HomeMy WebLinkAbout05-17 CITY OF IAKEVILZE PARKS AND RECREATION ADVISORY COM~TTEE N • MAY 17, 1989 Meeting was called to order at 7.OO PM by Chairman Larson. Present were. Larson, Grenz, Ilia, IAVelace, Messinger and Zulf. Also present were Park Director Steve Michaud and recording secretary Judi Ringeisen. 89.60 Motion was made by Lulf, seconded by Ills, to approve the minutes of the May 3, 1989 joint meeting of Parks and Recreation and Natural Resources Advisory committee meeting. In discussions of the minutes there was a correction on page 3, 3rd paragraph that on the culvert would go under I-35. Motion passed. There were no citizen comments. Staff had received a letter from MnDOT in reference to the removal of the railroad bridge which is now used for a snowmobile crossing. Even though this is outside of :the city limits. and in Scott County the snowmobile club is .interested in continuation of the crossing for their trails. The letter was given to Larry Lulf as snowmobile club liaison for review and recommendation. The Parks and Recreations recommendation is that the crossing would be needed in the future and it is the only DNR recognized crossing. Larson suggested that the DNR Division of Trails and Waterways may be interested and should be contacted. • Staff reported that John Hoger has been hired effective May 26th to replace .Bud Alich. John has been a city park employee for over 14 years. Staff .also reported that maintenance projects .are going well and irrigation systems have been started to fill in when needed. The bid opening for the various park dedication fund projects was only. slightly above the .engineer's estimates and the contract was awarded to Friedges Landscaping. Barber is doing the cleanup and repair from last year .The Puppet Wagon construction will begin soon. Playgrounds have been ordered for Kenreel and The Meadows Parks. Staff has met with the Tree Trust about the summer program and has been tentatively allocated two. workers. The emphasis is now on placing workers. who are mentally. or physically handicapped. The Water Cross event was approved by council on Monday. The City is under no financial responsibility for the event. Staff is stressing workers orientationbefore the event so everyone is well. informed and trained. Compatibility .and functionability issues were discussed on the Ritter Farm Park concepts submitted by Wehrman Bergly. Concept #1 shows 1/4 mile interpretive area. #2 also includes 50 acres of 1920 period agriculture. .Committee thought the 50 acres was taking up too much park space and the 30 acres 1860 era farm shown in #3 was more what they are looking for. The • Interpretive Center shown in each plan is recammP.nded at the proposed site.. Staff suggested a market survey be conducted on what the revenues/expenditures (especially profitand loss) of .such .centers in the area are actually experiencing. Committee liked the trail plan in concept #1 the best. 89.61 Motion was made by Messinger, seconded by Grenz, to accept program #3, contingent on the trail study and decide if 30 acres is essential for the 1860 period farm. Committee also wants the planner to check on the location of the tree farm in relation to the farm. Motion passed. Committee discussed the redraw of the Casperson Park concept as discussed at their April 19th meeting. Staff and. the committee were pleased with the rendition and haw Barton-Aschman had listened and been in tune with the commmittee needs. the architects estimates for the entire project is $1.4 million. Staff will work with Barton-Aschman on appropriate phasing for the project for possible grants. 89.62 Motion was made by Messinger, seconded by Illa, to approve .the Casperson Park plan as redrawn by Barton-Aschman and to instruct staff to pursue .appropriate phasing of the plan. Committee further instructs staff to apply for grants of up to $800,000 if matching grants are available. Motion passed. Larson reported that Valley Lake has-been stocked with fish by the LXJR for the Children's Fishing Program. Committee discussed the Farks and Open Space Facilities Inventory as submitted by Barton-Aschman. A citizen near Independence Park has requested.. a sliding hill for preschoolers at this park. .Messinger suggested that this be done at several area .parks. Barton-Aschman will be in attendance at the first meeting in June to discuss the Casperson Park and citizen survey projects. Messinger asked about recommendations that. the firm could possibly make for specific parks. Staff. reported to the committee that on the northwest corner. of Oak Shore Park, no easement exists for park entrance because the language was not put in the development agreement.. A 30' utility easement exists over.. lost and now must be acquired. 89.63. Motion was made by Larson, seconded by Lulf, to recommend to city council that staff. be authorized to begin acquisition or condemnation, whichever is more feasible, to acquire right of way on the northeast corner of Oak Shore Park. Motion passed.. • Staff. showed the committee the Lake Villa Golf Estates 4th Addition plat.. The committee will make a decision on this plat at their next meeting. Staff discussed the park land south of this area and where the trail easements area in relation to the property and where the playground will be placed.. Committee saw the preliminary plat of Meadow Brook and discussed trail corridors in the area. 89.64. Motion was made by Messinger, seconded by Illa, to table the Meadow Brook. plat contingent on review with Northwest Associated Consultants for the most feasible route. to get to Pilot Knob Road for the connection to the North Creek trail. Motion passed. Staff suggested committee consider future needs for park land in this area.. Joseph Douglas homes will be moving ahead on The Cove and are proposing removal of the Bassett Park basketball court since they feel it is not an attractive entrance to their plat. Some other improvements are being made. and aesthetic trails installed. Whatever is proposed to be done it is certain that neighborhood input is very important. There has been only one. new application for the Parks and Recreation Advisory Committee vacancy. There have also been requests for applications • and some prior applications are still on file. Kevin. Illa talked about some field situations and possible improvements that could be made with the home plates. Larry Lulf was called upon as L?3A liaison to .contact the commissioners and ask them to return the projection surveys they have received. 89.
