HomeMy WebLinkAbout08-07 • CITY OF LAKEVILLE PARK AND RECREATION COMMITT£sB MINUTES AUGUST 7, 1985 Roll call: Anderson, Briscoe, Grenz, Lovelace and Messinger were present. Member Gramstad could not make the meeting. Park. Director Steve Michaud was also present. Item number two was the approval of the July 31, 1985 committee minutes. It was moved by Anderson, seconded by Grenz, to approve the minutes as read. Under discussion, committee member Messinger wished to have the minutes reflect discussion on the installation of barriers at 164th and .162nd Street along Cedar Avenue in Valley Parka 85-47 It was then moved by Messinger, seconded by Lovelace, to . approve. the amended minutes. Motion ..passed. Item number three was a review of the concept plan of Rolling Oaks Park. Concept plans are not available at this time and will be discussed at the next meeting. Item four was a discussion of the bikeway plans report. The committee was informed that a possibility existed that the city .may be able to include a bikeway within the easements used for the draining of Lake Marion. The committee was informed that Pat Farrell, City Attorney, informed the City Council negotiations and contracts on that easement had not been finalized and that for the right price, the potential existed that the bikeway could be used within the easement. Steve will report to the committee as soon as he hears a word from the attorney's office.. The committee was also informed that Highway 50 from the High Schaal access around the corner to the south was planned to be redone or realigned by the Highway Dept. either this year or next year. This particular stretch of property is identified as a potential access to the High School property for our bike trail. Steve will inform Keith Nelson of this fact and. request the State of Minnesota to plan for and implement this segment of the trail. • Park & Recr eation Committee Minutes August 7, 19$5 Page -2- The committee then reviewed briefly the bike trails plan. There were several comments relative to the locations and different alternatives for the proposed trail from downtown Lakeville out 207th Street over to Antlers Park and up to the High School.. Staff informed the •committee that proposed costs for construction ranged from $100,000.00. to $144,000.00 without acquisition. Committee members made several comments relative to the importance of the installation of this trail relative to the recent survey results and several comments to committee members from the general population. Item five was omitted. Item six was a discussion of .Valley Lake and beach update. .The citizen concern relative to the condition of the property around Valley Lake. Beach. is still very high. Several residents at present are talking with the county weed inspector in an attempt to get the area cleaned up. Several • comments were made relative to the same old problems. that exist on this property. Committee .instructed the .park director to .draft a letter requesting some type of reaction from the landowner as opposed to dealing with the realtor, Clair Pope, who has ignored several attempt to communicate. with either the citizens or city hall. Item number seven was an update of Antlers Park. Staff informed the committee of progress on the beach front plus .negotiations for the closing of the existing Indra Way and its relocation further east. Staff will keep the committee informed as progress is made concerning this project. Item eight was review of council actions. Staff informed the committee that council authorized the purchase of playground .equipment for Dodd Park, Oak Shores Park, Foxborough Park and Bunker Hill Park. Council also authorized the development of conceptual plans for the Casperson park property proposal. Under new business, there was discussion on the proposed uses of .the Casperson property, if it was purchased. Ideas such as sailboat slips, concession buildings,. water boats, camping, canoe rentals, picnic grounds, scenic overlooks, group picnicing, etc. were all suggested by the committee. • • Park & Recreation Committee minutes August 7, 1985 Page -3- Under old business the committee was informed of a particular incident at Valley Lake Beach were a person, dressed in combat fatiques and carrying a simulated M-16, was swimming around in the water, which frightened several neighbors which in turn sent the Lakeville Police out there. Apparently the person was practicing swimming with the rifle as part of some military training he was going through and it was a false alarm. Continuing under old business, staff presented the master plan concepts of the Woodbury Park area and trail connection to Foxborough Park. It was decided that as much high ground as possible for Woodbury Park would be tilled and put into seed and a small playground built for the neighborhood use. For athletic fields and more intense usage a trail would be developed along the waterway or flood zone to Foxborough Park which would only be a five minutes ride or walk. 85-48 It was moved by Anderson, seconded by Grenz to recommend to • city council approval of the Woodbury Park master plan concept with its pedestrian access connection to Foxborough Park. Motion passed. It was suggested by committee members that as we develop and recommend master plans for particular plats, that developers be sent copies so that they know exactly what is being planned for the property within their plat. It was asked if committee members could receive council agendas. Staff would see that all agendas were sent to committee members as soon as possible. It was also brought up that playground signs at Independence Park had not. yet been erected along the streetways warning drivers of children crossing roads. It was also asked that the second stop sign "Na Motorized Vehicles" be installed at the end of the Cedar Avenue bike trail at 160th Street. It was also asked if posts could not be placed along the trail at 160th Street to prevent cars from crossing over, causing a pedestrians and bike trail users. It was also asked if the old identification sign post could be removed from Valley Lake Beach, since the new sign had been installed. • • Park and Recreation Committee minutes August 1985 PagB -4- 85-49 There being no further business, it was moved by Messinger, seconded by Anderson to adjourn the meeting.
