HomeMy WebLinkAbout05-05-70 r SPECIAL MEETING-VILLAGE OF LAKEVILLE COUNCIL. MAY 5, 1970 The meeting was called to ..order by Mayor Jensen. Present; Jensen, Mako, Sullivan and Friedges. Also present; Farmington School Supt. Boeckman, Lakeville School Supt. Donald McGuire ,..Village Attorney, Pat Farrell Midwest Planner, Don Rye, Rep. of Instant Homes Mr. Douglas and Bill Jensen. Other interested parties were also present. A discussion regarding the proposed Mobile Home Ordinance was conducted. Mr. Douglas, Instant Homes representative, felt that this ordinance was too restrictive in that it called for too large a lot and did not contain any variance provisions for unusual circumstances. He felt there was a need to blend 'the homes for a neighborhood effect and for appearance. He also felt .that there was: too much space wasted between mobile homes and this large a lot would cause the charges to each home owner to be too high. Mr. Douglas felt that a great deal more study should be given to the overall concept and this. ordinance should be compared with others from ether areas. He also would like. to see the Planners involved as they had had much valuable. experience. Bill Jensen, engineer for Instant Homes;: explained their master plan for the mobile home park and how much land would be dedicated for parks and school. They also plan to have a nine hole golf course. Don Rye, Midwest Planners.,. also felt that 6,000 sq. ft. was too excessive. He felt that 5,000 sq. ft. was adequate with credit given for off site parking recommended. Mr. Boeckman, Farmington School Supt., explained how the developer could build a central core :unit that. could be used for a gym or other purpose and portable classrooms would be used to take care of kindergarten through grade 3. Other homes in the area could utilize the school so that there would be no segregated type area.. He felt that this would be a genuine cooperative effort between school and community. Mr. Douglas stated that he felt the planned unit development approach would be best: The council then went through the proposed ordinance and discussed different questions It was felt that a development contract with the developers was needed in addition to the ordinance. 1.77. Motion by Sullivan seconded by Friedges to authorize the Village attorney and Midwest Planners to work out a draft for an ordinance for mobile home parks and a development contract and report back to the council on the. 1st Monday in June. Friedges, Mako, Jensen, and Sullivan "aye'a, motion carried. 178. Motion by Mako seconded by Sullivan to send 2 councilmen plus the Village attorney to workshop for" Programs for Local Development" in May. .Mako, Jensen, Sullivan and Friedges "aye", motion carried. 179. Motion by Mako seconded by Friedges to designate the Mayor as the official signer of HUD applications. Motion by Friedg~s seconded by Mako to authorize the Village engineer to do a study on the disposal plant that is needed and to incorporate the oxygen and assimilation capacity study of the Vermillion River in the Village of Lakeville far the fee of $..2,500 if possible. Sullivan, Friedges, Mako and Jensen "aye", motion carried. The mayor will contact Mr. Gabiou to set up a meeting for the week ofthe 10th. Motion by Friedges seconded by Sullivan to adjourn..
