The meeting was called to order at 8:15 P.M. by Mayor '
Jensen. The flag pledge was given. Present; Friedges, Sullivan,
Mako and Taft. Also present; Pat Farrell, Village Attorney and
Robert Frigaard, Village Engineer.
373. Motion by Taft .seconded by Friedges that the minutes of the September 14,
1970, meeting stand as read. Friedges, Mako, Jensen, Sullivan and
Taft "aye", motion carried.
374. Motion by Sullivan seconded by Friedges to pay the liquor bills.
Mako, Jensen, Sullivan, Taft and Friedges "aye", motion carried.
375. Motion by Friedges seconded by Mako to pay the Village bills.
Jensen, Sullivan, Taft, Friedges and Mako "aye", motion carried.
Jerome Clay read the Planning Commission minutes of the
special September 21st meeting.
376. Motion by Sullivan seconded by Friedges to follow the Planning Recommendation
to approve the preliminary plat of R. F. Kirkman, 2 that he be
allowed to build his building l ft above the proposed road on lot 1, and
3,~ that a building permit be granted.
Sullivan, Taft, Friedges, riako and Jensen "aye", motion carried.
The Water & Sewer Commute minutes for Sept. 16, 1970,
were read.
377. Motion by Jensen seconded by Friedges to authorize the rental of
equipment storm sewers and sanitary sewer in the Village. `Taft,.
Friedges, Mako, Jensen and Sullivan "aye", motion carried.
The engineer was advised to give preliminary reports
dealing with sewer and water to the Water & Sewer Committee for review.
378. Motion by Friedges seconded by Taft to authorize the attorney.
to draw up an amendment to increase the Sewer and
Water Committee to seven members with the recommendation ghat they
meet twice a month.
Friedges, Mako, Jensen, Sullivan and Taft "aye.", motion carried.
The Water & Sewer Committee will follow up on use
of water by unauthorized persons.
Paul. Oxley presented his budget proposal to the council.
Bruce Lavell of Pitney-Bowes presented a demonstration
of an addressograph machine. The one he demonstrated, sells for $990
and has a 1 year guarantee on parts and 90 days on labor..
Two members of the council were asked to check on other machines
to get a comparison.
379. Motion by Taft seconded by Mako to adopt the budget as proposed.
Mako, Jensen, Sullivan=, Taft and Friedges "aye", motion carried.
The hearing on the Valley Park Storm Sewer was continued.
A letter from Mr. Donnay (copy attached) was read..
Phil McGuire, attorney for Steiner properties, stated that
they had 100 acres of land which would be assessed and felt that this
project would not benefit this land as the owners had no plans
for .future developnBnt. At the moment this land is a sod farm.
Mr. Frigaard showed Mr. Steiner and the audience the
proposed line where the storm sewer would go.
Dale Harris. stated that he thought the assessment was much
to high

and also felt that the drainage. was not right as shown by the engineer.
Mr. Steiner .felt the assessment would be very burdensom and would not
improve the saleability of the property.
It was .mentioned that if all this cost were assessed to
Donnay, the size of the pipe would have to be smaller.
380. Motion by Sullivan seconded by Friedges to continue this hearing until
9 P.M. on the 1st Monday, Oct. 5, 1970 and investigate all other
possibilities as to how this project could be installed and assessed.
Jensen, Sullivan, Taft,. Friedges and Mako "aye", motion carried.
Floyd Benison appeared before. the council to have them
determine how much he should donate for park land.
3g1. Motion by Friedges seconded by Sullivan to accept $450 donation instead
of .park land in Floyd Benison's 1st Addition.
..Sullivan, Fr~b~edges, Mako and Jensen "aye", Taft opposed, .motion carried.
Dick Cross requested that the council authorise someone
to clean the drainage ditch that crosses his property This is
an easement and has not been cleaned out in the Iast ten years..
Mr. Sullivan and Mr. Friedges will .meet with Mr. Cross to investigate
this situation.
Mr. Frigaard reported that he and the council had
inspected. the roads in Clay's Ares and that he had recommended some
improvements to Mr. Clay that should be made before the Village would
accept them for maintenance.
382. Motion by Sullivan seconded by Mako to have a stop sign placed: where
Mr. Ramburgs rma~i~e~iters the service lane. Taft, Friedges, Mako,
Jensen=and Sullivan "aye", motion carried.
The clerk was instructed to contact Layne-Minnesota to
.find.. out what their bill was for the repair of Lyden's well.
A meeting was set. for Mon. the 28th of 9e~~ember.
Motion by Taft seconded by Sullivan to adjourn. Motion carried.
