HomeMy WebLinkAbout04-05 CITY OF LAKEVILLE PARKS AND RECREATION COMF+'IITI~ MINUTES • APRIL 5, 1989 The meeting was called to order at 7:00 PM by Chairman Larson. Present were Larson, Illa, McDonald, Messinger, Lovelace and Lulf. Also present was recording secretary Judi Ringeisen. Conunittee member Grenz was unable to attend. Park Director Steve Michaud was ill. 89.33 Motion was made by Messinger, seconded by Illa, to approve the Parks and Recreation Advisory Committee minutes of March 15, 1989. Motion passed. On page three, paragraph two, of the March 15, 1989 minutes reference was made to Larson attending a meeting on March 16 of the South Metro Network concerning trails. Messinger commented that she had also attended the meeting. Brian Eby, representing the Bangu Football Club, was in attendance to discuss the soccer field use request with the committee. It was discussed that the club could use Foxborough soccer field from May 1 through August 5, 1989, primarily Monday through Fridays, for a fee of $100.00. The club will do their own striping of the field. 89.34 Motion was made by Messinger, seconded by Illa, to grant the Bangu Football Club use of the Foxborough soccer field from May 1 through • August 5, 1989. The use will be on a one year trial basis, to be evaluated before use is granted again next summer. Motion passed. The next item on the agenda was consideration of a Snowmobile Water Cross event to be held at Lake Marion in July, 1989. Staff had talked to Sherri Tongen, who is working with the Dakota County Sheriff's Dept. and the DNR on trying to get the race approved by them. The race request has been denied by the Sheriff's Dept. due to their claim of gas and oil pollution when the machines are submerged in the water. The race promoters have appealed and are trying to obtain proof that the professionals who will be racing have modified their machines by sealing the gas/oil tanks so this is not a problem. Staff has also discussed with the race promoters the concessions, splitting of entry fees and the need to waive the speed limit on the lake temporarily to accommodate the machines that day. The committee had received a proposal from Norm Shald, owner of the paddleboat concession which operated at Antlers Park last summer. The proposal offered to sell the concession to the City of Lakeville, due to Mr. Shald's current financial position. Messinger commented that she felt it was poor timing. Loovelace felt the city doesn't need another venture right now; maybe in the future at Ritter Park would be a more appropriate location. Committee members would like to know what he actually made in revenues. McDonald thought it could be worked out in • conjunction with the concession stand now operating at Antlers. Larson would like staff to check into standard depreciation of the paddleboats. Parks and Recreation Advisory Committee minutes • April 5, 1989 Page -2- 89.35 Motion was made by Lulf, seconded by Illa, to table the paddleboat concession proposal until the next meeting, when more information will be available. Motion passed. The commmittee received a request from the Minnesota Polebenders Fishing Club for a fishing tournament to be held on Lake Marion during Pan-O-Frog. The fishing club wants to use 20 spaces in the regular boat launching parking lot at Casperson and park the remaining 30 boats and trailers in the field located at the northwest corner of the park. 89.36 Motion was made by Messinger, seconded by McDonald, to approve the parking plans for the Minnesota Polebenders fishing tournament on July 8, 1989 and give permission for them to hold the tournament on Lake Marian. Motion passed. The cc~rnnittee was shown the plat of North Creek Phase ITI. The committee questioned was the park dedication requirements would be, if any, for this plat. Staff will check into that. The connnittee also wondered if this was North Creek's finalphase or is more land available. • for them to expand. Cherry Ridge Estates plat was discussed. The trail that comes across to this plat from North Park now designates 172nd Street as an on street trail. ComYnittee discussed the possibility of changing the designation to 173rd Street,. which would more closely align with the route of the current trail. The committee would also like clarification as to where the sidewalks are in the plat. Kingsley Cove plat was discussed and the possible trail connections with what is currently being decided for that area. The idea was mentioned that the trail connection from the end of the cul-de-sac on Klamath Court to Kingswood Estates and the cul-de-sac a short distance away, .could alleviate many problems with on street trails in that area. The .committee would like staff to discuss this with adjoining property owners. Topography may make this connection difficult. Royal Woods plat, on the corner of Jacquard Ave. and 210th Street, adjoining Sullivan Estates and Meadows West, was the final plat reviewed. The connnittee's main concern with the plat was the shaping of the ponding area which adjoins the ponding area of Meadows West. It was discussed that the developer should be responsible for shaping the pond in an aesthetic fashion and doing some flower or shrub plantings around it. It was also suggested that a trail could be placed down the center of the pond, separating the two plats' ponding areas. McDonald • suggested that the trail around the perimeter would not be as dangerous. . Parks and Recreation Advisory Conunittee minutes April 5, 1989 Page -3- A Lakeville resident had made an inquiry to staff about the possibility of a frisbee golf course being constructed or installed in North Park. The committee discussed other possible areas where the idea might be mare feasible, such as Dakota Heights Park or Dakota Heights II. Messinger suggested getting information from other coimnunities who have courses, such as how much land is required and what costs are involved. Staff will gather information and the idea will be placed on the next agenda. Several of the Park and Recreation Committee members are planning to attend the MRPA Annual Conference in Rochester on April 19, 20 and 21. For this reason, the regularly scheduled meeting of April 19th will be held on April 18th at the Lakeville City Hall conference room. Messinger will not be able to attend the meeting due to a conflict and Illa will be a little late. The In Fisherman's group from Apple Valley is working on a proposal to limit the fishing and water skiing on lake Marion to certain areas. The committee asked for a written proposal from the group before their next meeting and that the group be put on the agenda if staff feels it is appropriate. Committee. members stated they would not be in favor of • making changes to the surface water zoning on Lake Marion to accommodate the fishermen. The committee discussed annual problems with the ice fishing houses which are left in the park to be disposed of by the maintenance dept. They would like staff to check with legal counsel to see what penalties or fines can be implemented. Committee received a report from the planners on the Kingsley bike trail. Larson thinks it is a good idea to purchase the needed property from the YMCA, or to let them know that the park dept. would be interested in that land if the YMCA should decide to put it up for sale. Messinger thinks staff should write a letter to the YMCA asking to purchase the property. first of all for a trail and secondly as park land . 89.37 Motion was made by Larson, seconded by Lulf, to pursue further putting the trail through to Kingswood Estates and have staff write a letter to the YMCA stating the intentions of the park dept. Motion passed. Larson mentioned that it is time to reassess the equestrian trail usage at Ritter Farm Park. He stated that he has seen several violations and that the horses have been on the ski trails this spring, before the trails were dry enough, and they are being damaged. Messinger stated • that she would be against allowing the equestrian trail to continue at Ritter Farm Park. Parks and Recreation Advisory Committee minutes April 5, 1989 Page -4- Steve Malloy with Wehrman, Bergly is scheduled to meet with Steve Michaud next Tuesday, April 11th at 1:00 PM. He will be showing two concept plans of Ritter Farm Park. Several of the coitmlittee members will also be in attendance. Barry Warner of Barton-Aschman had reported that he has been working with the planning staff on the community demographics and population forecasts for the Park and Open Space System Plan update. His staff is also working on an inventory of coirnnunity facilities and the surveys which were returned are being tabulated. Barry Warner also has two alternatives prepared for the Casperson Park master plan which he would like to present to the co~rnnittee at their next meeting. This will be put on the next agenda. 89.38 Since there was no further business, it was moved by Larson, seconded by TAVelace, to adjourn. Motion passed. Meeting adjourned at 9:15 PM.
