VILLAGE OF LAKEVILLE COUNCIL MEETING JUNE 1, 19.70
The meeting was called to order by Mayor Jensen with Friedges, Mako, Sullivan
and Taft present. Flag. pledge was given.
212. Motion by Sullivan seconded by Friedges to approve the minutes of the
May 18, 1970 meeting as read. Friedges., Mako., Jensen, Sullivan and Taft "aye",
motion carried.
213. Motion by Taft seconded by Sullivan to accept the minutes of the special
May 26, 1970 meeting as read. Mako, Jensen, Sullivan, Taft and Friedges "aye",
motion carried..
The Planning Commission minutes of May 28, T970 were read.
,214. Motion by Sullivan seconded by Friedges to grant United Building Centers
a building permit. Jensen, Sullivan, Taft, Friedges and Mako "aye", motion carried.
215. T'he request of Charles BenoTkin for a mobile home permit was discussed.
3t was stated that these was already on a mobile home on this property
and it was rented.
216. Motion by Friedges seconded by Mako to deny .the petition of Mr. Benolkin
for a mobile home permit. Sullivan, Taft, Friedges, Mako, and Jensen "aye',
motion carried.
The watex and sewer .reports. for May 12, 2A, and ~S',1970 were read..
A special meeting of the council, water and sewer committee., Village engineer
and Financial advisor was set for June 16,1970 at 8 P.M. in the High School
cafeteria.
It was discussed that. the homeowners had a suit against Kilby-Lyden
which was coming up shortly in district court.. The Village attorney is going
to advise the council on what action to take in this matter.
A preliminary report of water and sewer .extensions Airlake to Old Village
of Lakeville was discussed. Mr. Frigaard explained what method could be
used for assessments along Holyoke and 215th St. It was felt that there should
be a meeting with the school board before any further action was taken.
217. Motion by Nlako seconded by Taft that the mayor establish a meeting time with
the school board and the council to discuss this problem. Taft, Friedges,
Mako, Jensen, and Sullivan "aye"', motion. carried.
217. After some discussion a motion was made by Taft seconded by Friedges
to accept the recommendation of the Water and Sewer Committee and raise
the water rates (schedule attached) and inform the people on the next
billing that this will be effective for the last 2 quarters of the year.
Friedges, Mako, Jensen, Sullivan and Taft "aye'.'., motion carried.
Stanley Stevens reported on the creamery well and advised the council
that to restore it, the street would have to be torn up and new wires attached.
He felt this was not worth doing. He also had a chart of paint colors for
the outside of the hall. This matter was turned over to the building
committee.
Louis Olson who lives on the north shore of ~a~e-ion came in to
get .information as to the public access spots around the .lake.
He was informed that there is only one posted access at the moment,
Chief Mahowald presented .three bids for a new police patrol car.
1. Buick Hastings $2,728.45
2. Chevrolet '2,600.00
3. Ford ;2,349.00 plus the cost of power steering.
218. Motion by Sullivan seconded by Taft to approve buying the Ford car.

219. Motion by Taft seconded by Mako to give the/low bidder, Jemm Construction.
Jensen, Sullivan, Taft, Friedges and Mako "aye" motion carried. It was
mentioned that there should be a checker on this job.
Jerry Clay requested that the council help pay for extra police and
sanitary facilities. Signs and decorations were also requested.
The Panaprog will be July 15 thru'19.
220. Motion by Sullivan seconded by Taft to hire extra police and furnish
satellites for the Panaprog. Sullivan, Taft, Friedges, Mako and Jensen
"aye", motion carried.
221. Motion by Mako seconded by Jensen to invest $S00 in village decorations
mainly bannering. Mako and Jensen "aye", Taft, Friedges and Sullivan opposed,
motion f~s.led.
222. Motion by Friedges seconded by Sullivan. to pay fox. these expgnses out of
the liquor fund. Friedges, Mako, Jensen, Sullivan and Taft "aye", motion carried.
Tim McGuire from Forest Hills requested that the council do something
about the rat situation out there. It was decided to send Stanley Stevens
out to investigate this situation. before any further action is taken..
Mr. Sullivan reported that Charles Wren would dedicate an easement
fora road by Marrinan's addition but. would not be willing to pay for
assessments for improvements..
.223. Motion by Sullivan seconded,by Taft to authori2e the attorney to take the
proper steps with Mr. Wren`to get a 30' easement.
Mako, Jensen, Sullivan, Taft and Friedges "aye", motion carried..
Mr. Frigaard presented a preliminarq,:o~ the storm sewer on Flagstaff
Ave. (copy attached). This matter will be taken up at a later date.
Motion by Sullivan seconded by Friedges to adjourn. Motion carried.

SCOPE -
This report covers the installation of Trunk Storm Sewer on Flagstaff Avenue
from a point approximately 1700 feet south of Dodd Road to a point approximately
.800 feet north of Gerdine Path.
FEASIBILITY & RECOMMENDATIONS:
This project is feasible to install but the Council should take a close Look
at the assessments which would be necessary against the present undeveloped .land.
DISCUSSION;
Vern Donnay and the School Distri ct have petitioned for this storm sewer which
is necessary for the development of their lands.
This storm sewer would benefit approximately 140 acres on the east side of
Flagstaff Avenue, besides the land being developed by Donnay and .the school.
AREA TO BE INCLUDED:
The assessable property consists of the following parcels of land:
W'~ of the WZ of Section 2, TI14N, R20W Valley Park 3rd Addn•
E~ of the E~ of Section 3, T114N, R20W which is north of
Dodd Road.
COST ESTIlKATE
The estimated cost of the project, including Engineering, Legal and Adminis-
trative cost, is $186,300.
ASSESSMENTS -
If the-assessments are spread equally against the benefited area, it would
amount to $680,00 per acre,
The area being developed by Donnay, including School Property, is estimated
at 135 acres which would be approximately one-half of the cost.
The cost of $680.00 per acre could be broken down to 1.6 cents per square foot.
Normal Trunk Storm Sewer costs run from 1 to 2 cents per square foot. This indi-
cates that this project is within the limits of Trunk Storm Sewer costs in other
areas.
