HomeMy WebLinkAbout10-17 CITY OF LAK~VILLE PARK AND RECREATION COMMITTEE MINUTES OCTOBER 17, 1984 7:00 P,M. Roll call: Lovelace, Grenz, Anderson, Olmsted, Gramstad and new member Messinger were present. Chairman Jeff Cramer called and could not make the meeting. Park Director Steve Michaud was also present.. The next order of business was the approval of .the: October 3, 1984 Park and Recreation Committee minutes. 84.53 It was moved by Olmsted, seconded by Anderson, to approve the minutes as read, Motion passed. Item three was the Park Director's report. Under "a.", development updates, the committee was informed that Parkview Playground project had been complete and the dedication was a huge success. The maintenance degartment is involved in doing many repairs on several different warming houses-and rinks in preparation for the upcoming winter season. The Park Maintenance Department is presently dismantling the High • School rink for storage at the Public Works Building. The installation of playground equipment at Independence .Park has started-and should be completed within a week's time, weather permitting. During the warm weather, at least two of the hockey rinks had. been painted and at least three hockey rinks remain to be painted, weather per- mitting. The committee was informed that additional work on the crass country ski trails would begin as soon as the weather would cooperate, At present the trails and areas to be worked on are much too weC for equipment to get. into. .The committee was informed that the tennis courts had been completed. The final color coats and. all the lines had been. painted on and the area had been tested for bird-bath puddling after-the last storm and everything was sufficient . Several of the major parks were planned to have had fertilizer,. but because of an unfortunate incident involving the equipment used to spread the fertilizer, only one park had been completed. An adjustment has been made and an agreement reached with the fertilizer company to provide a better unit to disperse the fertilizer and complete the remaining seven or eight parks. Park and Recreation Committee minutes October 17, 1984 -2- • Under recreation programs, Steve informed the committee that the gymnastics program was still going very well. An adult volleyball program is now being run by the Park and Recreation Dept. and is going strong, although teams are still needed for the mixed couples' league. Touch football league is entering .it's sixth and final week. This program has gone over very well and was well received. The first fall mixed couples softball league was also entering it's sixth and final week. This adult program also went over very well. The Senior Citizen program is .offering several events and social activ- ities. This time of the year the programs seem to become more frequent and build up more participation. Item number four was an update of the Senior Citizen Center. The building was progressing well until the recent rains. All the walls had been framed. The .interior design layout and color schemes had all been worked out. Them had been several meetings with Centel, working on a communications. system. and Asleson's, ehoosng`kitchen equipment, etc. Other areas that the seniors are working on are building use policy and program .development relatii've to being a designated community site by the Metropolitan Council advisory committee on aging. Item number ~ive was the bike trail comp-plan. Steve presented to the committee a proposed comp plan for the city. of Lakeville, depicting a local • trail system integrated with. the county and state system. The committee had much discussion relative to the proposed plan, which all members were in agreement on. Committee member Anderst~n had .much concern. relative to the trail along Highway 50 from C~. Rd. 64 up to the High-School. Other committee members .echoed a 1t+ng-time concern about providing a trail from downtown Lakeville north to Antlers Rark and inn to the High School. Committee member Grenz suggested adding the walkways from Dodd Park development alt5ng Flagstaff and Dodd Blvd. to ',the Dodd Park locatit~n. It was also suggested by committee members-that it stall be designated to cross the northern boundary of Lake- ville on 160th Sheet from Flagstaff Avenue to Illinois Avenue. Steve informed the comm~.ttee that the County had also designated Co. Rd. 44 going west off of Co. Rd. 5 across the top of Orchard Lake following 166th Street into Murphy-HanraY~an Park as a designated county trail and the entire. length of Highway 50 front 35W to the easterly boundary of Lakeville and Farmington as a designated county bikeway. The plan would be done once more, adding state corridor tra~.ls plus the narrative description of priorities, trail types and funding sourc~s. Committee me~bers Grenz and Gramstad had a discussion relative to three-wheeler usage on trails in Lakeville. Committee member Grenz was of the understanding that three: wheelers wt~uld be allowed an snowmobile trails in the winter time. Committee member Gramstad thought that they were illegal on all. trails except specifically designated three-wheeler trails. At this • time there are no designated three wheeler trails in .the City of Lake~rille. Park and Recreation Committee minutes Octoberl7, 1984 -3- Item number six. was a Park and Open Space System Plan update. Steve informed the committee that recreation policies and development policies are being developed and as soon as some of the work load relative to getting the Senior Citizen Center on it's feet was complete, these projects should follow. Item 6 (c) was Ritter Farm Park master plan review. Park Director Steve Michaud and Tim Erkkila and Ann Duering from Erkkila & Associates visited .all the buildings with Mrs. Alma Ritter, taking room dimensions and floor plans. All buildings were measured and viewed, Tim will be adding this information to the concept master plan far presentation some time in November. Item number seven was a discussion of ski trail: and snowmobile trail grants. The committee was informed that the city had received approval from the Department of Natural Resources for $9,000.00 grooming money and $3.,700.00 special projects money for updating trails in Ritter Farm Parka all relative to snowmobiling. Steve was confident that the ski trail money grant would be received within the next two weeks. A discussion of a potential bond issue was discussed by the committee for: park development. .Steve. informed the committee that there has been some discussion on staff levels about the preparation of a park development and acquisition bond issue for the summer or fall of 1985. The idea would • be to propose to our citizenry a bond issue in the amount of .$500,000.00 or less which would accomplish one or all of the following projects: 1. The acquisition of a second community playfield, similar to Aronson Park but not as large - somewhere in the area of 20 - 30 acres would be adequate for a second athletic complex. 2. The purchase and development of .the area known as West Park, which is between the Mobile Home Park and 172nd Street, west of the freeway. 3. The completion of a master plan and development at Aronson., Park and the. development of Valley Lake Park.. Along with. those major projects, it was discussed to upgrade several of the neighborhood parks as far as blacktop driveways and parking lots, upgraded playground equipment and the installation of restroom facilities for picnic shelters where absolutely needed. Steve will. keep the committee informed as to the progress of discussions on the potential bond issue. Under old business, Steve passed out the preliminary report by the engineer on the Lake Marion lake level problem. The report outlined several alternatives and Steve named the particular one the city council. had chosen. It was brought up by committee member Grenz that the possibility existed of • Park and Recreation Committee minutes October 17, 1984 -4- • potential easements along the waterway .for permanent bikeway access, which would be in line with our recommendation for a potential trail from downtown Lakeville to Antlers Park and on to the High School. There were several comments from committee members relative to the report. Committee member Anderson requested a trail map of the cities to our north, 84.54 There being no further business, it was moved by Anderson, seconded by Gramstad, to adjcsurxr the meeting., Motion passed.
