HomeMy WebLinkAbout06-06 CITY OF LAKEVILLE PARK AND RECREATION COMMITTEE MINUTES JUNE 6, 1984 7:00 P.M. Roll Call: Olmsted., Grenz, Granstad, Anderson and Lovelace were present. Chairman Cramer and committee member Lewis called and could not be present at the meeting. Park birector Steve Michaud was also. present. The next order of business was the approval of the Park and Recreation Committee minutes of May 15, 1984. 84.29 It was moved by Anderson, seconded by Lovelace to approve the minutes. as read. Motion passed. The next item of business was the Park Director's report. Steve gave an update on maintenance projects which included Dodd Trail Park,. which has been completely landscaped and seeded; Oak Shares Park, which was about 95% completed with final grading and would most likely be completed the following week. Steve explained that if the weather would hold up, the crews would probably be in preparing the ground for seeding also. Steve informed the committee that through the MEED program, the CETA Youth Program, that they had a crew of approximately twelve good workers on hand to date. Most of the mowing and trimming projects were being completed on a timely basis. Several smaller projects are also.. being accomplished. Vandalism seems to be on the rise at this point. To date, we have had to repair at lease a half-dozen instances in parks. Steve gave the committee an update on the .Senior Citizen Center. As of this date, all authorizations to commence planning had been received from the Federal government and the county. The Zack Johnson Group has begun their work. Some preliminary plans were presented to City Council at the June 18th meeting. As information and drawings become available, Steve will keep the Park and Rec committee updated as to the progress of this .building. The next item was a Pan-O-Prog update. Steve informed the .committee that all rnajar events were going along very well and Pan-O-Prog would be winding up it's final, meetings on June 20th and that so far this year, it looks to be a typical, successful Pan-O-Prog. Because of weather, both the boat race and jet ski race have been cancelled this year. Item 3 was a review of the Lake Marion situation. Steve informed the committee that in the two week period, the lake had dropped a little bit, but because of recent rains, the lake has increased it's level, back to it's highest point. If the rain continues at an average such as we have received, it seems doubtful that the .lake will regress to a point where we will be able to open Antlers Park beach again. A copy of the bout' locations will. be inclu- ded in these minutes. All the bout's were ordered approximately seven days ago and. they should take about 22 - 3 weeks to receive them. Park and Recreation Committee Minutes June 6, 1984 Page -2- There being no funding for this project, Steve made some inquiries to Lake Marion Homeowners Association in Lakeville and they have generously donated $400.00 to the purchase.. Steve also contacted .the Dakota County Sheriff's Department, which is also donating $500.00 toward the purchase of the bouys. The Cit}r's cost will 1~e about equal to the total of the two previously mentioned donations. Item four was a review of the Parkview Elementary playground project. Steve informed the committee that Council had approved this project-and plans were now underway. To date, a site plan has been developed and the department is in the process of determining several costs involved with the purchase of equipment and other materials to complete the project. Final plans should be complete prior to the June 20th Park and Recreation Committee meeting. Item six was an update on the Park and Open Space System Plan. A representative from Erkkila and Associates was present, Arin Duehring, to go thxough:what work had been completed to date and to give the committee an outline of work to be completed, She showed the base maps, one being Rz,tter Farm Park,. one for Cedar Highlands and one from Dakota. Heights. The committee discussed all tree particular areas, giving help and infor- mation for all three concepts to be prepared on each site. Three alterna- five concept plans for each site should be ready before the end of the month for final review by the committee in early July. Ann also updated the committee as to the progress of the Park and Open Space System review. She stated much of the text has been placed on the urord processor and that charts and graphs were in the process of being developed for implementation into the word processor. The review of the preliminary draft of the update is also due in July. Item seven was an update of Park Master Plans, which we already dis- cussed. Item eight was the informational item for the Park and Recreation committee concerning the free concert at the Minnesota Zoo, scheduled for July 14, 1984,. at 7.:30 P.M. Under old business, there was no old business. Under new business, committee members suggested that a notice be sent to all homeowners on the lake, informing them of the new regulations which. had been set by council. Steve said a letter would be drafted and sent to the members of the Home Owners Association.
