HomeMy WebLinkAbout04-02 CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MINUTES APRIL 2, 1986 Roll call: Anderson, Messinger, Grenz, Gramstad and Lovelace were present. Park. Director Steve Michaud was also present. The next order of business was the approval of the March 19, 1986 Park and Recreation Committee minutes. 86-27 It was moved by Anderson, seconded by Messinger, to approve the minutes as read with the addition of one omission as noted by committee member Messinger. It should be noted that the barricade boards on Cedar Avenue bike trail need to be repaired. The minutes were then approved. The next order of business was the Park Director's report. Staff informed the committee that the maintenance department had several tasks going on. Examples included the cleaning of the trail in Valley Park, the starting of the lake aeration in Valley Lake and the winterizing of equipment which has been completed. All our reel mowers have been sharpened. This year staff sent John Hoger to a special school to learn how to have our reel mowers sharpened and using the sharpening machines at the city of Burnsville, we were able to get all our reels sharpened for time costs only. Normally, this is completed twice a year for a considerable amount of money. • In the recreation division planning is underway for summer activities. Our annual Easter hunt, a special event, went very well. A group recently went to the Omni Theater, which was a very successful trip. The Senior Citizen Center is going along very well with members being very active. Summer maintenance positions are now being advertised for the park maintenance department. The hiring of summer playground attendants and lifeguards and other miscellaneous jobs within the recreation division are also being advertised at this time. There was discussion on the summer maintenance schedule which was sent to committee members. Apparently there were some projects no specified in the maintenance program concerning Bunker Hill park. Staff informed the committee that those projects are scheduled and will continue as time is available. The next order of business was the update on the bond referendum. Staff informed the committee that everything was going along fine. A completed calendar, starting from the first of April through the bond date has been completed and will be sent to all committee members. The bond brochure is now being laid out and will be at the printer. Several other committee members are also actively working on their projects and everything seems to be going fine. Support for the issue still remains positive. There were several suggestions by committee members as to direction and the upcoming campaign through the month of Apri L • Park and Recreation Committee minutes April 2, 1986 • Page -2 Item number five was a review of the Logarto Third Addition plat. Staff informed the committee that this is a preliminary concept drawing that is being presented for review. After reviewing the concept plan, the committee members had these suggestions. First, that there be some kind of an access to 161st Street or Upper 161st Street, allowing access to Oak Shores Park. The committee feels strongly that the accesses be provided so that the children and other park users have safe access to the facilities within their area. Item number six was a review of the Woodridge Third and Fourth Additions plat. Staff discussed the memos from David Licht. The planners have some concerns about a proposed park for that area and some road layouts. Staff stated that before any decisions can be made, concept plans of the entire area should be made available and all the options reviewed with respect to road alignments and the park. Staff will request copies of the concept plans to be presented to the park committee at the next meeting. Item number seven was a review of comments by the Planning Commission and citizen complaints relative to the Bracketts Crossing plat. Staff reported that apparently there were several citizens in the Orchard Lake area concerned about the roadway accesses and other issues surrounding the • Bracketts Crossing plat proposal. Somewhere. in the conversations, there was made mention about the need for park properties as opposed to a cash contribution. Steve was requested to prepare a memo outlining the facilities available to the persons who would live in that area. Apparently citizens thought that a development of this size would inundate the beach and Orchard Lake Park. The memo addresses all types of recreational facilities available besides the beach and the park and it is the opinion of the park director that this development will not overwhelm existing facilities and opportunities in the area. The park committee also concurred with the recommendations. The park committee also went on to address the need for a trail connection between Minnreg Road and 175th Street along Judicial Road. This has gone on record before and the committee wants to maintain that position that some type of trail be implemented to connect Minnreg Road and 175th Street. Item number eight was a recommendation on the Carroll Subdivision on 160th Street and Cedar Avenue. Staff reported that this was a small plat being subdivided on which the city was considering putting a liquor stare operation area. At this point the plan is in the concept stage. It is recommended that a cash contribution would be the most appropriate recommendation when this plat is officially received or reviewed by the Park and Recreation Committee. Item number nine was a review of the Airlake Business Campus plat on Holyoke and County Road 70. Staff informed the committee that is is just a • two lot expansion of Airlake Industrial Park and that there was no need for park property here and a recommendation for a cash contribution would be Park and Recreation Committee minutes April 2, 1986 • Page -3 appropriate. Once these plats become active again, staff will make sure that they are run by the Park Committee for review and recommendations at the appropriate times. Under old business, Steve informed the committee that he was preparing a LAWCON/LCMR Grant for submission to the state and federal governments. Small amounts of money are available and if the bond referendum does pass, the possibility of getting additional funding is available. 86-28 There being no new business, it was moved by Messinger, seconded by Lovelace, to adjourn the meeting.
