Present w l.ng by ere Lovelace, Lulf, Ilia, Larson, Grenz, Messinger and McDonald. Also present were Park Director Steve Michaud and recording secretary Judi Ringeisen. 89.9 .Motion was made by Lulf, seconded by Ills, to approve the Parks and Recreation Advisory Committee minutes of January 18, 1989. Motion passed. Bill Gallagher and Mr. Kubish presented a proposal to hold the North American tug of war championship tournament in Lakeville this sutramer. It would be a one day tourney with 15-20 teams participating. Some turf would be damaged during the pulls, however restoration is part of the agreement. Several members. of Mr. Gallagher's team are from the Lakeville area. The cozrnnittee discussed the possibility of holding the tournament during Pan-O-Prog and possible locations where it could be held. Staff suggested the proposal be brought up to the Pan-O-Prog board of directors.. 89.10 Motion was made by I.ulf, seconded by Messinger, to approve the tug of war tournament to be held at a Lakeville park, since they feel it would fit iri well with Pan~Prog, generate interest in the community, and do little harm to the park site. Motion passed. A representative of Heritage Development presented the Highview Heights 5th • plat which is south of County Road 46 and west of Highvew Avenue. Outlot A shown in the plat is now determined to be a trail, but this may change to a .road since the plat configuration will be changing slightly due to road alignments. Staff. con¢nented that any collectors within the plat should have sidewalks. Committee consulted the Park System Plan. and determined the neighborhood park would. be placed somewhere between this plat and Highview Avenue, when that area is developed. McDonald asked about general east/west bike paths which are needed and asked if .they will. be allowed for in this plat and other plats. 89.11. Motion was made by Grenz, seconded by Lulf, to reronmiend to city council approval of the Highview Heights 5th plat contingent on the plat being reviewed. again after the final road alignment changes are made and that Outlot A stay in place as a pathway. A cash contribution is required fore the Highview Heights 5th plat, as .specified in the park dedication- ordinance . Motion passed. Staff reported the building at Foxborough is on hold,for various materials.. The North Park building is :moving along nicely and staff suggested connnittee mP.anbers drive by to look at it when they get a chance. .The ice program was questionable with the warm weather but now that the cold has moved back in, an attempt will. be made to rebuild the ice that was lost. Quotes are being takenan a new batch of park maps. It is anticipated that they will be ready in about two weeks. The materials should be ready by the end of the week. The skating party which was held at Parkview rink went very well. The recreation division hopes to make it an annual event. Staff made a .presentation to the Dakota County Physical Development Corrnnittee in support of County Road 46 being added to the county's trail system plan. Staff feels that the new county connnissioner, Mike Turner, assisted. Lakeville's cause, but some conmtission members were quite adamant about trails in general. Soo Line Railroad. has notified the city that $1.5 million insurance is necessary to complete the trail crossing agreement at 208th Street. Dennis Feller is contacting the League of Minnesota Cities for arrangements. Acquiring this insurance should not be a problem. Change orders for F'oxborough and North Park buildings are on the city council agenda for February 6th. The changes include running additional sewer- and water lines to the buildings, charges to convert Natural Gas to propane for the. winter, adding stainless steel strips at the bottom of restroom doors to vandal-proof them, and additional outdoor lighting at North Park. • The Lakeville Comtrn~nity Corporation will be making a presentation to city council on Monday night, discussing a site for the-proposed ice arena. Three possible .locations would be Aronson. Park, North Park, or the Fairfield Business Park. McDonald suggested the connnittee go on record making a recomYttendation on the status of the land -should it be sold, donated, or leased; what location would be best. Committee members were polled and expressed their support of the concept of an ice arena, but feel they need more information before a location could be decided on. They felt the. ice arena would expand the recreational possibilities for the citizens and encouraged the city council to work with the L.C.C. in choosing a site. Several co~rnnittee members felt land owner- ship should be retained by the city if park land is used for the building. Staff showed the committee the plat of Forest Hills 2nd. 89.12 Motion was made by Grenz, seconded by Larson, to recartnnend to city council that a cash contribution be required for Forest Hills 2nd in accordance with the park dedication on~inance. Motion passed. The Hghview Hills plat was reviewed, especially with respect to how the trailways line up with Trotter's Ridge and other adjoining ..plats, Committee would like to see a composite of the entire area's pedestrian circulation system and traffic flow before a decision is made on this plat. Parks and Recreation Advisory Committee minutes .February 1, 1989 Page -3- The HRA'S Senior Hous' Plan for downtown Lakeville was reviewed. No k dedication requirements apply. for the plat, since it is an HRA project, however the coitanittee was reminded that the HRA is paying far the Park Plaza, which is adjacent to this plat. Staff showed the committee the configurations for Lake Marian Estates 2nd. and 3rd plats, off County Road 64, west of the Meadows. 89.13 Motion.. was made by McDonald,. seconded by Messinger, to recotrnnend to city council that Lake Marion Estates 2nd and 3rd be requested to make a cash contribution to the park dedication fund in accordance with the ordinance and that special attention be given to any pedestrian easements within this plat and adjoining plats. Motion passed. .The site. plan for the new Lakeville Elementary School was shown to the conmtittee. The layout of the recreation. facilities will be changed at the park director's recommendation because of safety and field orientation to the sun. McDonald asked about the trails going into school property via Dodd and the interior trails. Committee felt. this was an important consideration for the school to make. Committee was shown the plat of Crystal Pointe, consisting of 28.3 acres with 60 residential and 2 coirnnercial lots. The plat is between .165th and 162nd Streets. west of Ipava and is zoned B-2, B-4 and R-7 (proposed to be changed to R-3). 'The committee had several concerns about the pedestrian access not only from the school, but also to the conm?ercial development from Bluebill Estates, across 162nd Street. 'T'he situation was compared to that. in Rosemount on County Road 42 where two children have been killed crossing the highway to a coirnnercial center from a residential area. 89.14 Motion was made by Ilia, seconded by Grenz, to recommend to city council that a cash contribution be required from Crystal Pointe as specified in the park dedication ordinance. In addition, that serious considerations be given to the traffic patterns and pedestrian circulation system from the school and from the residential neighborhoods, especially with the curve in 162nd Street and limited sight lines from oncoming cars. Aye:. I.pvelace, Lulf, Illa, Grenz, Messinger and Larson. Nay: McDonald stated she couldn't approve a plat that contributes to what seems to be a serious safety hazard as stated in the discussions. Motion passed. Staff reviewed the 1989 CIP budget. Some new playground equipment will be purchased for the Meadows with additions being made to Bunker Hill and Dodd Trail, among others. ..Big Toys will make a presentation at the next meeting.. Extra swings will be ordered to be installed at various sites. Other CIP. projects include restoration of restrooms and. warming houses. Committee suggested warming houses have windows installed to make them more aesthetic, both inside and out,. • CoYrnnittee received the cost estimates for Wayside and James Jensen Parks. The: Eagle Scout who is working on the design of Wayside Park has been given a $2,000 budget for plantings. Motion passed. Staff met with Donahue and discussed several pending projects including Independence Park, Casperson Park, 208th Street trail crossing, 185th to 188th Street trail, North Park parking lot, etc. Cedar Avenue road project will remove the existing trail between 160th and 167th Streets. Lakeville's share of the replacement costs far the trail will be $1,700. from 160th to 167th Street, and $2,137 for the stretch from 167th Street. to Dodd. Dakota County is participating in a 45/55 match for the costs. Dakota County will pay 100% of trail construction costs for the trail located on the west side from Apple Valley south to Dodd Blvd. Under new business, staff had received a letter from Gary Hertzberg, a land owner adjacent to Ritter Farm Park. His concerns are with the snowmobile. trails in Ritter and the violations.. of snowmobiles .and all terrain vehicles. Staff's response was also attached. It was .noted that there have been some horse tracks in the park off :designated equestrian trails, which is also in violation of park rules.,. since equestrian trails are closed this time of the year.- . The Girl Scouts had sent staff a letter wth_information of what their needs would be for a building at Ritter Farm Park and what is now available. Grenz asked about. what would happen to the Valley .Park entrance signs during the improvement project on Cedar Avenue. He would like them replaced if -there is .roam after the Cedar Avenue project is complete. Staff has requested a response from the Dakota County engineers. Lulf noted the "Welcome to I~keville" sign on County Road 5 is missing. Staff will look into this. Progress of the "Name the Park" contest for Dakota Heights Park was discussed. An article will be coming out in the papers this weekend. 89.16 Since there was no further business, it was moved by Illa, seconded by Lul.f, to adjourn the meeting. Motion passed.
