Present were Larson, Grenz and Messinger. Illa and Lulf arrived later. Also present were Park Director Steve Michaud and recording secretary Judi Ringeisen. 89.93 Motion was made by Messinger, seconded by Grenz, to approve the Parks and Recreation Advisory Commiittee minutes of August 16, 1989. Motion passed. Under citizen comments a letter was received from Jeanette Dostal, a Valley Park resident, informing park staff of a bicycle accident which occurred near the Valley Lake bike trail as a young boy was attempting to jump the flower garden with his bicycle. Staff suggested that the flower garden be removed if it could in any way be attracting this type of activity. Committee agreed. 89.94 Motion was made by Messinger, seconded by Grenz, to accept the letter from Jeanette Dostal under citizen comments. Motion passed. Staff reported that minor changes have been made in the park dedication. fund budget. Daryl Morey had analyzed park dedication fund revenues for 1989. It was also determined that about $230,000 has been spent or is • committed to be spent this year. Several preliminary plats. are in the works which will be a boost to the fund, however, several projects, such as Independence Park, have came in over budget, putting a strain on the fund. It is anticipated that building will slow .down next year and therefore not as many funds are being projected. Staff discussed the current and future possibilities of contractual maintenance and development projects. The committee discussed the future of Cedar Highlands Park briefly. No decision has been made as to what will be done with the land. Staff reported that the City Council, at the September 5th meeting, had approved the Ritter Farm Park concept plan. Council had some interesting cozrnnents on the concept, which were discussed with the commmittee. The South .Forty Archery Club is planning to build a small building near the archery range. A future well is planned to be installed with sewer and water roughed in. This project will be done when funds are available. The LAWCON grant for Casperson Park was submitted to the Department of Enemy and Economic Development on Friday, September 1. The next step will be on-site inspections which will be done by that depaztmexzt in a scoring process for the grant. Staff will keep connYtitteP informed of any news he hears about the grant. • Parks and Recreation Advisory Committee September 6, 1989 • Page -2- The materials for the joint meeting between the committee and the City Council will be received from Barton-Aschman next week, or at least one week in advance of the September 20th meeting. Staff also informed the committee that City Council, at their September 5th meeting, approved the revision of the park dedication subdivision ordinance. The three public beaches officially closed on Labor Day, although operational hours had been decreased in August due to low crowds. Grenz mentioned that more sand will be needed at the Valley Lake Beach before next spring when the beach reopens. .Staff has requested Northwest Associated Consultants review the existing trailway/roadway system layout which would shwa all trail locations and connections. It will be very helpful in planning for new trails and trail segments. Committee viewed the preliminary concept plan of Great Oak Shores 2nd Addition. The trail configuration has been changed and now goes around the plat. The trail will be on-street from Orchard Trail to the frontage road. Connnittee again discussed the possibility of acquiring the island • in Lake Marion, accessible only by water. Playground equipment is currently being installed at the Meadows Park. The park maintenance crews are doing the installation, although price quotes will be secured to determine the cost of contracting this job out for future playground sites. Staff showed. the committee an architect's rendering of what the Aronson Park shelter would look like with a second story addition. CNH Architects of Apple Valley drew the plan and estimated the cost of construction to be approximately $75,000. The coirnnittee offered their suggestions and proposed other means of space usage. Staff will be meeting with the Jaycees, who originally built the building, and has been told they are possibly interested in working on a major project such as this. Staff felt it was appropriate to give them the opportunity to continue their work on the building. One problem with the design is the fact that the upper level would not have handicapped accessibility. The project would not be feasible if additional ramps or elevators would have to be installed. Staff will check on the requirements. Staff will be looking into again replacing the Jaycee sign which has been vandalized and stolen once more. • Parks and Recreation Advisory Coranittee September 6, 1989 Page -3- Staff reported he had held a meting with the Orchard Lake area residents concerning the traffic flow and trail problems in the area. Steve Ruegg of Barton-Aschman had also attended the meeting at Orchard Lake Park and discussed and explained some possible solutions. They will be giving more information on their findings shortly. Corrnnittee discussed the Con~nunity Fair which will be held on September 9th. Kevin Illa will help to man the booth from 9:00 to 11:00 AM and Gerry Grenz will be there from 1:00 - 3:00 to answer questions from the public. 89.95 Since there was no further business, it was moved by Lulf, seconded by Illa, to adjourn.
