HomeMy WebLinkAbout01-05-70 ~f • LAKEVILLE COUNCIL MEETING JANUARY 5, 1970 The meeting was called to order by Mayor Aronson at 8 P.iwi. Present: Mako, Friedges, Jensen, Taft, Sullivan and Aronson. Also present: Firgaard and Farrell The invocation was given by Rev. Blencush.which was followed by the f lag pledge.. Robert Jensen was sworn in as Mayor after which. Mayor Aronson turned over the. meeting to the new mayor. Peter Friedges was sworn in as trustee. Nialter King, Jr., was sworn in as Justice of the Peace. 1. i4lotion by Sullivan seconded by Taft to accept the minutes of the Dec. 15, 1969 meeting as read. A11 for, motion carried. 2. Motion. by Taft seconded by Friedges that the minutes of the Dec. 20, 1969 special meeting stand as read. ATI for, motion carried... 3. Motion by Mako seconded by Sullivan that the minutes of the Dec. 26, 1969 special meeting, be accepted as read. All for, motion carried. 4. Motion by Taft seconded by Friedges that the minutes of the Dec. 30, 1969 special meeting., stand as read. All for, motion carried. 5. Motion by Mako seconded by Friedges to accept the order of busines as presented by the mayor.. Al1in favor, motion carried. Copy of order of business attached to these records, 6. Motion by Taft seconded by Mako that the clerk take the roll call on each motion in .alphabetical order advancing one name each time vote is taken. Motion carried. 7. Motion by Friedges seconded. by Sullivan that the list of committees as read by the clerk be accepted, copy attached. Friedges, Jensen, Mako, sullivan and Taft for, motion carried. The clerk was instructed to send copies of each to the council.. 8. Motion by Taft seconded by .Sullivan to appoint Mr. ~9ako acting mayor. Friedges, Jensen Sullivan and Taft for, motion carried. 9. Taft moved seconded by Sullivan to appoint the First National Bank of Lakeville as the official depository of Village funds. Jensen, Mako, Sullivan, Taft and Friedges "aye", motion carried. l0. Motion by Sullivan seconded by Mako to retain Bonestroo, Rosene, Anderlik ~ Assoc. as engineering consultants. Mako, Sullivan, Taft, Friedges and Jensen "aye", motion carried. 11. Motion by Taft seconded by Friedges to retain the Firm of Grannis ~ Grannis as the Village legal advisors. Sullivan, Taft, Friedge, Jensen and Mako for, motion carried. 12. Motion by Sullivan seconded by Taft to appoint Dr. McDaniels health officer for the Village.. Taft, Friedges, Jensen, Mako and Sullivan "aye", motion carried. l3. Motion by Mako seconded by Friedges to table any further appointments until January 12, 1970. Jensen, Niako, Sullivan, Taft and ,Friedges "aye", motion carried. 15. The December 23, 1969, Planning Commission minutes were read. NTotion by Sullivan seconded by Friedges to rezone to commercial industrial the following property for Brad Johnson. The South 12.5 feet of Lot 4, all of Lot 3, and the North 25 feet of Lot 2, except the .East 18 feet of the North 25 feet of said Lot 2, all in Block 1, Town of Fairfield (now Village of Lakeville), according to the plat thereof: AND The East 18 feet of Lots 1 and ~ and all of Lots 10, 11 and 12, 'all in Block 1, Town of Fairfield (now Village of Lakeville), according to the. plat thereof. Mako, Sullivan, Firedges, Taft and Jensen 1iaye", motion carried. 16. Motion by Taft seconded by Sullivan to issue a building permit to Brad Johnson for an apartment house. This building permit to cover the Village building code. Sullivan, Taft, Friedges, Jensen and Mako "aye'°, motion carried. Mr. Tillges appeared with his counsel, Nir. Kalina, to rer{uest that the Village approve an agreement between .Tillges Realty, Tnc. and the Village of Lakeville, Minnesota re: approval of Tillges Park Terrace Third Adition subject to various considerations. 17. Motion by Mako to have-official record it is the council's intent to O.K. Tillges Third Addition if access is granted across Chicago, Milwaukee, St. Paul and Pacific. Railway tracks and that the council. agrees in principles set forth in property agreement by Tillges Realty, Inc. and the Village of Lakeville (copy of the agreement is attached to these minutes for a permanent record). Access to Highway 50 will also have to be obtained. Seconded by Friedges Taft, Friedges, Jensen., Mako and Sullivan for, motion carried. John Raplinger presented a petition re: rezoning of property for Stewart for astable at a special meeting of the Village Council. This petition signed by 8 property, owners, objects to the stable. It was pointed out that those who had asked for the rezoning were asked if there was a great deal of opposition to this rezoning, and he said there was not. 18. Motion by Taft seconded by Sullivan to accept this petition and. to make .the petition a permanent part of these records. Jensen, Mako, Sullivan and Taft "aye", F~'~edges abstained, motion carried. Dan Gustafson presented his preliminary plat to the council with the changes as suggested by the Palnning Commission for Valley Green Mobile Home Park. Mr. Murphy of the Planning Commission explained to the council that he felt this matter should be, returned to the Planning Commission for another public hearing as the adjacent property owners had not been notified by mail as required by ordinance. 19. Motion by Sullivan. seconded by Taft that this matter be referred -back to the Planning Commission for a legal public hearing with Propex notification to all property owners. Mako, Sullivan, Taft, F~:ledges, Jensen "aye", motion carried. The Water ~ Sewer Committee. minutes for Dec. 17, 1969, were read. 20. The second recommendation was referred back to the water and sewer committee who will report back in two weeks. Barney Wilde appeared to request to have some snow plowed on 208th St. R'. This matter was referred to N1x. Sullivan. 21. Motion by Taft seconded by Sullivan to renew the special club license and on sale beer license for the V.F.W. Taft, Friedges, Jensen,. Mako and Sullivan "aye", motion carried. 22. Motion by Sullivan seconded by Taft 'to renew the excavating permit for Fairhills Farms. Friedges, Jensen, Mako, Sullivan and Taft "aye", motion carried. 23. Motion by Sullivan seconded by Taft to renew the garbage license for Dick's Sanitation. Jensen, Mako, Sullivan, Taft and Friedges "aye", motion carried. 24. Motion by Sullivan seconded by Taft to renew the gravel permit for Karsko Bros. Excavating. Mako, Sullivan, Taft, Friedges and. Jensen "aye", motion carried. 25. Motion by Taft seconded by Sullivan to renew the gravel permit for Oscar Ramberg. Sullivan, Taft, Friedges, Jensen and Mako "aye" motion carried. 26. Motion by Taft seconded by Friedges to renew the gravel permit for Northwest Bituminous. Taft, Friedges, Jensen, Mako and Sullivan "aye", motion carried. ~ 27. Motion by Friedges seconded by Taft. to approve On sale beer license and off sale beer license for Sea Girt Inn. Friedges, Jensen, Mako, Sullivan and Taft."aye", motion carried. 28. Motion by Taft seconded by Maka to approve the on sale beer license for the Lakeville Bowl (Arlene Plath). Jensen, Mako, Sullivan, Taft and Friedges "aye", motion carried. 29. Motion by Taft seconded by Sullivan that to the council's knowledge as of Jan. 5, 1970, there are no pending assessments against property. described as: Lot 9, Block 3, Clay's Acres. Niako, Sullivan, Taft, Friedges and Jensen "aye", motion carried. 3 letters from various state departments regarding the crossing at 210~h St. W. and Holyoke Ave. 30. Motion by Sullivan seconded by Mako to pay Engineered Speci~.lties their bill for $200.00 for repair of the blacktop. Sullivan, Taft, Friedges, Jensen and Mako "aye", motion carried.
