HomeMy WebLinkAbout12-06 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COM["IITTEE MEETING DECENIBII2 6, 1989 Meeting was called to order at 7:00 PM by Chairman Larson. Present were Larson, Illa, Lovelace, Grenz, Lulf, Raymond and Messinger. Also present were Park Director Steve Michaud and Recording Secretary Judi Ringeisen. 89-108 Motion was made by Illa, seconded by Larson, to approve the minutes of the November 15, 1989 Parks and Recreation Advisory Connnittee meeting. There was some discrepancy in the correct order of the trail priorities for 1990. This will be discussed later and amended. Motion passed. About 20 residents from the Griffon Trail neighborhood were in attendance to discuss the trail which i.s planned for the area. Staff updated the citizens on the background of trail development and the accomplishment of the Trail System Plan in 1987. He stated the goals of the city is to build trails in conjunction with the roadway system whenever possible, however this is one case of retrofit where the construction of Griffon Trail preceded the 1987 trail plan. Many of the citizens who have purchased homes in the area had not been informed of the trail plans. Staff explained that the roadway classification determines what type of trails will be built. Standards are for major collectors to receive 8' trails on both sides; minor collectors to have sidewalks on both sides and • residential streets, where designated, could have painted bike lanes. County Road 46 is planned for update and the city staff is working hard to have the trail designated in the county bikeway plan system. Traffic and trail connections need to be made in this growing area and staff and connnittee emphasized the importance of the connection along Griffon Trail to meet these needs. The total cost of the project is proposed to be $28,100, which will not be assessed to the homeowners. Minnesota State Aid funds will pay for the project. The restoration and driveway repairs associated with the project are making it more expensive than a normal trail. There are also same topography problems in the area which will need to be dealt with. It is very unusual to have driveways emptying onto major collectors such as is the case with Griffon Trail, but .this was done many years ago. Citizens also expressed fear of devaluation of their property values if the trail goes through their front yards. Citizens asked about similar situations and what the speed zones of those areas are. Staff cited some examples of attempts to lower the speed limit to under 30 MPH in various areas such as Orchard Lake beach and at school crossings, but to no avail. People felt it would be important to have a lower speed on this major collector to allow for people backing aut of their driveways. Jeff Schwiesow, 16400 Griffon Trail, spoke about continuing drainage problems in the area and explained how the water runs across the road to the storm sewer, making the street very icy at times. He is not happy with having to give up a portion of his front yard. He also brought up the question of homeowner liability and maintenance such as snow removal. Another resident asked if there were not sufficient trails in the area and if it would not be possible to get along without this one. Parks and Recreation Advisory Committee minutes December 6, 1989 Page -2- Messinger stated she could understand their feelings, but she considers her sidewalk an amenity and an asset for her and her children. Another resident asked if they would be taxed at a higher rate for this amenity. The neighbors had held a meeting the previous night, with 85% represented. It was stated that at the end of that meeting, the neighbors had decided they did not want any type of trail installed. Fred Dathe, 8000 Grinnell Way, stated he would have 150 feet of trail on his sideyard and would not be able to maintain it, since he has a bad back. Residents all stated they were told by the city that sidewalks were never going to be put in. Deb Johnson, 16413 Griffon Trail, said she wanted sidewalks when she first purchased the property and asked the city if they could be installed. Since then she has put in some expensive landscaping and unden3round sprinkler system. Leigh Ann Tredinnick, 16407 Griffon Trail, stated she is at the top of the hill and her driveway is already steep and she does not feel it would be safe for her children to have the trail there. Committee member Illa stated that the connni_ttee, staff, and the city council are concerned with the needs of all the citizens and must look at the whole picture. In the needs survey, trails and sidewalks were the number one request from citizens. Staff stressed that when Griffon Trail construction is complete, the traffic will increase tremendously in the neighborhood and the trail will be a definite asset. • Staff offered the citizens an alternative of having 5' concrete sidewalks on both sides, as opposed to 8' blacktop trails. It was mentioned by a citizen that the aesthetics would be improved if the concrete was extended into an apron for each driveway. Al Wahlin, 16405 Griffon Trail, asked about the legality of riding a bike on the sidewalks. There would be an increased cost of about $.60 per square foot, however, the square footage would be decreased. Staff will pursue the feasibility of this idea with the engineers. The time line for the project is early summer construction; this also is dependant on the engineer's schedule. Citizens also asked about future repair costs. Staff stated the sidewalk is built to last 20 years and if it breaks up the first year, it is covered by the warranty bond. The final suggestion from staff is 5' concrete sidewalks from 165th Street .south on both sides Griffon Trail to Cedar Ave. and north of 165th on the east side of Griffon Trail to 160th Street. 165th Street would have 8' bituminous trails on both sides, as would the west side of Griffon Trail north of 165th Street to 160th Street. Committee had decided not to make a decision or recommendation on this issue tonight, and to hold another meeting with the citizens in January. It was requested that the engineers be present at that meeting so more specific questions could be answered. . Citizens and committee thanked each other for their time and input. Raymond asked if the word "safety" should be included in the statement; after discussion the comYni.ttee decided that "high quality of life" infers safety. 89.109 Motion was made by Messinger, seconded by Lulf, to approve the Mission Statement of the Parks and Recreation Advisory Conunittee as stated in the minutes of the November 15, 1989 Committee meeting. Motion passed. Staff received letters of intent from three con4nittee members whose terms will expire on January 1, 1990. All three members stated their desire to be reappointed to the committee for another term. The trail construction priority list was discussed. The list that was stated in the minutes of November 15, 1989 was not correct. The list should be prioritized as follows: 1. Dodd Road between Dodd Lane and Fain~reen Ave. 2. Griffon Trail extension. 3. Trail easement or acquisition - Flagstaff to Pilot Knob Road. 4. Access to Christina Huddleston Elementary. 5. Dodd Trail Park connection between Flagstaff and Dodd Road. • 6. Sidewalk connection - 172nd Street to Hayes Ave. 7. Aronson Park access from Hambun~ Ave. Staff informed the connnittee of funding for trail construction and maintenance that will be paid for with Liquor Store funds and another trail that will be paid for with Minnesota State Aid funding. Those projects are: Liquor Funds; Sealcoating - 12 miles $19,000 Pave shoulders and stripe County Road 44 north to 166th Street 12,000 Sidewalk connection - 172nd Street to Hayes 5,000 36,000 Minnesota State Aid: Griffon Trail extension 28,100 Total Other FLiriding $64,100 Other projects in order of importance will now be: 1. Dodd Road between Dodd Lane and Fain~reen Ave. 2. Trail easement or acquisition - Flagstaff to Pilot Knob Road. 3. Access to Christina Huddleston Elementary. 4. Dodd Trail Park connection between Flagstaff and Dodd Road. 5. Aronson Park access from Hambun~. 89.110 Motion was made by Illa, seconded by Raymond, to approve the priority list • for trail development as amended. Motion passed. Parks and Recreation Advisory Committee minutes • December 6, 1989 Page -4- Staff reports were given. Homestead Creek 2nd was finalled at the December 4th council meeting. Indian Hills plat is being resurrected after the time line had expired. The Lake Villa Golf Estates 6th Addition plat was discussed along with possible trail connections on the south side of Orchard Lake and around that area to give the residents access to Orchard Lake beach and park. The residents of Lake Villa Golf Estates are adamant about not having a trail running through this development. Staff is considering an alternate route using a slice of Murphy Hanrehan Park. Steve will talk to the people at Hennepin County to get their input on this idea. 89.11.1 Motion was made by Messinger, seconded by Illa, to pursue the alternate route through Murphy Hanrehan Park in order to complete the trail connections in this area. Motion passed. Staff informed the committee that the city council had approved the biennium budget for 1990-91. Apart time secretarial position, a part time summer forester position and the contract maintenance services were major, much needed additions to the park budget. The park dedication fund budget was discussed. Some priorities have • changed and most items in the budget are not development, but upkeep. The park development marketing plan budget item is for development of a brochure such as a gifts catalog of donation ideas for commercial and civic groups. Under old business staff stated the budget had included matching funds for the paving of the County Road 5 shoulders in association with the Orchard Lake trail study. Staff also updated the committee on the Lake Marion aeration project. Installation of a temporary aeration system for this winter has not been determined. There would be some materials that could be reused in a permanent system if a temporary system was built this year. Messinger stated her feelings that the lake aeration should be a city and not park funded project. Staff is working on determining the- . cost of the temporary system. The committee also received a copy of the Park Rental Policies survey and proposal which had been put together by park staff. This will be discussed at a later date, shortly after the new year. Staff had received a copy of the Phase II Park system plan proposal from Barton-Aschman. This will be duplicated for committee and put on the next agenda. Staff stated a meeting will be held tomorrow with Steve Flanagan from Flanagan Sales to discuss the park shelter buildings and the compensation to be received for all the problems and to xesolve any remaining problems. The Park Maintenance and Street Dept. crews have been busy putting up • Christmas lights in downtown Lakeville. It has been a very time consuming project. Next year the committee would like to see the new City Hall well Parks and Recreation Advisory Committee minutes • December 6, 1989 Page -5- decorated, as it is a very visible intersection. The maintenance crew will be starting to flood rinks tonight. They area couple of days behind schedule, due to the warm temperatures earlier this week. The recreation programs are going well, registrations have been heavy. Staff is also working an a landscape services contract for several locations next su~mler. Staff will be finalizing the North Park grant which was received a couple of years ago. Also, staff and committee will need to discuss precisely where the $300,000 will be spent at Casperson Park. Some difficult decisions will need to be made to determine what will be funded from the $800,000 estimated completion of the first phase development of Casperson .Park. Once a determination has been made, a recoirnnendation will be formulated to council for consideration. The second meeting of December was discussed. It was decided that due to the busyness of the Holiday season, no meeting would be held on December 20, 1989. 89.112 Motion was made by Illa, seconded by Lulf, to forego the meeting of December 20th. The next meeting of the Parks and Recreation Advisory • Co7rnnittee will be held January 3, 1990. Motion passed. 89.113 Since there was no further business, it was moved by Raymond, seconded by Grenz, to adjourn. Motion passed. Meeting adjourned at 10:30 PM.
