PARK AND RECREATION ADVISORY COMMITTEE
SPECIAL WORK SESSION
FEBRUARY 11, 1986
Roll call: .Members present were Debby Anderson, Pat Messinger, Howie
Lovelace and Duane Gramstad. Park and Recreation Director Steve
Michaud was also present.
The purpose of the meeting was to review a document outlining job
responsibilities far the citizen task force bond referendum committee.
Committee members requested that several copies of the bond referendum
package be copied so that individual citizens would be able to have a
copy to reference when questions are asked.
The first order of business was to approve the minutes of the-Park and
Recreation committee meeting of February 5, 1986.
86-17 Motion was made by Messinger, seconded by Anderson, to approve the
minutes as read.
Motion passed.
The second order of business was to discuss the park dedication fund
as it relates to concerns of recent apartment buildings and other
multiple units being built without paying the park dedication fee.
• .Staff explained that the issue was brought to Jim Robinette who in
turn provided several memos as to the platting process. Basically the
building are being built on previously platted properties for single
lots zoned for those types of buildings. Park and Rec committee
continued to express a concern for the impact on the park system as a
result of the several families that would move into these high density
apartment complexes.
Staff went on to review some of the boundaries and locations of North
Park and also provided information to the committee concerning the
development of the three seasons porch and acoustical work in the
senior center as part of the bond issue. After discussions Pat
McGarvey said he feels that the cost to complete these projects as the
senior citizen center could be absorbed in the band issue without
affecting other projects.
The committee was informed that the permanent grading plan on the
proposed North Park along Ipava Avenue seemed to be somewhat
expensive. Staff would be meeting with Tim Erkkila to work out
alternative space on the proposed budget as outlined in the bond
referendum package.
Staff informed the committee that no work had been comgleted relative
to the site lines of the Antlers Park trail where it meets County Road
64 at Antlers Park. The committee was informed that the graphics for
the bond referendum presentation would be available for the February
• 19th. presentation to the task force and interested citizens.

The next item of business was to discuss the task force duties and
responsibilities. Staff handed out a memo outlining the various
responsibilities with different committees that would be necessary to
be successful at passing the bond referendum proposal. Committees
went through the memo and felt the outlined duties would work well
with spelling out exactly what would be expected of those persons
volunteering their time on one of the subcommittees.
There were several items relative to the strategies of the bond
referendum discussed. From all indications, there were several
citizens who were willing to assist in the support of this issue and
that momentum was beginning to grow in the positive sense.
86-18 There being no further items, it was moved by Messinger, seconded by
Anderson, to adjourn the meeting.
Motion passed. Meeting adjourned at 8:30 PM.
