VILLAGE OF LAKEVILLE COUNCIL MEETING--OCTOBER 13, 1970
The meeting was. called to order by Mayor Jensen followed by the
flag pledge: Members present;. Friedges, Mako, Jensen, Sullivan and Taft.
Also present; Village attorney, Pat Farrell and Village engineer, Robert
Frigaard.
410. Motion by Friedges seconded by Sullivan to accept the minutes of the
Oct. 5,..1970, meeting as read. Friedges, Mako, Jensen, Sullivan and
Taft "aye", motion carried.
The building inspector gave his report.
411. Motion by Sullivan seconded by Taft to waive. the building permit fee
for the ticket selling. booth at the high school football field.
Mako, Jensen, Sullivan, Taft and Friedges "aye", motion carried.
The Planning Commission report was read.
412. 2~iotion bay S~l.ivan seconded by Friedges to follow the Planning Commission
rec6M~~anc~ grant the Dickson Construction Co. a building permit subject
to p~;dlic hearing for special use permit. Jensen, Sullivan, Taft,
Friedges and Mako "aye", motion carried.
413. Motion by Sullivan seconded. by Friedges to table the request from the
Highway Dept. for a building permit .until the plans are submitted and
reviewed. Sullivan, Taft, Friedges, Mako. and Jensen "ayes', motion carried.
Vic Kohlnhofer presented a plan to .the council for false arrest
insurance for the police. It would cost $10 per year for each policeman
to join the policeman's assn. The insurance cost would_be $25 per yearn
per policeman. The police committee will check with the policemen to see
what they can work out.
Mr. Farrell presented a revised Franchise Ord. Mr. Soderland
and Hap Levander representing the REA~ presented their views on this
ordinance.. They felt that the boundaries should be delineated but were
happy with the ordinance otherwise.
Mr. Tom Sloan with Mr. Phil Cressey from NSP did not think the
boundaries should be di,~ineated but were not too happy with.the restrictions
imposed for permits on the larger lines.
It was decided that Mr. Sloan-and Mr. Levander: would review this
ordinance then come back with their requests on Nov.. 2, 1970.
414. Motion by Mako to put the st~~tt sewer project in Valley Park in motion
(resolution to be prepared by Mr. Farrell). Taft, Friedges, Mako,. Jensen
and Sullivan "aye", motion carried. I was decided to get a letter from
the FHA stating that the money to pay for this is there .and to get a firm
opinion regarding the boundary lines..
415. Motion by Taft seconded by Friedges to let Bud Berres rent the land
bel~~,,~,~ ing ~ the village for $15 per acre and. to pay him-$4 per acre
forr'~~dn af~d the village should decide to use. Pat Farrell will draw up
a contract. Friedges, Mako, Jensen, Sullivan and Taft "aye",emotion carried.
The boundaries of the disputed areas of Lakeville, Apple Valley
and Farmington,. were discussed.
416. Motion by Taft seconded by Sullivan to authorize signing. the. contracts
with Ackerberg & Associates Inc. for architectural work at the liquor
store. Mako, Jensen, Sullivan, Taft and Friedges "aye", motion carried.
47.7. Motion by Sullivan seconded., by Taft to accept the notice of claim from
Gary Gandrud, Attorney for Michael Jennings for the sum of $5,000.
Jensen, Sullivan, Taft, Friedges and Mako "aye", motion carried.

418. Motion by Taft seconded. by Mako acdepting the petitions from Bentson
and Kalina and ordering a feasibility study by the engineer.
(Copies attached).
Sullivan, Taft, Friedges, Mako and Jensen "aye", motion carried.
419. Motion by Mako seconded by Taft approving the shoreline improvement
request be signed. Taft, Friedges, Mako, Jensen and Sullivan "aye",
motion carried.
it was decided to sell a walk-in cooler at the liquor store for
$loo.
Motion by Friedges seconded by Mako to adjourn. A11 in favor, meeting
adjourned.
