PARK AND RECREATION COMMITTEE MINUTES
SEPTEMBER 18, 1985
The meeting was called to order at 7:00 PM.
Roll call: Lovelace, Messinger, Grenz, Gramstad and Briscoe were present.
Chairperson Anderson could not make the meeting. Park Director Steve
Michaud was also present.
Item two was the approval of the Park and Recreation Committee minutes of
September 4, 1985. There was a correction mentioned by committee member
Gramstad concerning the minutes. On the first page, last paragraph it
stated there was a mower accident when in fact the accident involved a
tractor in the street department.
85.54 Motion was made by Gramstad, seconded by Briscoe, to approve the minutes
as corrected.
Motion passed.
The next item was the Park Director's report. Staff explained that the
maintenance department was still cutting grass on a regular schedule due
• to the amount of rain that we are receiving.
All beaches have been broken down and stored away for the winter. The
final clean up, landscaping and seeding was complete at Antlers Park. The
part time staff had begun painting warming houses and rinks. The Meadows
Park warming house has been repainted with a new color paint. The members
had asked to inspect the color and make reaction at the next meeting. The
Park Maintenance Dept. is also working on several repairs on warming
houses and rinks. Miscellaneous washouts are being corrected and seeded
as are several other minor repair projects. Presently the park
maintenance dept. is operating with a skeleton crew due to the fact most
of the summertime help has returned to school.
Under development, once again Antlers Park has been completed. The
seeding and landscaping job came out very nice. The new proposed roadway
east of Antlers Park has also been started and is expected to be drivable
sometime this fall.
All of our playground equipment for Foxborough, Dodd Park, Oak Shores and
Bunker Hill has been delivered. Installation is planned the week of
September 23, weather permitting. Staff has been out and marked all
locations for playground equipment, getting ready for the installation on
Monday.
Foxborough Park landscaping/seeding job came out very nice. Staff
reported that a meeting was held with Suburban Engineers and Northland
• Mortgage on the plowing, grading, landscaping and seeding of Foxborough
Park on the north side of the ditch. Staff is awaiting final word from
the developers and Suburban Engineers on what will take place over there.

The land acquisition project for Antlers Park is continuing and at these
minutes, the final lines have been determined and the property owner has
agreed to complete the project of acquisition.
The committee was informed that an easement along the ditch recently
completed to lower Lake Marian has been secured for use as a bike trail.
Property owners are also considering an easement from the trail directly
into the Antlers Park area next to the picnic pavilion. This would
complete a vital link from downtown Lakeville to Antlers Park and on to
the High School. At present we are considering going through Antlers Park
along Italy Avenue to 199th Street to Jaguar Avenue then into the property
south of Lakeville High School and on to the High School property. Amore
detailed progress report will be given at the October meeting.
Staff reported to the committee that plans for redoing the Senior Center
three season porch into a pool room have been completed by Tillges
Construction. The plans and concepts will be presented to the Lakeville
City Council at their October 7th meeting. Plans and cost estimates should
be ready for the Park Committee by their first meeting in October also.
Staff informed the committee that responses have been completed and mailed
to the Dakota County Park Planning Dept. relative to the county's five
• year capital improvement bike trail. plan. Also, a review has been
completed on the Metropolitan Park and Open Space System Plan and mailed
off also.
There have been a couple budget meetings for the 19$6 budget. Council
will be meeting September 23 to review final recommendations for the 1986
budget.
Item number four was a review of the Dakota County Capital Improvement
Program by the committee. Staff reviewed a letter prepared in response to
the capital improvement program. Several ideas were exchanged. Committee
member Grenz suggested that Highview from Dodd Blvd. south to 202nd St. be
designated as a county bikeway. This will allow for more direct access to
downtown Lakeville, as opposed to continuing on Dodd south to Co. Rd. 64.
Staff will include this as part of the review and recommendation.
Item number five was a review of the Park System Plan by the committee.
Staff was given a list of changes recommended by the committee at their
last meeting. Steve will continue on with the review of the document and
have the final revised document in October.
Under new business, there was discussion on Brad Johnson's apartments on
208th Street relative to the park dedication fees.
There was a discussion on access to Valley Park roadways from Dodd Pointe
Development. Committee members suggested that we look into an easement or
• purchasing a lot to allow for pedestrian and bikeway traffic to flow into
Valley Park and onto the schools.

Under old business, the committee discussed the progress of the Casperson
property. Staff informed the committee that grading plans, site plans and
cut and fill plans have just recently been completed and that borings will
be taken on the property to determine the amount of gravel and its
quantity and value in the near future.
85.55 The committee felt strongly that this issue continue with momentum and
with that Messinger moved to indicate to city council that the Park and
Recreation Committee is still very supportive of the purchase of the
Casperson property and wishes to continue the efforts to achieve that
goal. Motion was seconded by Grenz.
Motion passed.
Committee members asked about blocking off the bike trail along Cedar
Avenue at 160th Street. As of these writings, the trail has been blocked
off by curb stops and an additional stop sign and bike route designation
sign installed.
Committee member Messinger requested that the grass be cut along Cedar
Avenue. As of this writing, attempts have been made and requests have
been made but all city staff and crews were extremely busy.
• Member Messinger still had some concern on the city's response to the weed
problems around Valley Lake Beach. Committee member Lovelace wanted to
know where our Star City signs were. Member Briscoe asked about the
installation of the second "Children at Play" sign for Independence Park.
As of these writings, this sign has also been installed.
Staff informed the committee that a meeting will be held at the Lakeville
VFW on September 26th at 7:30 PM with the Lake Marion Homeowners
Association to discuss Antlers Park, Casperson Property and potential
development of boat launching and parking facilities. Further discussions
on the Casperson property, it was suggested by Grenz that Dakota County be
contacted for possible purchase of this area. Staff would make some
inquiries.
85-56 There being no further business, it was moved by Messinger, seconded by
Lovelace, to adjourn the meeting.
Motion passed. Meeting adjourned at 9:15 PM.
