• PARK AND RECREATION COMMITTEE MINUTES
DECEMBER 4, 1985
Roll call: Messinger, Anderson, Grenz, Gramstad and Lovelace were present.
Member Briscoe called and could not be at the meeting. Park_Director Steve
Michaud was also present..
The next order of business was the approval of the Park and Recreation
Committee minutes of November 20, 1985.
85-64 It was moved by Messinger, seconded by Anderson, to approve the minutes as
read.
Motion passed.
The next order of business was the Park Director`s report. Staff informed
the committee of various maintenance tasks that were now in progress. The
maintenance crews spent three days plowing out the rinks and skating areas.
The crews have begun flooding on double shifts to build the ice in prepara-
tion for the :December 21st opening.
Christmas decorations were installed on Friday, December 6. All trails in
the city have been groomed for cross country skiing. Ski trails will offi-
cially open on Saturday., December 7 in Ritter Farm Park. Staff informed the
committee that with all the new snow, several. snowmobile violations are
• occuring within the parks. Several additional "No Snowrnobiling" signs will
be installed at .various abuse .areas.
The aeriation system at Valley Lake has been disconnected due to potential
safety hazards of open water on that pond.
The committee members asked if the maintenance department could groom ski
trails at smaller individual parks. Steve reported that they will attempt
to do this. It was suggested that a news article be written to advertise
the potential of providing groomed ski trails at various major parks.
Under development projects, the electrical installation at Foxborough has
become very questionable considering all_the snow. The acquisition of ease-
ments for the bike trail to Antlers Park .has had no progress. There was much
discussion concerning the meeting with Dakota County and the basic trail
system program being prepared and recommended by Dakota County. Staff will
keep the committee ..informed as to progress toward establishing a second public
hearing whereby all commissioners would be present to listen to the various
cities within Dakota County express their needs for trails.
A letter will be written to Northland Mortgage documenting their agreement
to complete the grading and leveling of Foxborough Park on the north side.
Under recreation. programs, the Winter Brochure .was handed out to the Park
and Rec committee. Several programs were planned for this upcoming winter.
• Steve informed the committee of a cooperative effort by Burnsville, Apple
.Valley, Eagan and Lakeville to co-sponsor a Grand Slam series of foot races

which would coincide with each city's major community celebration. The
combined effort would provide runners with the opportunity to participate
in their local community races, each race enhancing the others. Other
combined community events were being planned to enhance the recreational
opportunities for our citizens taking advantage of combined economies..
Item four was a discussion of the Casperson property.. As of the meeting
our letter from CED on the geological study of the site had not been re-
ceived. Committee members were. somewhat upset and wanted to know why
this issue was taking so long.. Steve would talk to Pat and Keith.
Under the bond referendum, there was no report. Committee members thought
that time was slipping by and more emphasis should be put towards develop-
ment of a bond issue which would include .a time line of events, detailed
description, cost estimates of all proposed projects and development of an
additional .citizen committee. Staff suggested that the next meeting be
devoted solely to the planning of the bond referendum.
Under old business, staff informed the. committee that council had authorized
the condemnation of the property next to Antlers Park. .Staff informed the
committee that all. applications for easements along and crossing both county
roads for our bike trail to Antlers Park had been submitted. There was dis-
cussion as to the site distance along County Road 64 going into Antlers Park
• where the bike trail will cross.
It was suggested that there be an appraisal of the property around Valley
Lake Park. Member Messinger asked again about the snowfence along the side-
walk by Parkview Park, leading to Parkview school. Staff had contacted the
street department and found out that the installation of a snowfence would
not be advisable at that location. .Steve guaranteed that the sidewalk would
remain open.
Member Gramstad complained about the sharp dropoffs along India Way. Several
citizens have driven off the sides of India Way and become stuck. It is also
very difficult to locate India Way where it intersects with County Road 64
because there is no light present.. It was also stated that there is no street
sign at that location.
85-65 There being no further business, it was moved by Messinger, seconded by
Anderson, to adjourn the meeting.
Motion passed. Meeting adjourned at 9:00 PM,~
