PARK AND RECREATION COMMITTEE MEETING
AUGUST-15, 1984
7:00 P.M.
Roll Callc Cramer, Lewis, Olmsted, Grenz and Lovelace were present.
Members Gramstad and Anderson called and had other business
and could not attend. Park Director Steve Michaud was also
present.
The next order of business was the approval of the August lst, 1984
minutes. Member Olmsted asked for a clarification on the motion concern-
ing Jack Lankas' Meadows North preliminary plat. Park Director Steve
Michaud explained to him that the motion was for a cash contribution and
an easement through his property allowing access to a proposed bikeway on
the east side of his property.
84.41 There being no further questions, it was moved by Lewis, seconded by
Grenz, to approve the minutes as read.
Motion passed.
The next order of business was the Park Director's report. Steve
reported that the Parkview School playground project had started. Several
pieces of playground equipment had been removed and relocated. The play-
ground structures are expected within two weeks and most of the site should
be ready
Steve informed the committee that the playground aparatus and equip-
ment for Valley Lake Beach, Independence Park, Foxborough and Dodd Park
had all been ordered and should be received in a month to six weeks.
Steve also informed the committee that last Tuesday the five inch rain
caused Lake Marion to rise to a level higher than it had reached any time
this year. The rain has also stimulated the grass to begin growing again,
which had been dormant, causing the mowing crews to go back into action.
Steve reported .that both rinks at Bunker Hill and Parkview had been
completely removed and .bids had been received and the wood ordered for the
reconstruction of those rinks. A time for construction has not been set;
panels will be built at the shop according to the weather and the installa-
Lion will occur sometime prior to the flooding season.
Steve informed the committee that the moving project of the warming
house and rink from the High School to The Meadows Park should occur within
the next couple of weeks. The plan is to move the warming house from the
High School site down to Jacquard Avenue Park. The rink would be rebuilt
at the Middle School site.
Steve informed the committee that work had started at Foxborough Park.
A farmer had removed the hay in preparation for plowing and disking which
• would then lead to installation of seed, a parking lot and an area for
skating this winter.

Steve handed out a letter to the committee, relative to the ponding
area in Independence Park. The letter was from Keith Nelson of C.E.D.,
explaining the existence of the pond, its history and a proposed cost
estimate to have the pond filled. Steve informed the committee that he
would pursue this. with Jim Robinette and Pat McGarvey to see what could
be done to have this project completed.
Requests have been received from both the L.A.A. Soccer and Football
programs for ten soccer fields and five or six football fields. Steve
informed the committee that all ten soccer fields would be developed at
Aronson Park, football fields would be used at Christina Huddleston and
the Middle School site.
This past weekend Aronson Park was the site of the District C State
.Tournaments. Several good comments were received concerning the condition
of Aronson Park.
Under-.item number four,. plat reviews, there were no plats to be
reviewed.
Under item number five, bike trail review, Steve passed out a master
plat depicting state, county and local trail systems.. Steve asked the
committee members to review the map, especially the areas of concern being
downtown Lakeville to the High School, Valley Park and other sensitive
areas. Committee members were asked to return at the next meeting with
suggestions and ideas for other particular routes. Steve informed the
committee that in order to receive copies of aerial photographies, some
thirty or forty quarter section pictures would have to be taken at the
county. It would take some time and Steve was unable to make it to the
county prior to the meeting. The county has agreed to duplicate all the
aerial photography, if we provide the print paper. Steve has secured a
roll of blue line print and should have the pictures for the next meeting.
Under item six, review of the final master plan concepts, Steve had
met with Tim Erkkila today. Tim informed Steve that one of the master
plans had been completed, the second was half done and the third should
be completed by the end of this week. All master plan finals should be
completed and ready for our next meeting. Steve informed the committee
that he and Tim Erkkila had spent a couple of hours driving through Ritter
Farm Park, adding and. subtracting from the base map. The base map is the
preliminary concept plan being developed for Ritter Farm Park. Steve also
informed the committee that the Park and Open Space System Plan was near
completion and a document copy should be ready sometime in October.
Under new business, Steve informed the Committee that Track, Inc.
called and informed Steve that their Bombadier for ski grooming would be
received this Saturday or Monday.. Steve plans to go with Bud A1ich to
• evaluate this particular machine and make recommendation to Council for
purchase.

Planning for the recreation programs for fall has started. Touch
football, three or four different categories of volleyball are being
proposed .for this fall.
Under old business, the bouys on Lake Marion are in and seem to be
holding their locations. To date, no complaints .have been received rela-
tive to abuses inside the bouys.
A special note. Steve discussed the Senior Citizen Center ground-
. breaking with Pat McGarvey and it was thought the groundbreaking should
take place as soon as possible. A date has been set: August 21st,
4:00 P.M., on site. All members will receive a written invitation and
hopefully everyone can attend.
84.42 There being no further business, it was moved by Lewis, s conded by
Cramer, to adjourn the meeting. The meeting was adjourned at :30 P.M.
