JOINT MEETING OF NATURAL RESOURCES AND PARK & REC COMMITTEES
May 15, 1984

Meeting was called to order by NRC Chairman DeBuhr at 7:00 p.m.
Roll call of members was taken: Present:. NRC-Burke, Frost,. Nicholson,
Miller, Jensen, DeBuhr, Pond. Park ~ Rec-Lewis, Lovelace, Grenz,
Gramstad, Olmsted, Anderson. Absent: Park & Rec-Cramer.
Motion was made by Olmsted, seconded by Gramstad, to approve the minutes
of the May 19, 1984 Park & Rec Committee meeting.
Roll call was taken on the motion. Ayes: Unanimous
The Community Development Director made a presentation, discussing the
following items:
a. The history of recorded lake fluctuations.
b. Natural features and. drainage area.
c. Lake level gage, location, and reading.
d. D.N.R. hydrology information indicating. that we have been in a
period of greater than usual precipitation and much less than
us~ral evaporation. The normal evaporation rate is reported to
be 34 inches a year. Last year it was 19 inches.. These
conditions result in high water levels over a wide area of
Minnesota.
e. Review of flooding created problems including public streets,
housing, public parks. and widespread erosion of lakeshore.
f. Council actions to date: Closing of Antler's Park beach ~
launching ramp, refraining from approving water ski jump
permits, slalom course permits, or special occasion boating
events, while the high water persists. Engineering study
ordered. The committee was informed that the D.N.R. agrees that
the closings are justified.
g. Review of outlet location, downstream route and landowner
opposition to any immediate grading work.
The committees held a general discussion of the direction their actions
should include and decided that they fell in two categories, i.e. short
term and long term.
Short term actions discussed:
a. No boating while lake is high.
b. No wake zone for the entire lake.
c. No wake zone for part of lake.
d. Horsepower limits.
Thirteen concerned citizens were present.
In discussing the matter the citizens and committee realized that a no
wake zone out in the lake, but not marked, makes enforcement difficult
and boaters have no reference. The consensus of residents was that .the

water skiing is not a problem except close to sandbags or shore.
Motion was made by Pond,. seconded by Lewis, to recommend that a no wake
zone 200 feet from shore be enforced to include no drop-off or pick-up
of water skiers within the 200 feet of the no wake zone. In addition,
the no wake zone should be 300 feet at the Antler's Park end of the
lake. If the lake recedes, reconsideration should be given, at the same
time the launching ramp opening is addressed. Further, that the no wake
limits should be marked by appropriate buoys.
Roll call was taken on the motion. Ayes: 13 Nays: 1
Gerry Grenz explained that he voted nay because he believed the no wake
zone should be the same all over the lake - either 200 feet or 300 feet,
but not varied.
Long term action was discussed.
Motion was made by Pond, seconded by Burke, that the committee recommend
the council pursue the establishment of a permanent high water elevation
acceptable to the D.N.R. and an outlet structure and downstream improve-
ments to enable runoff at that elevation.
Roll call was taken on the motion. Ayes: Unanimous
The committees, for the record, support the city council in actions
taken thus far.
Motion was made by Anderson, seconded by Gramstad, to adjourn the
meeting.
