PARK AND RECREATION COMMITTEE MINUTES
MAY 28, 1986
Chairperson Anderson called the meeting to order at 7:00 PM. Roll call was
taken: Anderson, McDonald, Messinger, Gramstad, Grenz and Olmstead were
present; Lovelace was absent.
The next order of business was the approval of the Park and Recreation
Committee minutes of May 7, 1986.
85-36 It was moved by Olmstead, seconded by Gramstad, to approved the minutes as
read.
Motion passed.
The next order of business was the Park Director's report. Under
maintenance operations, staff reported that several projects were underway
which included several projects at Antlers Park, installations of all the
beaches, daily mowing crews cutting all the grass, doing repairs on
miscellaneous facilities, maintaining equipment, installing lifeguard
stands, finishing the borders around certain playgrounds, etc.
We still have several wet spots in several of the parks which is making the
grass cutting very difficult. Many repairs have been made to the Bunker
Hill restroom facility, spraying in all the parks for weeds has been
completed, sand is planned to be delivered to Antlers park to finish off
• the beach area the first week in June.
It was reported by member Grenz that the safety light at Valley Lake Beach
has been broken and should be repaired.
Staff reported that the full time summer employees for the maintenance
department have all been hired. Interviews for the Park Ranger have been
completed and a selection will be made shortly.
Under the heading of development projects, several projects are continuing
including the completion of the Antlers Park beach front, repairing of
several areas that were under construction in 1985, the preparation of the
concession stands far the opening of the beach, etc.
The recreation division has been very busy preparing its plans an programs
for the summer along with the activities ongoing at the Senior Citizen
Center. All the staff for the recreation programs and lifeguards have been
hired. Lifeguards are presently working on beach equipment and doing
inservice training in preparation for the opening of the beaches on June
9th.
Staff reported. to the committee that planning will begin June 2nd on the
ways and means of implementing 1986 Park Bond Referendum Projects. Staff
will develop a recommendation as to the approach to take, including the
areas to be bid, areas of specifications being drawn and the purchasing of
playground equipment and other apparatus for the parks. This plan should
• be prepared and presented to the committee by their June 18th meeting.

Item number four was a review of plats and updates. The committee received
a host of Planning Commission minutes, Council minutes and several reports
from the planners and engineers. Staff alluded to a couple of issues in
the Planning Commission meeting minutes involving discussions on the
feasibility report on Highview Avenue which did not include a bike trail
and reports received by staff on the status of the Airlake Airport.
Committee members wish to be kept appraised as to major projects or plans
such as the airport.
Staff reported that the council had proceeded and authorized condemnation
for the property on Valley Lake Park at their May 19th meeting. Staff has
requested a chronology of the condemnation proceedings starting from
council's authorization through the quick take process which will be sent
to staff as soon as possible from the attorneys.
The next item of discussion was on an impending development presently named
as Raven Lake. Staff informed the committee that this particular piece of
land is being looked at because of pressure from surrounding plats being
developed by Grohoski. There are several considerations of roadways to the
property and where the location of the park will be. This area is
identified in the park comprehensive plans as a location for a passive
neighborhood park. There were several questions and answers concerning the
• area. The committee then scheduled anon site visitation to Raven Lake on
June 5th at 8:00 PM, leaving from City Hall. All committee members wishing
to visit the site can meet at City Hall or meet on site.
Staff informed the committee of some potential plats being considered along
Highway 50 just northeast of the Lakeville High School. There was
discussion concerning .several other projects, including the overlay of the
frontage road out on 35W by the fishing bridge, the rebuilding of Kenrick
Avenue and the installation of a trail along side of the street and the
progress of the 35-50 road project and bike trail construction.
Moving on to old business, member Larry Olmstead requested that the trail
access from Dodd Trail development to Dodd Park be continued along Dodd
Road and cross and Dodd Blvd. at Foliage Avenue to give Dodd Park residents
access to the Valley Park trail and eventually to the master trail system.
Staff did not think that was a problem that couldn't be solved.
Staff informed the committee that the playground for Antlers Park has been
delivered and is planned for installation starting Wednesday of next week.
Staff informed the committee that the police have been ordered to enforce
parking violations on Juno Trail around Lake Marion. There was much
discussion concerning the tremendous impact of boats and trailers at the
Casperson property/Ramburg boat launch. It was suggested by the committee
that a summer long survey of the boat launch users be conducted in order to
• review the impact of use at that site. It has been suggested that the
proposed forty car parking lots for the Casperson Property development
would be too small.

There was a discussion on the sweeping of the Valley Park Trail along Cedar
Avenue. Staff will inform the street department to sweep the trail every
time the sweeper is available in that part of town.
There was discussion about the Dodd Ridge plat, how the bike trail could be
extended through the plat, especially when the third addition comes into
development stages, in order to potentially serve the Countryview Mobile
Home Park with a trail someday.
There were questions concerning the continued grading project of the
Foxborough Park on the north side of the creek.
The committee also decided to have its annual tour on June 18th, their
second regular scheduled meeting for June. The meeting will start at 6:30
PM at the Lakeville city council chambers. The regular scheduled meeting
for June 4th has been cancelled and will be held only if there is a need.
Staff will inform all committee members early in the week.
