PARK AND RECREATION COMMITTEE MINUTES
MARCH 20, 1985.
Ro11 ca11 was taken: Anderson, Lovelace, Grenz, Gramstad and Messinger
were all present. Member Olmsted had a work commitment and could not
make the meeting. Chairman Jeff Cramer has resigned effective March 6,
1985. Notices have been issued to the local newspapers advertising a
vacancy on the Park and Recreation: Committee.
Item number two was the approval of the February 20, 1985 Park and Recrea-
tion. committee minutes.
85.14 It was moved by Messinger, seconded by Anderson, to approve the minutes
as read.
Motion passed.
Item three was the Park Director's report. The committee was informed of
various maintenance projects which included the breakdown. of all winter
equipment and preparation of all equipment for the summer.. This included
removing cabs, heaters and lighting systems from various pieces of equipment
and breaking out mowers and doing all the necessary repairs in preparation
for the grass cutting season. Several repairs are being completed to the
winter equipment in preparing them for summer use. Some modifications are
• being made to the flooding truck so that the street dept. and park dept.
can use it in a variety of ways.
Some of the park staff have. been busy assisting the street dept. through
snow emergencies. We presently have one person routing out new signs for
park. locations, replacing old ones and updating outdated signs. Maintenance
crews are also preparing trash.barrells by scraping, painting and building
picnic tables inbetween projects:.
Steve went on to explain some of the projects he has been working on, sped-
fically specification sheets for contracted work such. as ballfielcl and turf
developments .and other potentially contracted park maintenance jobs are
being developed; a park dedication fund report which is before the committee
and the final revisions of the park and open space system plan..
The committee was also informed of Steve's involvement with the occupational
advisory group. The Park Director is representing the city of Lakeville in
the administrative group, which is involved in a state wide study as
mandated by the State Legislature in developing comparable-worth, programs.
In the recreation division, Jeanne is very actively working with the seniors
developing the programs at the new senior center. She is also very involved
with, spring programs for the children and the preparation of many summer
projects has now begun.

A11 the major summer maintenance jobs are being advertised in the paper at
present.
Item number four was a park dedication fee survey. The Park Director
presented a survey of several cities, which had been taken by phone. The
park committee has been concerned with the level of park dedication ordinance
fees which are required by developers as being rather low.. After the initial
survey of surrounding cities of comparable size, it is noted: that the average
cost per dwelling unit ranges from $400 to $450, The average commercial
development contribution ranges from $1,500 to $2.,200-$2,500. The committee
also noted that the existing park dedication fees ~rere':1ast amended in
February, 1980. Based on current trends within the Metro area, the cost of
construction and development increased considerably in the last five years.
The park committee then director. Steve Michaud to prepare a recommendation
for the next meeting proposing increases in the park dedication fee based on
averages being charged ~y other cities in the Metropolitan area..
Item number five was a discussion of the committee member job description.
It was.-also noted that in the starvey taken o.f the pities on their park dedica-
ton fees, NO cities had job descriptions for their committee membe s. It
.was then discussed that possibly a job description outlining respon ibilities
• for the chairperson be developed. .Park Director will prepare an ou Line of
proposed duties for the committee to consider at the next meeting.
Item .number six was a discussion of the Va11ey Lake Beach, phase II and III.
The committee was informed that contacts were made with. Pope Realty, representing
the people who owned property around Valley Lake. The meeting had been set
with the realty company and the park director, but the realty company never
showed, Steve informed the committee that he will call again to try to arrange
a meeting with a representative of the owners of this land to see what their
intentions are and to inform them of the park layouts and how it may affect
their land.
Item number seven was a discussion of the-park dedication fund. Park-Director
went through. several reports he had prepared for the park committee. There
was much.. discussion relative to several projects throughout the park system
and the system of prioritizing the expenditures of commercial and residential.
park dedication, Committee member Grenz requested that the district layout of
the park system be overlayed on a regular city map, which outlines the roadways
and developments more clearly. Steve will prepare a map end send it along to
the committee in the packets. Committee members were asked'to review the infor-
maton and to tie prepared at the next meeting to make recommendations for
expenditure of monies on prioritized projects. Each member is requested to
choose a project which should rece.re Ilia highest priority in development through-
out the city.

Item number eight was a discussion of the open space system plan. .The commit-
tee was informed that after their last review of the .park system .plan, Steve
was in the process of making revisions and a Final draft should be ready and
prepared by the next meeting.
Under old. business, the committee was informed that Ritter Farm Park master
plan and implementation plan have been approved by City Council,
Under new business, Steve informed the committee that he had received applica-
tions for LAWCON/LCMR grants. There would be discussion at the next meeting
as to the potential projects that might be eligible for this funding in 1986.
85.15 Continuing under new business, it was recommended by Grenz, seconded by
Anderson, to prepare a letter of thank you to Jeffrey Cramer for a number of
years of service to the Park and Recreation Committee.
Passed.
.Committee member Gramstad expressed concern about the level of the water at
Lake Marion. He stated that the water is at the highest level yet to date and
that water is pushing out in the roads down by his house and that also water.
was. flowing into the manhole covers. He expressed concern over the lateness
of the lowering of-the lake and that there may be serious implications if we
. have a wet spring.
Member Messinger asked about the remaining development at Parkview playground.
Steve informed the committee that there are a few miscellaneous pieces left to
be installed at Parkview, plus a backstop is going to be relocated. All this
would take. place as soon as the turf area is dry and the frost goes out of the.
ground.
The committee then discussed the maving_of the next .committee to April 2nd, due
to conflicts on Wednesday night with certain committee members.
85.16 It was moved by Anderson, seconded by Messinger, to change the April 3rd
meeting to Tuesday, April 2nd.
Motion passed.
85.17 There being no further business, it was moved by Messinger, seconded by Grenz,
to adjourn.
Motion passed.
