Meeting was called to order at 7:00 PM by Chairman Larson. Present were
Illa, Messinger, L~ul.f, Larson, Lovelace and Grenz. Also present were Park
Director Steve Michaud and Recording Secretary Judi Ringeisen.
89.66 Motion was made by Illa, seconded by Messinger, to approve the minutes of
the Parks and Recreation Advisory Committee meeting of May 17, 1989.
Under discussion it was noted that in Motion 89.63, the last sentence
should read northwest, not northeast.
Motion passed. Minutes are approved as amended.
A group of citizens who live in the neighborhood of Independence Park were
present to voice their concerns about the redevelopment of the park, which
is currently being done to correct drainage problems and possible flooding
of the homes in the area. John Bohlig of 16276 Finch Way was the
spokesperson of the group and talked first about the problems with the
present layout of the softball field; people who live around it have
problems with balls hitting their houses and going into their yards. He
stated the new location would be dangerous to children in the playground
area as they could be hit with foul balls and called the field a nuisance
and an eyesore. He also stated the backstop would be in the way for
sliding as the children-now use his yard and slide down the hill into the
park. The group wants the field removed rather than relocated; they would
also be satisfied if it was replar.~l by a soccer field.
• Staff agreed that the layout of the field has not been prime, but the
proposed location will fit the park much better. A sign was installed
some time ago stating "softball only" to be played on the field to keep
the baseballs from going into neighboring yards. It is also felt that the
new dimensions and layout meet the criteria and standards for fields and
the field was initially installed to meet residents' requests. Staff and
committee felt more public input should be solicited and committee members
from the area will be polling other neighbors of the park.
Upon more discussion it was brought to light that the citizens' main
concern was the loitering of the teenagers in the park, especially at
night. It was suggested by Messinger that the Park Watch program be used
in the area. The citizens were encouraged to contact the police who in
turn could contact the park ranger or send an officer to the area.
89.67 It was moved by Messinger, seconded by Grenz, to table the issue of the
softball field at Independence Park pending further investigation and
neighborhood input.
Motion passed.
Barry Warner of Barton-Aschman presented a progress report to the
committee on the Park and Open Space System Plan update. Barry explained
that Resolution Inc. who is working on the household survey tabulations
had just purchased new software to accommodate the survey. Some of the
. results of the survey included 87% of those responding felt park
maintenance was good. Lpw interest was expressed for a community center.

Favorite activities of those responding were walking, swimming, golf,
tennis and boating, in that order. People also saw a hockey facility as a
high need area.
One purpose of the update is to classify the park sites based on
minimum maximum acreages, service areas, accesses, physical barriers, etc.
Parks were classified into mini park, neighborhood parks, speciality use
areas and community playfields. Different philosophies were discussed
concerning what should be included in neighborhood parks and haw much
parking is needed. A concrete policy will have more credibility with
citizens and also set guidelines for future park design. Needs are not
the same in all neighborhoods; for example the needs are not as great
outside the MUSA line due to lower population density.
Historical sites may be significant to the parks. Currently there are
none designated and there are no conservation sites. Several Regional
Park Reserves exist in surrounding communities; their main function is the
preservation of natural areas. Regional Park Facilities, whose main
function is activities, are also available for use by Lakeville citizens.
Also in close proximity are facilities in Burnsville, Apple Valley and
Farmington and facilities which are available by working cooperatively
with the school districts.
• Barry Warner will attend the Parks and Rec committee's July 12, 1989
meeting for the next progress report. A complete analysis of the citizen
survey will also be presented by Donn Wiski of Resolution, Inc.
The next item on the agenda was a staff report on current park projects.
Staff discussed progress at Independence Park and North Park. The 185th
Street to 188th Street trail will be done as soon as that section of the
Highway 50 intersection is done, probably within a few weeks. Last year's
projects to be repaired or completed are also moving along. The trail
across the railroad tracks downtown is paved, however the crossing is not
a straight right angle and the gaps may be filled with sand to minimize
the danger to those crossing. Some large signs have been ordered to warn
bicyclists of the potential danger of the crossing.
Because of the nice rains we have received this spring, the maintenance
dept. is struggling to keep up with the grass cutting. The Tree Trust
group will be starting soon, Their first job will be to pick up rocks at
North Park soccer fields and when this is finished they will move on to
finish retaining walls at the playgrounds.
A Big Toys representative met with staff this week and personally
inspected some playgrounds where there are concerns and dissatisfactions.
The park shelters have been rebraced by the manufacturer. They are now
experimenting with a new anchor shoe which should make the shelters more
• sound to begin with. The location of the fifth shelter still has not been
determined. Some possible parks suggested were Foxborough, Rolling Oaks
and Dakota Heights.

89.68 Motion was made by Messinger, seconded by Illa, to install the fifth
shelter in Foxborough Park.
Motion passed.
An ice arena feasibility study is going on with the firm of Juran & Moody
and staff will be doing a market analysis to coincide with this report.
The G1enEagles Golf Course is not progressing as rapidly as expected;
staff will keep the coirnnittee informed of developments.
Staff reported the Park Ranger program is running on weekends and
evenings. Committee member Larson suggested the need for sod around the
Valley Lake playground area. The Puppet Wagon has been delivered and
puppeteers are working on scripts. Messinger asked if a schedule would be
published.
Many citizens are concerned about a ski slalarn course which has been set
up on Orchard Lake, very close to the beach and staff has received a few
complaints. Staff is checking to see if a permit from the Dakota County
Sheriff's office was issued. Other complaints have been received
concerning citizens using remote control boats on the lake.
A discussion was held concerning the Lakeville Athletic Association and it
was brought out that no protective equipment for the umpires had been
• handed out to the teams this year. Larry Lulf is on the L?3A board and was
asked to check into the problem and also the budget for the group.
Some plat were on the agenda for approval by the Parks and Recreation
Committee. They were all phases of plats which had previously been
approved by the committee.
89.69 Motion was made by Messinger, seconded by Lulf to recommend to City
Council the continuation of a cash contribution for Cherry Highlands 2nd
Addition to meet the park dedication ordinance requirements for parks and
trails.
Motion passed.
89.70 Motion was made by Messinger, seconded by Lovelace to rero~miend to City
Council the continuation of a cash contribution for Lake Villa Golf
Estates 4th Addition to meet the park dedication ordinance requirements
for parks and trails.
Motion passed.
89.71 Motion was made by Messinger, seconded by Illa to reconnnend to City
Council the continuation of a cash contribution for Lynwood North 5th
Addition to meet the park dedication ordinance requirements for parks and
trails.
Motion passed.

Committee saw the preliminary plat of Meadow Brook at their last meeting
and discussed it at that time. Staff showed the connnittee a composite of
the area also showing the northeast overland MPZW. CoYrnnittee and staff
feel this is a significant link in the trail system. Staff would like to
preserve the trail funds from MeadoRa Brook to defray the costs of the
trails. The City is also working the Dakota County and the City of
Farmington to meet up with the trail which will connect the cities.
Sufficient land area still exists in the ittmieciiate area of this plat which
would allos for location of future neighborhood park needs.
89.72 Motion was made by Grenz, seconded by Messinger, to recommend to City
Council a cash contribution for Meadow Brook to meet the park dedication
ordinance requirements for parks and trails. The committee wishes to
stress adequate, safe trails in the area and recommends the planners be
directed to recommend .trail access from the platted areas. The trails
will be installed in conjunction with the grading of the plat where
possible.
Motion passed.
Under old business the northwest corner access to Oak Shores Park was
discussed. The staff had suggested that residents be invited to a
planning meeting at the second meeting in July to discuss what can be done
• to acquire trail easements in the area.
Some clarifications were made on the committee's requests for the Ritter
Farm Park master plan. The farmstead will be located on the hill in the
1860 period farm. Larson also mentioned that the archery signs need to be
completed before Pan-0-Frog.
Committee received a petition from residents at 202nd Street and Hamburg
Avenue requesting a trail connection from that neighborhood to the trail
in Aronson Park, since 202nd Street is such a busy road. Committee
members questioned the validity of same of the petition's signatures.
89.73 Motion was made by Larson, seconded by Grenz, to review the request in
relation to the 1990 budget for development projects.
Motion passed.
89.74 Motion was made by Illa, seconded by Larson, to change the meeting date of
the Parks and Recreation Advisory Committee from July 5 to July 12, 1989
to acco7mnodate the shuffling of council meeting dates due to the July 4th
holiday.
Motion passed.
Messinger asked about a regular schedule for trail sweeping. Staff will
check on this, however stated the trail along Cedar Avenue will not be
done at this time. Illa asked about the waves in the section of trail
from North Park going east. Staff will discuss the possibility of an
• overlay of the trail with the Street Superintendent.

Committee members had received a letter and notification of a seminar to
be held called "Accomplishing Your Agenda". Committee members Larson and
Illa will be able to attend the government training seminar.
89.75 Since there was no further business, it was moved by Illa, seconded by
Larson, to adjourn.
Motion passed. Meeting adjourned at 10:45 PM.
