HomeMy WebLinkAbout12-19 CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MINUTES DECEMBER 19, 1984 7:AO P.M. Roll call: Cramer, Grenz, Anderson .and .Messinger were present. Committee members Olmsted, Gramstad and Lovelace had other commitments. Park Director Steve Michaud was also present. Next order of business was the approval of the November 21, 1984 Park and Recreation Committee minutes. Under discussion, committee member Messinger asked if our wording was .strong .enough relative to discussion over the amount of property proposed for acquisition next to Antlers P~:rk. The committee was told at least a minimum of two acres is required now and depending upon the development of the area, additional acreage may be necessary. Steve informed the cam- mittee that at this. time everything is conceptual .and that additional language to the. minutes as they are written today is not. needed. 84.60 There being no further discussion on the motion., it was moved by Anderson, seconded by Messinger, to approve the minutes as read. Motion passed unanimously. Under the Park Director's report,-the committee was informed that this • report also included many informational items that .should have been given at the .December 5th meeting, which was cancelled. The Park Director went-on to report of his attendance at the State Confer- ence. Work would begin on the 1985 Park Dedication budget,- which should include ...projects in Dakota. Heights, Foxborough, The Meadows, Dodd Park, Valley Lake Beach, Aronson Park and Antlers Park. Committee members were to submit additional projects in their areas at the next meeting. The committee was updated with respects td the progress on two grants that Steve is working on at the present time, one being the McKnight Foundation grant and the second one being. the Title IIIB Senior Citizen funding grant. " The committee was informed that both pre-applications had been completed and submitted for review. Once the review has been completed on both appli- cations and a request for a final application is received, Steve will pre- pare a recommendation for the Park and Recreation Committee which will be passed on to the City Council for approval of a final application submittal. Bath applications are involved with receiving funds to expand on existing Senior Citizen programs and to purchase miscellaneous facilities for the building. The committee was informed that the City Council approved the grooming con- tract with. Apple Valley. Steve informed the committee of vandalism at Ritter Farm Park. Two weekends in a row, unknown vandals have walked through Ritter Farm Park ski trails ripping off and destroying every single sign that had been installed by the Park and Recreation Committee minutes December 19, 1984 Page -2- Park Dept. As of these minutes, the vandals have struck a third time, destroying at least 40 - 50 signs.. The police have been informed all three times and. Mrs. Ritter has been contacted to assist in watching the parking lots on weekends. Steve informed the committee that he will be going out there at various times on the weekend, checking on potential problems. Steve also informed the committee that it takes. at least eight hours to repair and reinstall the signs .each time it occurs. As of these minutes, all hockey rinks sites are functional, electrically .and heating wise. Because of very unpredictable weather, the maintenance department has had difficulty in preparing good, skatable ice. Obviously our official opening time of December 15th has been delayed at least two weeks. At present, we plan to officially open on the 2bth of December. Jeanne Vestal has completed interviews and hiring of all 'warming house attendants... The maintenance department has received its flooding truck which was the old fire truck, which has been renovated to a flooding truck for use on .the rinks. To date, the truck is working out very well. The final miscellaneous equipment ordered for the Parkview Elementary School project has been received, unfortunately too late to be installed for 1984. The equipment will be held at the maintenance department until spring ar summer of next year and will then be installed. • The final talley of hockey rinks and pleasure skating areas has been taken and to date the maintenance department is maintaining 16 sheets of ice. At this time there was going to be a presentation by the Park Director of the proposed master plan for .Ritter .Farm Park. Unfortunately the citizens involved in the planning process were not able to make it this evening and this particular issue will. be rescheduled for January 9, 1985. Letters will be sent to all citizens involved in the planning of the Ritter Farm Park master plan. The next order of business was an update of the Senior Citizen Center. The. committee was informed that much work is being completed on the interior of the iiuilding. All aspects of the building, except some installation: of electrical fixtures, are planned to be complete by January 8,.1985. The final walk-through and inspections are scheduled for January 9th and a major meeting is scheduled for the building on January 10th. The meeting will be to explain all the policies and application procedures for'seniors interested in moving into the senior highrise next door. Item number six was an update of the Park and Open Space System plan. Steve informed the committee that a comprehensive bikeway. system .plan had been. sent to Tim Erkkla along with the narratives explaining priorities, etc. This will be incorporated into the plan. The committee was informed that Erkkila's office is presently working on the plan and should have a draft • for review sometime in January. Under new business, the committee was'~informed that Duane Gramstad's and Pat Messinger's terms on the Park andRec committee expire January 1, 1985 . Steve had no reason to believe that Dane Gramstad did not want to be reap- pointed and Pat Messinger stated. she Wished to be reappointed also. 84.61 It was then moved. by Cramer, secondedby Grenz, to recommend to city council that Duane Gramstad and Pat Messinger'be reappointed to the Park and Recrea- tion committee. Motion passed. Continuing under new business, the committee was informed that elections for officers would also take place the first meeting in January. The three areas open would be Chairperson, ViceChairperson and Secretary. Those inter- ested in running should contact Steve, and if there were any. nominations to be made they could be submitted to the Park and Rec office or be made at the meeting.. Pat Messinger brought an article along about youth coaching and asked if any- thing has been done in Lakeville relative to youth coaching. -Park Director. informed the committee that there are two national organizations which provide • training for coaches who wank with. youth.. Steve will be receiving information from these national associations to be .distributed to the LAA and other coach- . ng associations that work with. youth in Lakeville. Committee member Anderson requested information as to why the fall swimming schedule had not pro~rided for family swimming time as was the ease in 1983. Committee member Anderson was informed that this was the responsibility of the community education de- partment and Steve would call and find out the reason behind it. Committee chair Cramer caished to go or4 record thanking the Lakeville consul- tants for providing the opportunity fqr committee members to attend the City employees' Ch--ristmas party. A discussion was held among committee'~,members determining when the next meet- ing dates would be. It was decided ti~at the next Park and Rec committee meetings will be held on January 9th and 23rd. The committee meetings will return to the first and third Wednesdays. in February. 84.62 There being no further business, it was moved by Anderson, seconded by Messinger to adjourn the meeting.
