .was called to order by Acting Mayor Mako.
The flag pledge was given.. Present; Friedges, Mako, Jensen, Sullivan
.and Taft .
359. Motion by Taft seconded by Friedges to accept the minutes of the Sept.. 8,
1970, meeting as read. Friedges, Mako, Jensen, Sullivan and Taft "aye"',
motion carried.
360. Motion by Mako seconded by Taft to accept the minutes of the Sept. 9, 1970,..
meeting as read. Mako, Jensen, Sullivan, Taft and Friedges "aye'.',
motion carried.
The building inspector presented his .report.
Jerome Clay read the Planning. Commission report to the council.
361. Motion by Sullivan seconded by Friedges to follow the Planning Commission.
recommendation and grant a variance to Ralph,and Edna Trabant
to build a garage within 4 feet of the North property line. Garage
will be attached to house and will be set back 37 feet from front line.
Jensen, Sullivan, Taft, Friedges and Mako "aye", motion carried.
362. Motion by Friedges seconded by Mako to .follow the Planning Commission
recommendation and grant a building permit to National Pipe Line Co. for
a building70 X130 feet. Sullivan, Taft, Friedges, Mako and Jensen "aye",
motion carried.
.The Water & Sewer Committee .report was presented to the council.
363. Motion by Taft seconded by Friedges to accept the recommendation of the
Water & Sewer Committee to order the decal from the Mirro-Kal Emblems
booklet. Taft, Friedges, Mako, Jensen and Sullivan "aye" ,motion cabried.
Rollie Danielson and his brother appeared before the council
to request a special fee for advertising signs on courtesy benches. They
felt that the $35 fee was too high. This matter was referred to Pat
Farrell for attention and he will bring back an opinion by the 21st of Sept..
364. The hearing for the Valley Park Storm Sewer project was. opened.. The
affad~it of mailing and the legal notice which was sent to .all property
owners was presented. A partial list of property owners is attached.
Dale Harris was also present but. no one from Steiner Properties was present..
Mr. Frigaard showed where the project would be on the map
and stated that the cost would run> about $680 per acre in assessment cost.
Mr. Harris asked of what benefit this storm sewer would be to his property
and felt the cost would bevery high.
He was advised that he could take advantage of the Green Acres Law and
the assessments .and interest due at date of sale of land would then have to
be paid.
A motion to order the improvement was. retracted.
36~. Motion by Mako seconded by Friedges to adjourn this hearing until the
21st of Sept., 1970 at 9:15 P.M. Friedges, Mako, Jensen and Sullivan
"aye", Taft absent, motion carried.
Tom Sloan of Northern States Power explained to the council
.the kinds of lights available for the'new addition with underground
lighting.. The lights recommended would cost the Village slightly more
than lights now being used in the Village.

366. Motion by Sullivan secanded'by Taft to install the recommended 3 lights
in Park Terrace 2nd. Mako, Jensen, Sullivan, Taft and Friedges "aye",
motion carried.

Mrs. Corcoran and Father Rowan with some members of the
youth center explained to the council that they have decided to utilize
the basement of the rectory for their meetings. They will be open 2
nights a week from 3:30 P.M. to 7 P.M. and would like to have the council
approvr~ the hiring of Mrs. Corcoran at a fee of $7 per night with the
Village paying .this fee. A set of rules has been decided upon by the young
people for anyone attending.
367. Motion by Sullivan seconded by Friedges to enter into this deal with the
Youth Center and pay $2 per hr to Mrs. Corcoran with this agreement subject
to the approval of the Park and Recreation Committee. The insurance will also.
by checked out. Jensen, Sullivan, Taft, Friedges and Mako "aye", motion ,
carried.
368. Motion by Mako seconded by Taft to award the Storm Sewer project in
Valley Park to the;~low bidder, Associated Contracting. The bid was for
$51,898.15 with 5~ bid bond included. Sullivan, Taft, Friedges, Mako
and Jensen "aye", motion carried.
369. Motion by Taft seconded by Sullivan to award the contract for the street
improvement in Valley Park to the low bidder, Blacktop Service Co. whose
bid was .$55,311.26 with a 5% bid bond. Taft, Friedges, Mako, Jensen and
Sullivan "aye", motion carried.
370. Motion by Friedges seconded by Taft to schedule a hearing for the Water
and Sewer Extension improvement from Airlake to Old Village of Lakeville
for the 1st Monday in October at 8:30 P.M. Friedges, Mako, Jensen,.
Sullivan and Taft "aye", motion carried.
371. Motion by Taft seconded by Sullivan to reduce the levy on the x`62
fond by $2000. Mako, Jansen, Sullivan, Taft and Friedges "aye", motion
carried.
A motion to accept streets in Clay's Acres for maintenance
was. retracted. These streets will be inspected by the Council.
372. Motion by Taft seconded by Friedges to se21 the nei;~°zoning ordinance book
for $1.25. Jensen, Sullivan, Taft, Friedges and Mako "aye", motion carried.
The matter of who is responsible for the maintenance of
old Highway 65 south of Minnreg Road was brought up. This matter will be
checked out.
Walt King, Jr. J.P. report was reviewed by the council.
Motion by Sullivan seconded by Mako to adjourn. .All. in favor, meeting
adjourned.
