The meeting was called to order by Vice Chairman Illa at 7:00 PM. Present
were Lulf, Lovelace, Messinger and Illa. Larson and Grenz both arrived
later. Also present were Park Director Steve Michaud and recording
secretary Judi Ringeisen.
89.79 Motion was made by Messinger, seconded by L~tlf, to approve the minutes of
the June 21, 1989, Parks and Recreation Advisory Committee meeting.
Motion passed.
There were no citizen co7mnents.
Barry Warner of the architectural firm Barton-Aschman gave a presentation
to the committee on the first phase of the Parks and Open Space System
Plan. His presentation included a future needs assessment of Lakeville
park land and facilities. He stated he had approached the assessment at
various angles in order to establish trends and confirm findings. He had
drawn several interpretations and conclusions.
Donn Wiski of Resolution, Inc., the firm responsible for the community
opinion survey which was distributed this spring, was in attendance to
discuss the conclusions. He started by giving the committee a brief
summary of the demographics of the survey respondents and what their
• interests are. About 60% of the respondents had annual incomes between
$37-75,000 and a large number are in the general age group of 25-44.
Respondents were very positive about the upkeep of the park system and
showed overwhelming support for walking biking trails. Various lengths of
residency in the commnanity were proportionately represented. A wide
variety of interests were shown by those responding. The Life and Times
was the source of Park and Recreation information for 85% of those
responding, while cable T.V. was a source for only 5%. The committee
received a report from Resolution, Inc.
Barry Warner talked to the committee about percentages of current park
land being in active and passive status and where shortages are existing
or expected to exist in the future. His statistics compared the City of
Lakeville with the national norm and also with surrounding communities.
it was determined that mini parks are more than adequate, as are
neighborhood parks. His prediction is that athletic fields will be in
short supply, even assuming that existing parks are fully built out.
A park service area map was also prepared for the committee, showing 1/4
mile, 1/2 mile and 3/4 mile service areas for each neighborhood park. The
needs will change as the MUSA line changes in the future, creating the
need for more parks in those now undeveloped areas. He commented that
park land should be purchased now with the intention of developing the
land after the year 2000.
• The impressions Mr. Warner received from the June 20th field review is
that staff is very committed, the park rangers are making a major

contribution to the park system and one of Lakeville's strongest points is
its diversity of resources.
Other points made by Mr. Warner included:
Drainage areas are critical park conservation areas.
Parks should be interconnected where possible.
Parkways or linear parcels could be a distinct feature.
Access to regional open space is limited.
A major commitment must be made to conmYUnity parks.
Park reforestation must continue.
Messinger asked Barry for his opinion about the Northeast sector and also
what should be done with Valley Lake Park for community park status.
Barry classified Valley Lake Park as a lame neighborhood park and stated
he felt it should stay as such. He equated Casperson Park to a classic
community park, with significant unique special purpose and focus. He
further stated the two most immediate issues are to find and acquire land
for the Northeast comm~znity playfields and to make sure Casperson Park is
developed as quickly as possible.
Staff feels the first phase of the Parks and Open Space System Plan update
• is close to being complete and committee. should consider moving into the.
second and final stage of the update probably by the middle of August.
Staff would like Barry Warner to present the first phase final product to
council at that time.
Staff is working with Barry Warner on phasing plan for Casperson Park
development. North Park building and parking lot are finished and .ready
for use. The Independence Park project is being worked on; staff
explained the progress.
Rolling Oaks playground is complete. The new cable will be installed at
Dakota Heights. Playground were delivered for Kenreel and the Meadows.
Bids were taken on installation but it will most likely be installed by
park crews. Larry mentioned there is a dead tree in Kenreel Park which
will need to be taken down before the playground is installed.
The National Archery Club has certified the Ritter Farm Park archery
range. Dredging project at Lake Marion is complete, however, staff was
contacted by Mr. Rudiger who stated certain people feel the channel is not
as wide as it should be and dredging should continue. Staff discussed the
no wake zones with co7cnnittee and the possibility of widening the channel.
The 185th Street trail base is in and paving will be done soon to the
corner of 188th. All shrubbery has been pruned and trimmed by the park
crew's forestry specialist. Citizens have made requests in certain areas
for more trees and shrubs, particularly in Fairfield Park. Many
• compliments continue to be received on the flower gardens in the system.

Budget time is approaching and staff will be working together to prepare
the park budget through the year 1992. A six month update for 1989 is
also being prepared.
Maintenance is going well after the setback of all the special requests
from Pan-O-Prop. There has been some vandalism to Bunker Hill Park and to
the Park Plaza; some of the repair and painting is being done as
restitution by the vandals.
Repairs are being completed on the 165th Street / Ipava trail. Some
research is being done on trail specs of neighboring coirnnunities so an
all-inclusive specifications can be written for future trail installation.
Bids were received on the sand volleyball courts to be installed at the
Meadows, Rolling Oaks, Dakota Heights and Dodd Trail. Valley Lake Park
.will get. standards, but not a retaining wall around the court, as it may
need to be moved when the park is completed. The committee also discussed
the possibility of installing courts somewhere at Aronson Park.
Kevin Illa suggested an outfield fence be installed at Orchard Lake
Elementary to prevent balls from rolling down the hills. Possibly LAA
could contribute to the cost. Illa also co~mtented on the conflict of
• sunnner school and sutrnner playground starting times, as the children are
getting home from stormier school about the same time that playground begins
and don't have time to have lunch and get to the playground on time.
Some communications have taken place with the owners of the lot where a
possible trail easement may be purchased for access to Oak Shores Park.
Staff has discussed with the planners the impact to the lot and in their
opinion, it would remain buildable as zoned. Staff will keep committee
informed as to the progress.
Continuing under old business, staff informed the conunittee that the Pilot
Knob Road paving for trailway will be completed by Dakota County. The
feasibility study of the roof raising at Aronson Park will be contracted
out and the development of the pond property by Dakota Heights Park will
be studied by Barton-Aschman.
The revised Meadow Brook plat was shown to the coYrnnittee and reviewed.
Conmtittee cannot make any recoirnnendation until the necessary data is
received concerning NAC's review of .pedestrian accesses.
Committee felt the number one agenda item for the meeting of July 19, 1989
should be Ritter Farm Park. It was decided that the co~unittee will meet
at Ritter Farm Park at 6:30 PM on that date and walk the area before
retiring to the council chambers for the remainder of their meeting.

Messinger reported that she had discussed the Independence Park backstop
.situation with many of the neighbors, who informed her that they would be
very disappointed if the backstop were not reinstalled after the park
reconstruction.
89.80 It was moved by Grenz, seconded by Messinger, to install the backstop in
Independence Park at its now location as designated on the plans since it
is more visible to the police at this location. The corrnnittee further
requests frequent regular patrols by the Park Rangers.
Motion passed.
89.81 Since there was no further business, it was moved by Grenz, seconded by
Lulf, to adjourn.
Motion passed. Meeting adjourned at 10:30 PM.
