„l VILLAGE OF LAKEVILLE COUNCIL MEETING-NOVEMBER 16, 1970
The meeting was called to order by Mayor Jensen with
• Friedges,. Taft, Sullivan and Mako present. Also present; Vance Grannis,Jr.
and Robert Frigaard.
The flag pledge was given.
449. Motion by Taft seconded by Mako to accept the minutes of the November 9,
1970 meeting as read., Friedges, Mako, Jensen, Sullivan and Taft "aye",
motion carried..
450. Motion by Friedges seconded by Taft to approve payment of the Ls~quor bills.
Mako, Jensen, Sullivan, Taft and Friedges "aye", motion carried.
451. Motion by Taft seconded by Sullivan to pay the Village bills.. Jensen,
Sullivan, Taft, Friedges and Mako "aye", motion carried.
The minutes of the November 12, 1970 Planning Commission
meeting were read.
452. Motion by Taft seconded by Mako to follow the Planning Commission recommendation
and deny the the request of Jesco Inc. and Felix J. Sazenski for placing
and keeping a mobile home. Sullivan opposed, Taft, Friedges, Mako and Jensen "aye",
motion carried.
453. Motion by Sullivan seconded by Friedges to follow the Planning. Commission
recommendation and grant a special use permit to erect a sign to be located
north of hway 50 and 35W on the hugh Dawson farm./ Friedges, Mako and
Sullivan "aye", Jensen and Taft opposed, motion carried.
/Schubert Outdoor Adv. Co.
454. Motion by Sullivan seconded by Friedges to follow the planning commission
recommendation and-grant a special use permit to erect a sign 500 ft south
of Co. hiway 50 and 35W on the M.G. Astelford property. to the Schubert
Outdoor Advertising Co. Friedges, Mako, Jensen, Sullivan and Taft "aye",
motion carried.
455. Motion by Friedges seconded by Mako to grant the rezoning of land from
R1C to B4 for the Aquarius SW~.m Pool Co. and to grant them a special use
permit. Mako, Jensen, Sullivan, and Friedges "aye", Taftopposed,
motion carried..

of Nov. 16, 1970, mere read.
456. Motion by Mako seconded by Taft to table the rezoning for Richard Todd until.
the next regular meeting ~ Jensen, Sullivan, Taft, Friedges and Mako "aye",
motion carried. until the engineer can review the. site plans.
"1457: Motion by Taft seconded by Sullivan to follow the planning commission
recommendation and rezone land for the Ole Piper Inn Again, Inc. to B2
and to grant a special use permit subject to tavern permit hour to be to
1 A.M. Sunday thru Thursday and 2 A.M. Friday and. Saturday and permit to
be reviewed after l year. Sullivan, Taft, Friedges, Mako and Jensen "aye",
motion carried.
458. Motion by Sullivan seconded by Mako to grant a building permit to the
.County for a building on Hiway 50. The P.C, recommended approval as long
as it followed applicable code. Taft, Friedges, Mako, Jensen and .Sullivan
"aye",.motion carried.
gerb Lambert of the Park & Recreation reported on a few
matters pertaining to the parks. He mentioned that the sidewalk into
the Park Terrace park had not been installed. This will be checked out.
The young people using the hockey rink behi;t~.the hall requested that the

_ door to the Sail be left unlocked so that bathroom facilities could be used.
It was decided to reverse the locks on the inside door so that the fire hall
could remain locked.
459. Motion by Taft seconded by Friedges to install a security light in ..the
Buffer Zone Park. The clerk was instructed to call NSP. Friedges, Mako,
Jensen, Sullivan and Taft "aye", motion carried.
The bids for the Valley Park .Storm Sewez were opened at
2 P.M. and copies of the .bids given to the council.
460. Motion by Taft seconded by Mako to accept the bids for the Valley Park Storm
t Sewer. Mako, Jensen, Sullivan, Taft and Friedges "aye", motion carried.

X46 Motion by .Sullivan seconded by Friedges to approve the Bill Jackson
~ final plat. and authorizing the proper signatures to be appliesr.
Jensen, Sullivan, Taft, Friedges and Mako "aye motion carried.
It-was reportedthat Kris Austad. had a building he would
fix up to rent to the Village for storing-.equipment. He is asking
$200 perL~non~h with a three contract. This will be checked out by Mr.
Sullivan and Mr. Taft.
462. Motion by Mako seconded by Friedges to accept the 2nd petition for sidewalks
from Bentson & Kalina. Sullivan, Taft, Friedges, Mako and Jensen "aye",
motion carried.
463.. Motion by Mako seconded by Taft to order the engineer to do a feasibility
study for the request breaking the costs down in three portions:
1. The main street portion
2. The whole request
3. Alternates for main street.
Taft, Friedges, Mako, Jensen and Sullivan."aye", motion carried.
The clerk was instructed to send out bid forms for snow
removal to Hullett, Clay and'Fredrickson.
464. Motion by Sullivan seconded by Taft to have Mr. Farrell and Robert Frigaard resolve
the Valley Park bonds not released. Friedge, Mako, Jensen.,,: Sullivan and
Taft."aye", lotion carried.
Mr. Frigaard reported that there had been an error in the
bill from the Metro Sewer Board and he would keep checking this to make
sure the Village wasn't charged too much.
A.letterfrom Greg Mako was read to the council. He requested
that something be done at the Park Terrace skating rink so that the little
children could-play there. The Park committee will check to see what can
be done.
Vance Grannis', Jr. reported on the Minn.,Municipal Commissionls
ruling for the division of Lakeville. It was reported that there will be
an election for a complete slate of Vihage officers on Jan. 12, 1971.
Valley Park will vote at that time on whether or not they wish to become
a part of Apple Valley or remain a township. The present council will continue..
to govern .Lakeville until after the election ,on Jan. 12, 1971. The; clerk
was ~ t ra~urn the filing fees for the Dec. 8th ~~ection.

A meeting to review insurance bids was set for Nov. 30, 1970.
fine clerk was ..instructed to inform all the insurance agents that they would'.
have one extra week to prepare their bids.
