JANUARY 4, 1989
Meeting was called to order at 7:00 P1K by Chairman Larson. Present were
L~ulf, 7AVelace, Illa, Grenz, Larson, McDonald and Messinger. Also present
were Park Director Steve Michaud and recording secretary Judi Ringesen.
89.1 It was moved. by Grenz, seconded by Messinger, to approve the minutes of
the Parks and Recreation Advisory Committee meeting of December 14, 1988.
Motion passed.
Nominations were opened for election of committee officers for 1989.
Messinger nominated Jeff Larson for Chairperson, Kevin Tlla for vice
Chairperson and Larry Lulf for Secretary.
89.2 It was moved by Grenz, seconded by L~zlf to close nominations.
MOtlOn passed.
89.3 It was moved by Lovelace, seconded by McDonald, to approve the slate of
officers for the Parks and Recreation Advisory Committee for 1989.
Motion passed.
There were no citizen r..omments or presentations.
Staff c~miented that construction of the building at Foxborough Park is
moving along well. Committee members commented that they were pleased
with the way it looks and staff commented he is pleased with the size.
• The crew that did the frantirig of the building has moved to North Park.
The building at Foxborough was hooked up to propane. for winter heat
because of the expenses of running natural gas lines in the whiter. It
will be converted in the spring.
Staff is making progress getting the aeration system for Lake Marion;
designing a temporary culvert baffle system to be installed and preparing
a permit application for the DNR and a Core Project application for a more
permanent system. McDonald asked about the danger of open water when the
system was installed. Staff explained the process using a diffuser and
also said the system would be close to shore and would be pasted or
possibly fenc~l. Lake Marion, since it ranks so high in fishing
popularity, should be granted funding easily. Lovelace asked if there is
a possibility Of multiple aerators. Staff thought that would be possible
and may be necessary.
The skating program is going well. There have been a few calls to City
Hall with suggestions for the rinks to stay open later on New Year's Eve.
Staff thought that a family skating party would be a possible event for
later this month. There is a new adult rink attendant who staff would
like to become a part time ranger, checking the rinks at night and on
weekends.
There have been a few calls about snowmobiles in Lakeville not following
the ordinances. More signs have been posted and articles published in the
newspaper. Committee suggested having a trail map published..

• Staff reported the cross country ski program was going well until it got a
little too warm this week. The trails have a good solid base, but mare
snow is needed.
Burnsville, host of Star of .the North games, has asked for use of North
Park soccer fields for the games for a weekend in June. The Pan-O-Frog
soccer tournament wants to use North Park fields the weekend of July 4th.
Staff felt the Star of the North games could wear down and damage the
fields for the Pan-O--Prog tournament, however committee also pointed out
that these games would be good econarnics for Lakeville businesses. Staff
will try to come up with a way to do both.
Issues on the next council agenda pertaining to the Parks and Rec
Committee include the park dedication fund budget, cross country ski trail
grooming agreements with Rosemount and Eagan, and a maintenance agreement
with Clean Flo for the aeration system in Valley Lake.
The recreation division's After School Programs are being well attended at
ISD #194's elementary schools, however Parkview Elementary School in ISD
#196 has not allowed programs at that site yet. Staff will meet with the
principal to get his feelings .about what they would need to do to get the
program initiated at that site.
The Brackett's Towntiomes 3rd Addition change is the elimination of a lot
and the moving of a storage building. Grenz would like a path to connect
• Brackett's to the Orchard Lake area.
Another new plat, Wensmann Hills, west of Clay's Acres on 210th Street, is
19.5 acres and will consist of 40 single family homes. The Meadows. Park
would serve the plat and some trails could possibly be installed for
better access. Holding ponds for the area adjoin the Meadows Park and the
depth and aesthetics of the pond were discussed.
Staff has discussed the Caspersen Park grant with council, who feels it
will be difficult to break the grant in half and decide what will be done
this year as opposed to 1990. If it was decided to spend all the funds in
one year, the project could conceivably be accomplished. Committee is
divided over whether to spread the project aver two or three years, or to
get it all done at once. Committee discussed. the time line for bidding
and construction. Larson reminded the conmiittee that the council decision
would of course be the determining factor.
McDonald mentioned the concert series and asked that more publicity be
given next stormier to the series.
Staff showed the commmittee the design plans for Wayside and James Jensen
Parks. The Wayside plans include a picnic area, internal trail. and a
vault toilet, along with some screening shrubs. No trail crossing will be
allowed from Soo Line Railroad but at the time the railroad is abandoned,
some road realignment may take place.

The co~rnnittee also discussed possible sites for a major neighborhood park
on the west side of I-35, an area relatively flat, which would need
minimal grading and destruction of trees for development. The area would
need to be accessible by trails and will be identified in the updated Park
System Plan.
In James Jensen Park, the design plan is for two bridges, a complex of
formal gardens with walk through paths, a gazebo and a trellis structure,
a memorial structure, and open space for civic functions. The existing
skating rink will be relocated to Jaycee Park.
Committee reviewed the County Road 46 bike trail resolution which was
approved by the council on Tuesday, concerning trails in the Orchard Lake
area. The county has been slant to respond on what kind and how much
assistance they are willing to give. Staff is waiting for their
response. .Pat McGarvey will write a letter to go with the .resolution to
the county.
Gerry Grenz and Jeff Larson were reappointed to the Parks and Recreation
.Advisory Committee by the council.
Kevin Illa reported he had contacted the principals of Crystal Lake and
.Christina Huddleston Elementary schools concerning the renaming of Dakota
Heights Park. The committee discussed the format for the contest and what
prize would be offered to the winner or_class of the winner. It was
decided that the deadline would be February 14th. Illa will be the
coordinator.
Sign quotes and designs were shown to the committee for the multipurpose
trailway. Major signs are 10" X 20" and show directions and mileage to
various points. 'T'here will also be reassurance signs posted along the
trailways. Grenz suggested display cases with maps of the bike system to
be strategically placed. Total lea quote was $2,850 from Gopher Sign, to
be paid for with bond referenclwm funds. Several major events will be
planned in conjunction with the trails system this year. The cozrnnittee is
still hoping for a light or safe crossing at 170th Street when Cedar
Avenue is improved.
Staff told .the committee he had been contacted by a sailing instructor who
works through the Red Cross. A sailing instruction program may be
initiated far 1989.
After review of the Forestry Plan developed this stmffner, Larson would like
to see the plan implemented, if only partially. Staff said the budget is
very large for the whole plan and ~Iras not been included in the 1989
budget. Staff will look into what aspects of the plan might fit into the
proposed 1989 maintenance budget.
Under other business, Ritter Farm Park farmland rental was discussed. The
comanittee felt that because of a new master plan and park system plan
being developed, the land should not be tied into a rental contract.

89.4 Motion was made by Grenz, seconded by Lulf, to r~ to council not to
renew the contract for farm rental at Ritter Farm Park because of the
pending development of the park.
Motion passed.
89.5 Since there was no further business, it was moved by Lulf, seconded by
Lovelace, to adjourn the meeting.
Motion passed. Meeting adjourned at 10:00 PM.
