The meeting was called to order at 7:00 PM by Vice Chairman Illa. Present
were Illa, Lpvelace, Grenz, Lulf and Messinger. Larson called and could not
attend due to a work conflict. Also present were Park Director Steve
Michaud and Recording Secretary Judi Ringeisen.
89.85 Motion was made by Lulf, seconded by Grenz, to approve the Parks and
Recreation Advisory Conunittee minutes of July 19, 1989. Illa wished to made
a clarification on page two that the cost estimates for the Ritter Farm Park
improvements were on the high side.
Motion passed.
Mr. Healey, representing Healey-Ramme Company, was in attendance to discuss
SouthFork Village II development with the Parks and Recreation Committee and
the recreational facilities planned for the plat. He stated that a tot lot
has been added to SouthFork I as a response to the residents. Land is
available for a tot lot/picnic. area in SouthFork II, a similar recreational
package to that installed in the company's other projects.
Staff discussed the Park Dedication fees for high density development. It
was explained that the facilities installed by the developer would remain
private and therefore would not be given park dedication credits. The
playground in the plat will be geared to children under age 10; conmiittee
• asked if there would not be something installed for older children. It was
felt the specified location on the south side was centrally located but
connnittee members were concerned about the needs of the preteen and teen
.aged residents. Staff suggested the connnittee assist the developer in
planning the playground.
Committee discussed the interior trails and pedestrian traffic flow.
Committee wanted to guarantee access from SouthFork II to the swimming pool
in SouthFork I. The developer also will extend the existing sidewalks south
to the access road.
89.86 After further discussion, motion was made by Lu1.f, seconded by Messinger, to
approve the SouthFork Village II plat with the following stipulations: a
cash contribution be requested to satisfy the park dedication ordinance;
development of a picnic area; the concrete trail on Highway 50 be continued
to the SouthFork II access and sidewalks; a trail access to the pool in
SouthFork I be provided; the feasibility of a basketball court in SouthFork
I be considered; that the developer and the city work cooperatively on the
purchase of playground equipment, minimum cost to be $10,000, to be shared
on a 50/50 basis; and that the installation of the playground equipment and
.landscaping of same be the responsibility of the developer.
Motion passed.
The time schedule for the completion of the plat is June, 1990, periling the
start up of the project this fall.

Under item 4 staff reported that grills had been ordered for various
locations and playground updates are back ordered. Kenreel playground
installation has been started and several trees needed to be removed before
the crews could begin. Installation of volleyball courts are completed in
Dakota Heights, Valley Lake and Dodd Trail Parks; the Rolling Oaks location
had water standing and could not be completed. The Antlers Park privacy
fence has been installed. The 185th Street to 188th Street trail is paved.
Independence Park is complete, the ballfield will fit well. Park staff is
busy working on the 1990-91 budgets. The maintenance is going well; John
Huger is doing a good job and the parks are looking well groomed. Lake
Marion continues to drop in depth and same people would like additional
dredging to continue. No decision has been made to do that.
Committee discussed various issues concerning the Meadow Brook plat. Staff
discussed the possible neighborhood park search area of the northeast
section, near the North Creek and Countryview Mobile Home Parks and also to
service the Meadow Brook plat.
89.87 Motion was made by Messinger, seconded by Ir~velace to recomm~end to City
Council a cash contribution to satisfy the Park Dedication Ordinance for the
Meadow Brook plat and in addition to require the developer to provide proper
• pedestrian access within the park and access to .future multipurpose
trailways. The grading plan, where appropriate, will provide benchcuts for
the trail system, as laid out and described on the overland multipurpose
trailway map provided by Northwest Associated Consultants. Options A and B
on this map will be provided including a pedestrian access across the creek.
Motion passed.
Staff informed the committee that Good Value Homes, the developer of
Homestead Creek, is bringing a second phase of 30 lots for final plat
approval.
Messinger asked about the PUD planned by Brad Johnson. The plat is zoned
R-7 and co~nittee is concerned about the high density and lack of
playgrounds in the area and also the interior pedestrian circulation system.
The consensus was that the sidewalk system should be no less than five feet
wide.
89.88 Motion was made by Messinger, seconded by Grenz, to recommend to City
Council that based on NAC's Findings of Fact for Brad and Audrey Johnson's
P[JD, a cash contribution be required to satisfy the Park Dedication
requirement, that the developer come before the Parks and Recreation
Advisory Committee to discuss their plans, and that the Parks and Recreation
Committee work with the developer in their selection of playground
equipment.

Staff is planning to meet with Barry Warner early next week to discuss the
progress of the Parks and Open Space System Plan. Barry will be ready to
make a partial presentation to the corrnnittee shortly afterward. The
committee discussed possible avenues for public input, such as the Valley
Park Homeowners Association.
Staff discussed the trail dedication fund expenditures being put in.the 1990
budget and stated besides a few new projects, he would like to concentrate
on completing projects and getting everything in top shape before more
projects are undertaken. One expenditure will be the floor coverings for
Foxborough Park building which will need to be installed before skating
season. It has not yet been decided what will be used and a survey is being
conducted of other cities and their experiences with different materials.
Next year several parks will be top dressed and reseeded. Same work on the
water/sewer system will be done at Aronson; anew grinder pump is also
needed there. The architect will be looking at the shelter for possible
expansion arxi cost estimates will be solicited. Staff informed committee of
some recent vandalism at Bunker Hill.
Several items concerning Parks and Recreation are on the council agenda for
August 7th including a salary resolution, a change order for Parkview Park
• and the parking situation in the Orchard Lake Park area. This issue
involves people launching their boats then parking their boat trailers along
the residential streets and the citizens complaining about the overcrowding
of Orchard Lake. The DNR has been contacted and has stated they will
support the signage program proposed by staff.
The Ritter Farm Park blueprint was received by staff and shown to co~[nnittee.
Staff and conunittee were disappointed in the quality of the print and
Wehrman Bergley will be asked to submit a better print, perhaps with the
active area blown up on its own scale. Pat Farrell, City Attorney, will be
looking at the buildings on the homestead to determine if the Bitters or
their executors are living up to their end of the contract of keeping the
buildings in good condition.
Steve and Dan Bale went to St. Louis Park to examine a pedestrian bridge
which has been removed from Highway 100. They envision the bridge being
used for an overpass on Juno Trail in Casperson Park and will be getting
estimates on what it would cost for relocation and erection of the bridge at
that site. Staff recently attended an orientation meeting for the writing
of the Casperson Park grant.
A thorough tour of the Foxborough aril North Park buildings was done with the
building inspectors, the architects, city council members and staff. One of
the main concerns was the integrity of the cement floors but several other
minor problems were also determined. Staff felt the carpenter work did not
meet the standards of high quality. The buildings have not been accepted
• and final payments have not been made.

Staff reported he had received a call from Karin Watland concerning the
equestrian trails in Ritter Farm Park. The issue will be placed on the next
agenda.
89.89 Since there was no further business, it was moved by Messinger, seconded by
Illa, to adjourn.
Motion passed. Meeting adjourned at 9:30 PM.
