Present were Larson, Illa, I.AVelace and Grenz. Messinger arrived later. Also present were Park Director Steve Michaud and Recording Secretary Judi Ringeisen. 89.90 Motion was made by Illa, seconded by Grenz, to approve the Parks and Recreation Advisory Committee minutes of August 2, 1989. Motion passed. Minutes were approved as read. Committee members received copies of the 5-Year Capital Improvement Plans for maintenance. The park dedication fund and trail dedication fund budgets were also received. Four people were in attendance to discuss the equestrian trails at Ritter Farm Park. Staff had discussed various problems on the trails with some people living near Ritter Farm Park and using the equestrian trails in the park. Staff's feeling is that as long as the specified access is used and other rules are followed, there is not a problem with the trails at this time. When the park is developed into a nature center, as is planned, the equestrian and snowmobile trails will be eliminated. Staff stated it will probably be many years before adequate funding is available to complete this project. • Jeff Larson had ridden the trails and in~spec~-ted them for indications of problems. He listed a few areas where more signage is needed to keep riders. an the specified trails, but other than that he didn't see any real problems. Wear and tear and long term damage to the trails was mentioned, as well as concern about the trees in the tree nursery. Citizens commented they have equipment to repair any damage that may be done to the trails. Staff felt long term damage would be minimal and stated an annual review will be done of this issue. Brad and Audrey Johnson's PUD was discussed. There will be a reevaluation of their platting process. Staff will keep the connnittee informed of this plat. Messinger wondered why this proposal was never brought before the Parks and Recreation Committee. The Orchard Lake area traffic study has iced. All materials and figures have been received and another meeting will be held with Barton- Aschman and the residents of the area. Staff is planning a combined meeting with City Council and the Parks and Recreation Committee to discuss the first phase of the Parks and Open Space System Plan update. It was suggested to also invite the Natural Resources committee and the Planning Commission. An imritation will be sent out to all corrnnittee members and other concerned citizens. Barry Warner and Donn Wiski will both be in attendance to make presentations on • the Parks and Open Space System Plan update. Packets will be received by conmtittee members in the next couple of weeks with information pertaining to what will be discussed. Parks and Recreation Advisory Co~nnnittee August 16, 1989 .Page -2- Staff discussed the Urban Service Area and haw it affects the future third connnunity park. In his meeting with Barry Warner, it was suggested that an area along Highview Avenue may be considered as an appropriate place for the park. Staff reported there had been problems with the sidewalk installations at Lynwood .5th. The sidewalks were not put in as had been planned and now there are perntianent obstacles. An editorial by a local teenager in the Life & Times called attention once again to the need for a teen center or other coimnunity center as a legitimate gathering place for teens. Connnittee members agreed that a teen center would serve the needs of a lane portion of area teens. It was suggested that a teen representative be appointed as an unofficial member of the Parks and Rec. Committee for the purpose of input. Discussion of Ritter Farm Park master plan has been removed from the City Council agenda for August 21, since the plan has not been finished by Wehrman Bergly. It will be placed on the agenda again for September 5th. 'There have been some problems with the fencing project at Parkview. The • soil is extremely compacted and rocks have been encountered in the digging of the post holes. Staff will attempt to get larger machinery iri to finish the digging. Fall seeding and restoration will start taking place soon at places such as North Park and Foxborough. Kenreel Park playground is complete but a couple pieces need to be added to make the unit totally functional. During their one week extension the Tree Trust crew built a walking bridge at Aronson Park on the south side by the exercise path and also worked on the Kenreel Park playground retaining wall. Installation of the Meadows playground will be starting immediately. Staff reported vandalism to the climbing net on the Foxborough playground. The gazebo shelter was staked and will be constructed soon at this location. It was also reported that the shoulders of Pilot Knob have been paved from the North Creek Mobile Home Co~annunity south to the Farmington border. The last softball tournamP.nt at Aronson Park will be held the weekend of August 26 and 27. Picnics are scheduled at Antlers Park into September. Susan Johnson, the recreation intern, did a survey on fee structures relating to park rentals in other comm~anities. Another survey on maintenance personnel, both seasonal and full time, was done. The figures are based on acreage and ntunber of facilities in each connmuiity. Committee will receive cc~ies of both reports soon. • Parks and Recreation Advisory Connnittee • August 16, 1989 Page -3- The trail dedication fund balance and projections for 1990 were discussed, along with the park dedication fund proposed for the 1990 budget. Playground updates will be included for several locations, in addition to park benches, tree plantings and several special projects. The proposed 1990 park dedication budget is $349,000. Staff is meting with an architect this week to discuss the feasibility of raising the roof at Aronson Park shelter to add an observation deck. Funds have also been put in the budget for an update of the park map. Playground sites will be added to the map so people can find those areas and get to them via the bike trails. Trail dedication funds are set aside for access to Christina Huddleston Elementary, Aronson Park from Hamburg Avenue, Dodd Trail Park to Garland Avenue across from Fairfield. Some carry over projects were also budgeted. The Cove project trail and park area is still in limbo. Anew partnership has been formed to try to revive the project from the financial problems it is suffering. Staff will work with them on what should be included in the park area. • The parks continue to look good, although the trees have suffered from the lack of moisture. The warming house residing project bids are coming in favorably. Bunker Hill and Dakota Heights will be done first and probably Parkview, depending on what the bids are. The houses will be done in clear cedar siding with cedar shake roofs. The new siding will make a marked improvement in the looks of the parks. Possible changes to the wording of the park dedication ordinance were discussed. The wording refers to achn_inistrative subdivisions not being included as a platting process. The park dedication rules on replatting also need to be looked at. C'omntittee also discussed Section Q of Ordinance 340 and would like to have council reconsider the waiver of the park dedication fees for a replatting. The original purpose of waiving these fees was to stimulate the cleaning up of substandard lots. Some of the replatting pertains to plats that did not previously pay fees and committee feels that same new developers are unjustly avoiding their park dedication fees. 89.91 It was moved by Illa, seconded by Messinger, to reconunend approval of the proposed new wording of the Park Dedication Ordinance #340, Section 10-4-8, as attached.
