PARK AND RECREATION COMMITTEE MINUTES
NOVEMBER 7, 1984
7:00 P.M.
Ro11 Call: Cramer, Anderson, Olmsted,. Lovelace, Gramstad and Messinger
were present. .Park Director Steve Michaud was also present.
Member Grenz was absent.
The next order of business was the approval of the October 17, 1984
Park and Recreation Committee minutes. Committee momber Messinger pointed
out that there was an omission from. the minutes that inc~.uded a proposal
from the Park Director stating ski trail around Valley Park beach area and
school would be attempted this tainter. Other park locations such as
Aronson Park would be attempted on a trial basis.
$4.55 It.was then moved by Olmsted, seconded by Messinger, to approve the
minutes as corrected.
Motion passed.
Next item of business was the Park Director's report. Steve reported.
that the maintenance department was still busy working on_several basic
repairs of warming houses and .rinks, various fences, .other buildings and
bridges. Work continues on at Bunker Hill and as of these minutes, the
entire High School hockey rink has been removed and junked for disposal..
• Utility poles for lighting have been removed from the High School and
Bunker Hill and the best ones kept for reinstallation at Bunker Hill site
that was rebuilt. To date, half the poles have been replaced and lighting.
systems attached. Once again we are working with the Vo-Tech and have to
work around their schedules as time permits.
Steve informed the committee that the playground equipment was com-
pletely installed at Independence Park. The bout's marking 3.00' no-wake
zone at Lake Marion had been removed from the lake. There was a small
accident in the process. Two maintenance men,. while pulling out one of the
heavy weights, slipped and both went into the water.. Both men were wearing
life vests and were able to climb back into the boat quickly., returned to
shore and get dried off.
Work is continuing at Ritter Farm Park in preparation for all the ski
trails. Steve informed the committee that all contracts had been received
.from the Department of Natural. Resources relative to grant information for
the snowmobile trails and as of these minutes, the grant information and
allocations had been received for the entire ski trail system.
The parking lots at The. Meadows Park. and Dodd Trail Park had received
their base covering of class 5, An .attempt was made to do some final grading
and scraping at F'oxborough Park but because of excessive rains, the ground
was still too wet to work.
The maintenance department is also working on renovating an older fire
truck given to us by the Fire Dept. as a flooding truck. To date we have
received quotations on the cost of a reconditioned water tank and we are in

the process of rebuilding the chasis on the fire truck in preparation for
installing the reconditioned water tank. Once completed, the truck will be
used for flooding. pleasure skating and hockey rinks, flushing. streets,
watering trees, flushing storm drainage pipes and culverts. Bud A1ich and
Bill Haffbeck are coordinating. the design along with Steve, so that the
truck can be used by all departments..
The committee was informed that .the fertilizer program was completed
and all necessary credits received from the fertilizer company to the City's
satisfaction.
Steve informed the committee that the Recreation Dept. has also been
busy with several programs and special events. Gymnastics classes were well
attended, with the fall session scheduled to end on November 17th. The
class structure allows advanced students to compete in United States Gymnas-
tics Federation sponsored... meets. Anew session. of classes will begin Novem-
ber 19, 1984..
A hayride for elementary students is planned for November 21, 1984.
This is a special "School's Out Special" event.
The Lakeville Seniors took their November monthly trip to the King's
Room in Northfield for lunch. Fifty-five people attended this event. The
seniors are planning their Christmas party for December 13th at Zak's.
The next order of business, item number four, was an update on the Senior
Citizen Center. The committee was informed that roof trusses were. due this
day but had not arrived... As of these minutes., all. the roof trusses were in,
the roof decking is complete and the shingles are about to be put on. A11
windows are installed, the brick face has all been put on the building and,
as of this day, the electricians, sheetrdckers and insulators are to be in
-the building and finish by early next week. All furnishings for the building
have been ordered and are due to arrive by the second week of .December..
A funding program continues. Steve reported giving presentations to the
Lions Club, the Lakeville VFW and, on Thursday, November 15th, a presentation
will be given to the Optimist's Club. Several individual donations are being
received. and most civic organizations are taking on major responsibilities
with respects to funding.
Committee member Lovelace requested that some type of crosswalk be put
across Holt Avenue, considering the amount of pedestrian traffic from the
parking lots to the Senior Center. .Committee member Anderson questioned the
turn-around in front of the building. Steve explained that there was a
mistake in the turn radius that was corrected. The turn radius was extended
for easier maneuverability through the curve. Chairman Cramer asked about
the proposed Christmas party for the Grand Opening.. Steve informed the commit-
tee that as a result of much rain, it wasn't anticipated the building would

be finished in time for the Christmas party. At that time a decision was
made to change the date and location. At this time it looks like the
building is on schedule and will be ready by mid-December, but the Christmas
party will remain at it's rescheduled location. .That location is Zak's
Restaurant.
A policy/operational manual is being drafted by the Recreation Program
Supervisor and a copy of this draft will be presented to the Park. and.
Recreation .Committee at then next meeting.
Item number five was a discussion of the Bike Trail Camp. Plan. Park
Director Steve Michaud passed out a final plan for review. Committee members
were satisfied with the layout. Chairman Cramer requested that Cedar Ave.
be added to the comp. plan as a bikeway from Dodd Blvd. south to Lakeville.
Presently, this stretch of Cedar Avenue is not designated as a county bikeway.
This will be added to the Lakeville comprehensive plan.
Steve went through the classification system with the committee. There
will be three classes of trails recommended; class 1, class 2 and. class 3.
Steve then gave several examples of bike trail development policy and asked
the committee. to submit additional suggestions on development and potential
usage. The memo dated November 7, 1984 entitled "Update on Comprehensive
Bike Trail System" wi11 serve as an addendum to this item on the agenda.
Item number six was a Park and Open Space System Plan update. Reference
was made to the 75 Park and Open Space System Plan, .Recreation and Development
policies.. The committee and Steve reviewed these policies. The committee
was asked to bring suggestions or additions to the next meeting for a final
copy of those policies.
The committee was informed ..that Tim Erkkila and Steve spent a couple of
hours out at Ritter Farm Park measuring and inspecting all the buildings on
the Ritter's life estate. From that visitation and other visitations to the
park areas, a preliminary conceptual plan was developed. Steve has reviewed
the map and made suggestions for revisions to Mr. Erkkila. Revised copies
of the master plan for the park should be ready by the next meeting.
Under old business, the committee was updated as to the City Council's
action relative to the lowering of the lake project. There was same additional
discussion on potential developments. for a bond issue for City of Lakeville
park development in 1985 ar 1986.
Committee member Olmsted asked. if heating and electricity would be avial-
able to the warming house at The Meadows Park. Steve informed the committee
that all efforts are being made at thepresent to provide electricity and heat
to the building. At this point., it seems those services will be provided and
remains of priority for accomplishment.
• Committee member .Anderson asked about set-up at the Volleyball leagues.
Steve checked with the Program Supervisor, Jeanne Vestal, and apparently those
league members who have organized the league in years past have responsibility
for setting up all the equipment and balls prior to the arrival of the teams.
Steve suggested that a part-time person be hired to do all the set-up; have
all the balls available and .coordinate receiving scares and tallying league

schedules. Jeanne will look into this matter and report back to the office.
Under new business, Steve passed out a letter from Mr. Jon Gurban,
.Park and Recreation Director for Apple Valley, requesting assistance from
our park maintenance department in grooming ski trails at their golf course.
Steve informed the committee that he had discussed with. Mr. Gurban the
possibility of Lakeville grooming Apple Valley trails f6r a fee on Mondays
and Fridays. Steve also explained that additional revenues such as this would
assist in paying for the Bombadier that was recently purchased. Steve felt
that this would. not interfere with. existing maintenance programs and if an
appropriate .charge can be agreed upon, Steve will recommend support for the
Park and Recreation Committee and a recommendation to council for approval.
Continuing under new business, Committee member Messinger informed the
committee of the completion of .the bikeway at Cedar Avenue and 160th St.,
although. there was concern as to the abrupt ending of the trail going north
into Apple Valley. Committee member Cramer had some basic questions on
installatidn of the trails. Both committee members Messinger and Cramer
questioned the city's policy on sidewalk snow removal. It has been stated.
that a very dangerous situation exists in the Valley Park area for the child-
ren who have to walk to school. The committee discussed the situation with
several potential ideas..

Messinger, to adjourn the meeting.
