• PARKS AND RECREATION 'ADVISORY COMMITTEE MEETING
JANUARY 18, 1989
Meeting was called to order at 7:00 PM by Chairman Larson.. .Present were
Zulf, Ilia, Grenz, Larson, McDonald and Messinger. Lovelace had called and
was not able to attend the meeting. Also present were Park Director Steve
Michaud .and recording secretary Judi Ringeisen.
89.b Motion was made. by Ills, seconded by Lulf, to approve the minutes of the
:January 4, 1989 Parks and Recreation Advisory Committee: meeting.
Under discussion, on page 3, third paragraph, County Road 46 discussion did
not .refer to the trails around the Orchard Lake area, however those trails
.were also mentioned. Also on page 3, second to last paragraph, change the
word "was" to "has", a typographical error.
Motion passed. Minutes were approved as corrected.
There were no citizens comments.
Staff has completed .the RFP's for Ritter Farm Park, which have been sent to
the two architectural planners who he is working with. A meeting has al-
ready been set up with Wherman, Bergley and staff expects to hear from`
Barton Aschman soon. He has asked for the material back by next meeting.
The update of the Park and Open Space System Plan was approved by City
Council at their January 17th meeting.
• Some delays in getting building materials for Foxborough will cause the
building not to be opening for this year's skating season as anticipated.
Framing is underway at North Park. Both buildings should be ready by
spring.. All skating rinks are getting good usage, very few problems or
complaints have been received. Also, several positive comments have been
made concerning the rinks.. An adult skating rink ranger has been checking..
rinks on evenings and weekends and is working out well.
The committee looked at the plans of the proposed plat Highview Hills. This
is a 30 acre, 74 single family plat, zoned R-2. No recommendations need to
be made yet by the .committee on this plat. Staff mentioned some other plats
that are still progressing through channels..
Staff has had discussions with the Lakeville Community Corporation concern-
ing the proposed ice arena. A work session will be set up between the .council
and the- LCC soon..
Committee members reviewed council actions of January 17, 1.989.
The Casperson Park development plans were discussed. Now that the ..park has
been ruled ineligible fora grant in 1989, it was decided that minimal grad-
ing twill be done in an effort to coordinate with the City. Hall Building pro-
ject while still working toward the finished product. The funds which would
have. been used for a matching grant in 1989, will be put aside for a matching
grant application in 1990.

89-7 Motion was made by Messinger, seconded by Ilia, to do an updated concept
plan of Casperson Park at this time and to only do the. necessary grading
and seeding work which would need to be done in conjunction'wth the C3ay
Hall 'construction grading"project. Remaining .funds will be set aside to
t4 be used toward a matching grant in the future.
Motion passed..
The 1989 Trail Dedication Budget was discussed. Final documents have gone
to Soo Line Railroad concerning the crossing at 208th Street. More in-
surance maybe required of the City before the crossing can be completed.
Staff will check with Barber Construction to see if he will honor last
summer's prices and if so will be contacted to do the job.
Committee received redrawings of Wayside and James. Jensen Parks. Staff will
be meeting with Fred Hermann, an Eagle Scout, who will be designing flower
beds and doing the plantings at Wayside Park.
On the James Jensen Park drawing, Grenz suggested the bike path should come
in at either the north or south end, not in the middle on Highway 50, Larson
.suggested development begin in the south or west end, since the .entire park
will not be done at once. Illa suggested the gazebo be offset from the trail,
• probably moved toward the east. McDonald asked about the flower program and
has some areas she would like some beds started by private residents in Valley
Park.
Committee asked if there had been any response from the Natural Resources
Committee .concerning the surface water zoning memo which was sent to the
.chairman. Staff said .not yet, but. he will contact him again if he does not
hear from him soon.
The State Bikeway Conference will be held at Cragun's on February 10-12.
Staff suggested a couple-committee members could go, but highly recommend-
ed and preferred they attend the MPRA Conference which will be held in
April. in Rochester. More information will be coming out soon on thatcon-
ference. Grenz, Larson and .Messinger expressed an interest in .attending the
Bikeway conference.
Staff has been in contact with Bill Gallagher, who is interested in holding
a 7 to 10 team tug-of-war tournament at Aronson Park this summer.
A meeting is scheduled with Parkview Elementary Principal Paul Baarson and
the Recreation Supervisor and Park Director on February 14th at 9:30 AM to
discuss the scheduling policies of the school. Hopefully some things can be
clarified so more programming can be offered at that location.

Kevin Ills updated the committee on the Name the Park Contest. Christina
Huddleston Elementaryis ready to be involved, however Crystal Lake Ele-
mentary has not made a commitment.
A new Senior Center. Coordinator position is replacing the position of Senior.
Center. Assistant for Eileen Fondell. The job description was very outdated
and inaccurate and has been reevaluted and: upgraded. The reevaluation; and
position recommendation will now be forwarded to the City Council for review..
Grenz asked what would happen to the brick pillars at the entrances to
Valley Park with the widening of Cedar Avenue. Staff will-check with the.
engineers and see if any provisions have :been made. The trails. will be on
both-sides of Cedar.
Grenz asked about .long term funding for park renovations in the future when
.the park dedication fund is not so active. In the..system update there-.will
be some.. consideration given to this questions.
The Southern Dakota. County Sportsman Club has been contacted and have made a
. commitment.. to support the aeration of Lake Marion. Several methods of
aeration are being exp ored, since there are several types available.

to adjourn the meeting.
