Members present were Lulf, Lovelace, Illa, Larson and Messinger. Grenz was ill and McDonald had a conflict. Also present were Park Director Steve Michaud and recording secretary Judi Ringeisen. 89.23 Motion was made by Illa, seconded by Lulf, to approve the Parks and Recreation Advisory Committee minutes of February 15, 1989. Motion passed. Three Lakeville residents, Brad King, Steve Knowlton and Dan Bale, were in attendance to present a Mountain Bike Race proposal to the co~miittee. It is proposed that the event would be an official Pan-O-Prog event to be held July 2, 1989 at Ritter Farm Park. These residents have previously been involved in organizing and operating the Pan-O-Prog Run for several years. They will also be assisted in sponsorship and promotions by the Twin Cities Cycling Club and the US Cycling Federation. The benefits would be to promote Lakeville in the cycling co~ununity and to generate new interest in Pan-O-Frog. The proponents stated there could be same minor tearing up of the trails and suggested they assist the park. director in drafting an ordinance relevant to bicycling in the parks, perhaps designating certain trails for this sport. Staff felt the snowmobile trail would be the most practical . since it has the longest loop and no established grass would be damaged. Committee asked if, for future use, equestrian and mountain bike .courses were compatible uses for the same trail. It was answered that Hennepin County also allows both uses on one trail. Staff felt parking would not be a problem for the event, although risk management would have to be investigated. A park ranger should be on hand with radio conununications. 89.24 Motion was made by Messinger, seconded by Illa, to approve the mountain bike race proposal as presented, contingent on risk management and with details to be worked out by the park director. Motion passed. Under staff reports, a petition containing 122 names was presented to the committee requesting the installation of a trail from 173rd and Pilot Knob Road to 182nd Street and Pilot Knob Road, along the Farmington bonder, 89.25 Motion was made by Illa, seconded by Lulf, to receive the petition to construct a multipurpose pathway along Pilot Knob Road from 1737rd Street to 182nd Street. Motion passed. Staff has been in contact with Dakota County regarding the upgrade of County Road 44 for the purpose of turnback of the road. It is felt it is not possible to install a trail alongside the existing roadbed due to topography. Staff has prepared a letter requesting a survey aril a time • line for working out the details for the turnback requirements. Parks and Recreation Advisory Committee minutes March 1, 1989 Page -2- Staff is also investigating the MPIW connection along County Road 5 to 166th Street and would .like the county to include this short stretch in their bikeway plan. One possible idea for trails along County Road 44 is to build an off-street trail along the south side of the existing roadbed from County Road 5 west to 168th Street, then on-street to Orchard Lake Elementary School. The North Park building is progressing. Some materials for both buildings are still back ordered and the architect is checking on them. Maintenance ended on .the skating rinks, however, there is still some ice and some light usage. The annual report is complete; committee will get a copy in the mail. Park maps are being reprinted and should be ready soon. The Park Watch brochures are also being changed slightly and reprinted. Park Watch orientation meetings will be held in April. Permits will be applied for to dredge a channel across the old road bed in Lake Marion for the purpose of excavating out a better access to the main lake. Staff has been. assisting the engineering dept. with interviews for three positions. Jeff Larson is securing names of neighboring Parks and . Recreation .Committee members. This information will be used for a joint Dakota County trails meeting. Barry Warner from Barton-Aschman began the work on Casperson Park master plan with a walking tour of the park with staff.. Work is also being done by Mr. Warner on the Park and Open Space System Plan update, beginning with a citizen survey to be published in the Life and Times next week. Playground equipment specs and RFP's have been mailed to distributors for The Meadows and Kenreel Parks. The MP'IW between North Creek and Dodd Blvd. was discussed. The MPIW was originally planned to be on the west side and it was decided that was where it should stay. Council has asked for Conunittee's reconnnendation on how far south the trail should go. 89.26 It was moved by Lulf, seconded by Messinger, to recommend to city council that the MPIW go through to Finch Path. Motion passed. The maintenance crew is building picnic tables for additions and replacements in the parks. Larson suggested some be built that are wheelchair accessible. Staff will see that a couple of these tables are built and placed at Antlers Park. • The committee received a report from Renee Brekken on the Western Revenue Resources Management school which she attended last week. She felt it was very beneficial. Committee discussed the Park and Open Space System survey prepared by Resolution Inc., which vial attempt to capture what citizens feel we should be doing now and in the future in the park system. Staff has already reviewed the survey .questions presented and made comments. Committee also suggested additions, deletions and changes. Staff asks the committee to contact him tomorrow if they could think of any other changes. Staff and co7rnnittee are hoping for a good number of surveys to be returned. Cozrnnittee discussed the possibility of drafting a policy to deal with naming city parks. Larson informed the coirnY?ittee that he had discussions with a property owner in Lakeville in the area of Highview Ave. and 190th Street. There are approximately 40 or 50 acres of undeveloped land outside of .the Urban Service Area presently for sale. Staff suggested that as the Open Space System Plan develops,. this area would be looked at as a potential future park site, as will be other areas in Lakeville. Larson informed the co~unittee of the South Metro Network meeting to be held on March .16th regarding transportation south of the river.. Larson will contact the chair to see if the trails issue can be placed on the agenda. Staff told the connnittee about the pending Highway 50 improvement project and the trails which are to be built off street to the high school. Independence Park, along with other projects, is being prepared for bids by Donohue.. 89.27 Since .there was no further business, it was moved by Messinger, seconded by Ilia, to adjourn.
