PARKS AND RECREATION ADVISORY COMMITTEE
AUGUST 20, 1986
The meeting was called to order by Vice Chairman Grenz at 7:00 PM. Members
present were Grenz, Messinger, Lovelace, Olmsted and Gramstad. Anderson
and McDonald were unable to attend. Also present were Park Director Steve
Michaud, Steve Grittman from NAC and several Lakeville residents.
The next order of business was the approval of the Park and Recreation
Committee minutes of August 6, 1986.
$6-51 Motion was made by Gramstad, seconded by Messinger to approve the minutes
as read.
Motion passed.
The public hearing on the proposed bike trail relocation has been
rescheduled for September 3, 1986. Notices have been published in order to
inform citizens of this meeting in hopes of getting public input.
At this time Steve Grittman from Northwest Associated Consultants showed
the Park and Recreation Committee two concept plans of Casperson Park.
These plans were based on what was discussed by the Park and Recreation
Committee at their last meeting including a paddleboatfcanoe area, waiting
dock, picnic shelters, a multi-use trail system, volleyball, horseshoe,
exercise course, softball fields and picnic areas. Plan A showed 310 car
parking spaces, with $ showing 342. Each plan shows 72 car and trailer
spaces.
Staff and committee commented on several areas; swimming problems,
crosswalks, handicapped and senior citizen parking and fishing areas.
Steve Michaud stated he had received a call from Nancy Smith, 19127 Orchard
Trail, stating her concerns about the increase in the trailer parking
spaces.
John Ost, 19099 Orchard Trail, commented on concerns about natural beauty
being spoiled and amount of traffic on the lake. He feels 72 spaces should
be put to a citizen vote. Mr. Ost also commented on incompatibility of
speedboats in the same area as paddleboats.
Howard Luedtke, 19115 Orchard Trail, commented on no wake zone being
ignored by boaters.
Karen Arneson, also a lake shore owner, said she voted for the referendum
but is concerned about the increase of out of town people using launch and
also pollution on the lake from non-residents. Steve stated most major
pollution occurs in the winter from the ice fishermen.
Mr. Luedtke asked about concessions and staff relayed that some may be
available. His other suggestion was to reopen Antlers boat launch to
distribute the traffic more evenly.
Mr. Ost stated a concession stand would also add to the pollution of the
lake and the residents' shorelines, because of the direction of the winds.

Committee member Larry Olmsted stated he thinks the majority of the boats
in Lake Marion are fishing boats and he feels they are not a problem.
Staff instructed the citizens present to come back to the next park and
recreation committee meeting on September 3, 1986, when these issues will
be discussed further. Staff feels that when Dakota County Sheriff Morrie
Crosbie is back to work, violations on the lake will diminish, and that is
probably the root of the problem.
Staff and committee stated that 40 was an estimation of the amount of boats
on an average day using the launch, until it was recorded on a daily basis
and found to be much higher. Parking fees cannot be charged due to DNR
restrictions.
Craig Francois, 16245 Garner Avenue, was in attendance and asked questions
about the mining potential of Casgerson property. Steve Grittman estimated
anywhere from 20-50,000 cubic yards of gravel at an estimated worth of
33-50 cents per yard could be mined, depending on the final plan selected.
The committee continued to discuss concept plans in detail with possible
removal of paddleboat rental, concessions, and placement of stop signs for
speed control.
• Committee member Messinger suggested using the City newsletter to aid
public awareness in reporting violations on the lake and also informing
boaters of rules and regulations of lake use.
The next item of discussion was Valley Lake Park and Parkview Park. Mr.
Francois wished to see some single family picnic areas, trees and new sod
in these areas. Concept plans are not yet available and committee
discussed what they would like included in the concept plans. Discussion
also centered around Valley Lake and the possibility of continuous year
around aeration to improve the water quality.
Committee member Grenz suggested the possibility of the twenty acres at
Aronson Park being turned into a tree nursery and. nurturing area for
transplanting into parks at a later date. Staff felt this could be
feasible and will look into it.
Staff reported the bike trail is completed to Antlers Park from downtown.
Some fencing will be done in order to prohibit motorized vehicles on the
trail.
Specifications for grading are prepared and sealed quotations will be
requested for Dakota Height Park. Staff also informed the committee that
bids are being secured for the Orchard Lake Beach area to complete work
which was part of a previous grant. Other items were reported to the
committee: Orchard Lake Park fencing is complete as part of the bond
• referendum; Lakeridge is finished rough grading, seeding is being bid on;
council authorized purchase of playground equipment at their August 18,
1986 meeting.

The Aronson Park paving project was discussed. Committee member Lovelace
suggested a method of eliminating the paving of some roadway areas by
relocating or combining the parking areas near the cemetery. Staff felt
this was a very good idea.
Staff reported he is working with the developers in the Dodd Point area to
secure an easement for access from that area into the Valley Park area.
Under new business, staff showed the committee a map showing a new plat
which will be north of North Park and also the existing plats in the area,
including the Girl Scout property. Staff suggested the possibility of
acquiring the Goose Lake property, now owned by the Girl Scouts, as a
passive park area for these new neighborhoods. This would be put into the
master plan and possibly acquired through park dedication when this
property is developed.
86-52 There being no further business, it was moved by Messinger, seconded by
Lovelace to adjourn.
Motion passed. Meeting adjourned at 10:40 PM.
