Meeting was called to order at 7:00 PM by Chairman Larson. Present were
Messinger, Raymond, Grenz, Larson, Illa, Lovelace and Lulf. Also present
were. Park Director Steve Michaud and Recording Secretary Judi Ringeisen.
89.103 Motion was made by Illa, seconded by Lulf, to approve the Parks and
Recreation Advisory Committee minutes of October 18, 1989.
Motion passed. Minutes were approved as read.
There were no citizen roirnnexits.
Staff discussed an article which had been written by a Lsfe & Times reporter
about the park dedication fund. He felt parts of his conversation with her
had been misconstrued, especially his priorities on wisely spending the
funds so that the citizens can enjoy. the planned amenities. Staff felt the
article was poorly written and did not accurately reflect his statements.
Agreements with the Department of Natural Resources for snowmobile trail and
cross country ski trail grooming grants are on the council agenda for
November 6th. Grants received this year are $5,000 for snowmobile trails
and $2,815 for cross country ski trails. There is also some carry over for
each grant which is still usable this year.
• Staff reported that the curb cuts on Flagstaff Ave. are finished as well as
the trail on 199th Street. The Dodd Trail playground addition is near
completion. The park crews will move to the Foxborough picnic shelter
construction after they finish planting the trees at Fairfield Park. Park
trees are still being watered regularly.
A meeting was held with staff and Steve Ruegg from Barton-Aschman on October
31st to discuss the Orchard Lake traffic study. Contacts with Dakota County
Highway Department indicate that the county is willing to do a share cost
program to pave shoulders from the end of the Urban Service Area along
County Road 5 north to 164th Street. A meeting has been held with the Soo
Line Railroad to discuss the railroad crossing viaduct at 168th Street and
Klamath Trail. Staff will be initiating the possibility of relocating 168th
Street northwest of the viaduct to an at-grade crossing intersecting with
Klamath. These efforts are in an attempt to help improve traffic and
pedestrian circulation in the Orchan~ Lake area. Staff will keep the
coirnnittee informed as to the progress of these issues.
Staff informed committee that he had met with potential buyers of the Raven
Lake plat. Staff showed the plans for the park land within the plat and
informed them that development of the property would not be a major priority
for funding. A picnic area, playground and a trail, along with some
landscaping, are planned for the park. The developer indicated that he may
possibly wish to donate some funds to assist in accelerating the development
of this park, if he in fact purchases the property. Staff will keep
connnittee informed as to the progress of this project.
• The SouthFork Village III plat is under construction.

City staff has had discussions with the developer of Homestead Creek, a plat
consisting of 34 lots. The developer will receive credit for Outlot B,
which will be a natural preserve. The developer will be constructing trails
and sidewalks, which he will also receive credit for.
The Jaycees are talkirx~ to a local contractor about the feasibility and cost
of taking on the Aronson Park shelter expansion project. No decision has
been made at this time. Once any concrete decisions are made by the
Lakeville Jaycees the proposal will be brought before the comm~ittee and then
to City Council for review and direction.
The final scoring for the LAWCON/LCM}.2 grants is taking place and staff
should find out the status of the Casperson Park grant application in about
two weeks. The 1986 North Park grant has some remaining loose ends and will
be closed out soon.
Committee received a copy of the trail dedication fund budget and discussed
their priorities. The main priority for trail construction for 1990 will be
to clean up and complete all the loose connections.
One of the items on the budget is the access to the Christina Huddleston
Elementary School from the northwest corner of the property. Messinger
• raised the point that a similar access to Parkview Elementary in ISD #196
was a share cost installation by the Parkview P1'O and the school district.
She stated that District #196 has paid for the paving of accesses into all
of their elementary schools and questioned why the PPO or school district in
Lakeville does not get involved in the cost of the access. Staff felt she
had a valid point.
Messinger also stated that on the Dodd Blvd. trail there was an agreement
with Dakota County that they would help with funding. The trail
construction priorities were decided to be as follows:
1. Dodd Road between Dodd Lane and Fairgreen Ave.
2. Trail easement or acquisition - Flagstaff to Pilot Knob Rd.
3. Sidewalk connection - 172nd St. to Hayes Ave.
4. Access to Christina Huddleston Elementary.
5. Griffon Trail extension.
6. Aronson Park access from Hamburg Avenue.
7. .Dodd Trail Park connection between Flagstaff and Dodd Road.
(will also check on the cost and feasibility of a culvert under Dodd)
It was decided that the street striping should be a maintenance issue.
Staff also discussed construction and maintenance funding and Dakota
County's proposed changes in policy for sharing the trail costs.
Committee received a copy of a letter from Barry Warner of Barton-Aschman
outlining remaining tasks for the comprehensive system plan. Committee and
staff discussed what the second phase will entail and funding sources. One
• potential new source of funding is the Heritage Trust Fund Act, now under
consideration by Congress. Hopefully this will replace the LAWCON funds

which are being phased out by the Federal government. If the Heritage Trust
Fund becomes law it would be a couple years before funding would impact the
Lakeville system.
Innovative financing needs to be done at Casperson Park if the grant becomes
a reality and the need for matching funds exists. One area available is the
natural resource of gravel and sand at the site which could be mined to
generate revenue for development. Illa c~mtented that the funds which would
be generated should be put in a separate account so as not to be touched for
anY P~~ o~~' than Casperson Park. Staff will be looking into several
potential alternatives that might turn the lame gravel deposits into
development dollars for Casperson Park.
Staff gave a brief report on the National Recreation and Parks Association
conference which he recently attended in San Antonio. He attended several
interesting sessions and was impressed with the beauty and history in the
city. One of the more interesting speeches was by Jack Anderson, a
Washington Post reporter who spoke on "Children are our Future". He will
obtain some tapes from the seminars for the commmittee to hear.
Staff cautioned cozrnnittee about planning for too much development and
improvements in 1990, especially if matching funds need to be set aside for
• Casperson development. Messinger asked if the skating rink i_s needed at
Foxborough. Staff and corrnnittee felt that since the rink would serve such a
lame area the installation should not be postponed. Installation is
dependant upon available funds in the Park Dedication Ftuxl.
Raymond conunented on Dan Bale's report on the Park Ranger program. Staff
reported that the ranger program will be staying with the park dept. for
another year, at which time it will be reevaluated. Staff is very proud of
the program and how it has developed over the years. Staff supports the
idea of combining the administration of CSO's and rangers through the Police
Dept. as long as present service levels are met.
Staff recently received a draft of the 1990 budget. He discussed how State
aid cuts are affecting the budget.
The co~unittee decided to further discuss the Parks and Recreation Advisory
Com¢nittee's Mission Statement at the next meeting, following the
presentation by Barton-A.schman on the Orchard Lake traffic study.
Staff attended a session at the National Conference concerning municipal
golf courses, the shortage of courses and potential creative financing.
Grenz asked about trail connections with Lake Villa Golf Estates. Staff
informed the committee that the developer is working with several residents
in an attempt to properly plan the area i1z question. Once an agreement has
been reached and a plan decided upon, the Parks and Recreation Advisory
• Committee will then receive the plan and consider a trail connection. At

that time all aspects of the area will be taken into account and a
recorramendation forwarded along with the normal recarmneridation for park
requirements.
89.104 Since there was no further business, it was moved by Messinger, seconded by
Raymond, to adjourn the meeting.
