VILLAGE OF LAKEVILLE COUNCIL MEETING APRIL 6, 1970
The meeting..was called to order by Mayor Jensen with
Mako, Friedges., Sullivan and Taft present. The flag pledge was
given.
lgl Motion by Taft seconded by Friedges to accept the minutes of the
March 16, 1970 meeting. Friedges, Mako, Jensen, Sullivan and
Taft "aye", motion carried..
The Water F~ Sewer Committee minutes for March 18 and April 1, 1970,
were read.
122 Motion by Sullivan seconded by Friedges to accept the recommendation
of the Utilities Committee to .accept the State of Minnesota Plumbing
Code published. June of 1969, and that ,plastic. pipe, as approved by-
the plumbing code m~~ be used under the basement floor-on single. family
dwellings, but that new spun cast iron .standard weight cast iron shall be
`used from the property line to a point inside the footings.
Mako, Jensen, Sullivan, Taft and-Friedges ''aye", motion carried.
123 Motion by Friedges seconded by Sullivan to authorize the village
attorney to work on an ordinance for the plumbing-code. Jensen,
Sullivan, Taft, Friedges and Mako "aye", motion carried.
124 Motion by Sullivan .seconded by Taft to follow recommendation of Utilities
Committee that the village retain the George M. Hansen Co. for the
purpose of establishing a new bookkeeping system for the utility accounts
and to provide for the Sewer and Water Committeean itemized
breakdown of the operating income and expenses for 1969 and possibly
1968. The expense for this service shall not exceed $550.00.
Sullivan, Taft, Friedges, Mako and Jensen "aye", motion carried.
The minutes of the March 26, 1970., Planning Commission
meeting were read..
.125 Motion by Friedges seconded by Sullivan to grant a variance to build
a garage to Stanley Kroon. Taft,. Friedges, Mako, Jensen and Sullivan
"aye", motion carried. ,
126 Motion by Sullivan seconded by Friedges to grant Cross Nu~$eries
a building permit. Friedges, Mako, Jensen,. Sullivan and daft?:"aye"
motion carried.
Eagan Development Co. presented its preliminary plat for
the Valley Green Mobile Home Park.
127 Motion by Sullivan seconded by Mako to approve the, preliminary plat
for Valley Green Mobile Home Park. Mako, Jensen, Sullivan, Taft
and Friedges "aye", motion carried.
128 Motion by Friedges seconded by Mako to authorize engineering for Valley Green
subject to the establishment of an escro~~ account as suggested by
the village et~~ineer. Jensen, Sullivan, Taft, Friedges and Mako
"aye'.', motion carried.
Aspen Builders, represented by°G1en Roper,-came before the
council to request estimated dates that water and sewer can be
..expected. on land he .has purchased from J. Clay. He was informed that
an answer may be forthcoming by the 20th of April.

129 Motion by Sullivan seconded by Friedges to approve the preliminary
plat of Park Terrace 3rd Addition with the changes shown. Sullivan,
Taft and Friedges "aye", Mako and ..Jensen opposed, motion carried.
130 Motion by Friedges seconded by Taft to pay the insurance on the
squad car. Taft, Friedges, Mako, Jensen, and Sullivan "aye",
motion carried.
131: Motion by Friedges seconded by Taft to have the clerk and the treasurer
work with. the banker on an investment program and to report back to the
council on what has been done.- Friedges, Mako, Jensen, Suliivan and.
Taft "aye", motion carried.
The clerk was instructed to call the dogcatcher to see if
he would patrol the circle in Lakeville for dogs that are running loose.
The council was advised that it could prosecute any burning
at the dump under the Nuisance Ordinance,
Other problems were reviewed by the council.
The clerk was instructed to have Mr. Tillges appear at the
next meeting. so that the council could find out what had been done
about a sidewalk into the park.
132. Motion by Taft seconded by Mako to authorize the Utility department
to buy tools at the quoted price of $225 and it was suggested that these
tools be ma~k~d. Mako, Jensen, Sullivan, Taft and Friedges "aye",
motion. carried.
133. Motion by Taft seconded by Sullivan to authorize the Utility met,,
Nordling and Stevens to go to the water-and sewer school and to have the
clerk write the check for the same.. Jensen, Sullivan, Taft, Friedges
and Mako "aye", motion carried.
134. Motion by Friedges seco~{~ed by Sullivan to pay the X15 for the
membership to Minnesota Criminal Investigators Assn. Sullivan,
Taft, Friedges, Mako and Jensen "aye", motion carried.
A letter from Kohlnhofer Agency .with the quotations of
prices for false arrest insurance for the village police was read to
the council. This will be checked out by the Village attorney.
A petition for reduced speed limit on Cty Rd 70 west of the
R.R. tracks .was read to the council.
135. Resolution by Mako seconded by Friedges fo request the county
engineer to investigate this petition to reduce speed limit on this
portion of read. Taft, Friedges, Mako, Jensen, Sullivan "aye
motion carried.
136. Motion by Mako seconded by Friedges to instruct the mayor to make
proper arrangements with Mr. Harris of Hill-Dee Developers to have
seed.. planted in the park in that Addition.
Friedges, Mako, Jensen, Sullivan and Taft "aye", motion carried.
Mr. Walter King, Jr' and Clint Cross' J.P reports were
