Present were Larson, Illa, Lulf, Grenz, Messingerand Raymond. Lovelace was not able to attend due to a conflict with work. Also present were Park Director Steve Michaud and Recording Secretary Judi Ringeisen. 89.105 Motion was made by Illa, seconded by Messinger, to approve the Parks and Recreation Advisory Committee minutes of November 1, 1989. Under discussion, Larson wanted to clarify the second sentence of the last full paragraph on page 1. The potential buyers had been shown the plans for the park land within Raven Lake plat. There was also a discrepancy in the order of trail construction priorities as stated on page two. According to Chairman Larson, the priorities were determined to be as follows: 1. Dodd Road between Dodd Lane and Fairgreen Ave. 2. Sidewalk connection - 172nd St. to Hayes Ave. 3. Aronson Park access from Hambun~ Ave. 4. Access to Christina Huddleston Elementary. 5. Trail easement or acquisition - Flagstaff to Pilot Knob Road. 6. Dodd Trail Park connection between Flagstaff and Dodd Road. 7. Griffon Trail extension. • Motion passed. Minutes were approved as amended. Steve Ruegg from Barton-Aschman Associates was in attendance to present the Orchard Lake area traffic and trail study which had been recently completed. He explained that many meetings had been held with City staff and several reco~nnendations have been formulated. Area residents had been concerned with the high speeds which they had perceived on Judicial Road. He encouraged the police to continue strict enforcement in that area and also for residents to make note of times of the day when high speeds seems to be most prevalent to assist the police in their efforts. 'The "Slow" sign in the area has been upgraded to make it more visible. Judicial Road is planned to be upgraded and will go behind the Orchard Lake Beach parking area, which will be a great benefit to pedestrian traffic in the area. On 168th Street, advisory signs will be posted and an 8' path is planned to be installed on the north side of the street. The Soo Line Railroad has a 20' underpass crossing which the City has been concerned with for several years. This situation could be greatly. improved with an at-grade crossing, which the City will continue to pursue. Residents also have requested a trail on the west side of County Road 44 to the school. Steve Ruegg pointed out that there is bus transportation available to the school and wished to remind parents that children being bussed to school is the safest way. The school board has yet to determine whether children from Kingsley Lake Estates, directly across from the school, will be bussed. A crossing with guards and the addition of a • school speed zone posting are the alternative. The existing sign does not post a specific sped or warn drivers they are approaching a crossing. Parks and Recreation Advisory Committee minutes . November 15, 1989 Page -2- Four new 40 MPH speed limit signs have been posted as a result of the City's involvement with this project. The county is still pursuing turnback of County Road 44 to the City, however the city does not wish to accept the road in its present condition. On County Road 5, the report recoYrnnended to extend shoulders north to 166th Street. It was stated that trucks sometimes use County Road 5 as a bypass for the weigh station on 35 W, which makes this a more hazan~ous area for pedestrians. The shoulders are narrow with a steep dropoff to wetlands on both sides, making additional widening very difficult and expensive. It was pointed out that a major problem along Judicial Road is that several property owners are not connected to City sewer and water. Some residents are excited about the possibility of connecting, others do not want to spend the money. Committee is concerned about the new alignment and improvement of Judicial Road and want to make sure that trails are included in the new road plan. Committee member Messinger asked about a time line. Several matters will take some time, such as the school board's resolution of the Kingsley Lake Estates bussing question and the improvement of the railroad crossing, which was initiated in 1987. • Committee member Lulf suggested that from Lee.Lake Estates a trail could go overland north to 162nd Street, bypassing County Road 5. This will be considered if the area is platted for development, otherwise much acquisition would be needed to complete this link. Grenz said even if the railroad denies the at grade crossing, an at grade trail crossing could still be accomplished, similar to that in downtown Lakeville and at 185th Street. Raymond asked if 168th Street is wide enough to install a trail. It was felt that the topography is conducive, however, some acquisition may be necessary. 89.106 Motion was made by Lulf, seconded by Grenz, to accept the report from Barton-Aschman Associates concerning the Orclzarrl Lake and Kingsley Lake area traffic and trail situation. Staff will sutmnari.ze the findings in a report to Council. Motion passed. Committee thanked Mr. Ruegg for his time and also thanked Police Chief Gudmundson for his attendance and input. Staff informed the ccmanittee that the City Engineers had. been out to begin surveying for the Griffon Trail extension. Several citizens are upset about the trail going into the area and were evidently not aware that it was planned. Griffon Trail is a major collector with private driveways • emptying onto it, which will make trail construction more difficult and expensive because of the several driveway cuts which will need to be done. Page -2- Committee members feel since this is a main trail corridor it is a very important trail connection and an integral part of the transportation plan which was completed in 1987. Messinger feels there was a lack of conumanication from the city to the developer and from the developer to the homeowners, causing them to not be aware of the trail plans. Conunittee member Lulf, the Lakeville Athletic Association liaison, stated that a child had broken his leg during a soccex game at Aronson Park and none of the coaches had keys for the kitchen to gain access to the phone. Staff explained that several of vandalism had forced the removal of the outside pay phone. It was suggested that more security lighting is needed so that a phone can be available to the public for emergencies. The co~nnittee discussed their mission statement at length, taking the components which had been suggested at the last meeting and finally coming up with the following statement. "We, an advisory cotmnittee to the City Council representing the citizens of Lakeville, strive through our recommendations to safeguard natural resources; preserve scenic, aesthetic and historical values; promote equitable distribution of active and passive recreational facilities; and • provide a high quality of life for all ages grid abilities." The coztmtittee will give some thought to this statement before the next meeting and finalize it at that time. Staff reminded the connnittee of the City Council / Con~nnittee Appreciation Christmas Party which will be hosted by the city's consultants on December 14th at Brackett's Crossing. Committee members should RSVP to Vicki at City Hall as soon as possible. 89.107 Since there was no further business, it was moved by L~ulf, seconded by Illa, to adjourn. Motion passed.
