HomeMy WebLinkAbout05-11-70 ' VILLAGE. OF LAKEVILLE COUNGIL..MEETING--MAY.11, 1970 The meeting was called to order by Acting Mayor Ed Mako with Sullivan, Taft and Friedges present. Mayor Jensen arrived at 8:T0 P.M. The flag pledge was given. 181. Iviotion by Taft seconded by Friedges that the minutes of the May 4, 1970 meeting stand as read. Friedges, Mako, Jensen, Sullivan and Taft."aye", motion carried. 182. Motion by Mako seconded by Friedges that the minutes of the play 5, 1970, special meeting be approved. Mako, Jensen, Sullivan, Taft and Friedges "aye", motion carried. The building inspector's report was given. 183. Motion by Friedges seconded by Sullivan to authorize the building inspector to contact Bill Hoffbeck to have "no dumping".signs made and to have these signs posted. where needed. Jensen, Sullivan, Taft, Friedges and Mako "aye", motion carried. The Planning Commission minutes for their April 30, 1970, meeting. were read. Mr. Kalina, representing Boyer and Markison, appeared before the council. He explained that they felt this lot should be divided because it was too expensive for only one house. Joel Haglund, one of the residents of this area, felt that these houses would be too close together and would detract from the neighborhood. Mr. Nlako felt that the diagonal line to lshe sewer was undesirable but both houses would be charged for sewer and water hookup. 184. Motion by Sullivan seconded by Taft to follow the Planning Commission recommendation and grant the variance and that the applicant pay cash toward the park fund based on present percentage., Sullivan, Taft, Friedges, .Mako and Jensen "aye", motion .carried. Dennehy and Banks appeared to request finals=approval of .their plat. The drainage easement had not been shown on lot 12 and the portions for the apartments had been changed so that they are now described in meets .and bounds. They felt this could be approved contingent upon the SCS ruling and engineer's approval. Mr. Jensen felt that the council should have time to confer with the Village attorney and engineer before an,y decision was reached. 185. Motion by Mako seconded by Taft to grant approval of lots 1 thru 11 as proposed on plat of Overland First Addition and approval of lot 12 contingent upon the drainage easement acceptable to the SCS. Friedges and Mako "aye", Taft, Jensen and. Sullivan "opposed",.motion failed. Dennehy was. placed on the agenda for the May 18, 1970 meeting. rlr. Miedema of Forest Hills requested. that something permanent be done about the water in that Addition. It was decided to check with the Village attorney to see what can be done for this situation. Phyllis Heniz requested that something be done about the eas e portion of the Lakeville Parking, Inc. East lot being used for parking. 186. Motion by Sullivan seconded by Taft that there will be no parking ; ~ i PAGE TWO--LAKEVILLE COUNCIL MEETING --MAY 11, 1970 in the portion of Lakeville Parking East lot not. zoned commercial until the mat of blacktop is installed by the owner for proper water drainage and the zoning ordinance is published and to give Lakeville Parking, Inc. five (S) days to install a barricade on the west end of this unzoned portion. After this time, five days, the Village will install the barricade and bill Lakeville Parking, Inc. for the same. Mako, Sullivan and Taft "aye", Friedges abstained and Jensen opposed. Motion carried. 187. Motion by Friedges seconded by Sullivan to grant Loran and David Asher a non-conforming uses permit to construct a body and paint shop subject to the following conditions: 1. If this building or structure or land is discontinued for a period of one (1) year, any future use of said building or land shall be in .conformity with the provisions of this ordinance. 2. This non-conforming use permit may be changed only to a use of the same or more restricted classification. 3. Exterior storageshall be limited to five (5) vehicles and all must have current license plates. 4. All stuctures and grounds shall be maintained in a neat, orderly, clean and .safe manner. bfako, Jensen, Sullivan, Taft and Friedges "aye", motion carried. Mr. Mako reported that the Commissioner of Public Safety was looking .for a governing body to act as an agency to sell car licenses. The clerk would be deputized to carry on this business and a charge of $.SO would be retained by the governing body. 188. Motion by Sullivan seconded by Friedges to have Mr. Mako call Wallace Hoagland for further details and to make arrangements to license cars subject to the outcome of this conversation and Mr. Mako's discretion. Jensen, Sullivan, Taft, Friedges and Mako "aye", motion carried. 189, A~iotion by Friedges seconded by Taft to accept the proposed concealed weapons ordinance. Sullivan, Taft, Friedges, Mako and Jensen "aye'', motion carried. 190. Motion by Taft seconded by Mako to have the clerk purchase items needed. to establish the new bookkeeping system in the Village hall. Taft, Friedges, Mako, Jensen and Sullivan '"aye", motion carried. 191. Motion by Taft seconded by Mako to write off the attached list of NSF checks for the Liquor Store. Friedges, Mako, Jensen, Sullivan and Taft "aye", motion carried. 192. Motion by Taft seconded by Friedges to have the Village maintenance men work alternating Saturdays at the Village dump to keep the trash pushed over the bank with the cat. Mako, Jensen, .Sullivan, Taft., and Friedges "aye", motion carried. 193. Motion by Taft seconded by Sullivan to dismiss the dump operatox immediately. Jensen, Sullivan, Taft, Friedges and Mako "aye, motion carried. Motion by Sullivan seconded by Taft to adjourn. Motion carried.
