PARK AND RECREATION COMMITTEE MINUTES
APRIL 18, 1984
j 7:00 P.M.
Roll call: Anderson., Lovelace, Cramer, Grenz, Lewis, Olmsted and Park
Director Steve Michaud were present. Committee member
Gramstad was on vacation and had indicated previously that
he would not be at the meeting.
Item. number two was the approval of the Park and Recreation Committee
minutes of April 4, 1984.
84.18 It was moved by Olmsted, seconded by Lewis to approve the minutes
as read.
Motion passed.
Item number three was the Park Director's report. Steve briefed the
committee on the continuing problem of Lake Marion. Steve explained to
the committee that the highest level in 1983 was 8.2 and as of this past
week the level. was 8.6 and rising. Steve explained that most of Antlers
Park Beach was under water and seriously threatening the potential opening
of the Antlers Park swimming beach. Steve will keep the committee apprised
as to the potential problem at Antlers Park.
• Steve went on to explain that the m~.intenance crews were busy repairing
sod and raking stones and debris off of turf from all the winter's plowing.
It seems to be taking much more time this year, but is absolutely essential
in order to go in and cut the turf with our sensitive mowers.
The crews have completed putting in all of Lakeville's entrance signs
except on Cedar .Avenue South, which is planned for upgrading. We have.
received many excellent comments on our new entrance signs to Lakeville.
Our maintenance crews have also been busy preparing and maintaining.
ball fields at Aronson Park which are being used every evening. Next week
crews will also be opening all our bathroom facilities and getting the
water started.
Steve explained to the committee that on Monday, April 23rd, the
Vo-Tech crews and.. the park crews will begin all the wiring and installation
of the lighting system in Aronson Park. It is planned that"the poles and
lighting system will be in the ground by the end of that week. The crews
are also very busy preparing ~.nd rerouteriri;hew park. regulation and identi-
fication signs. Anew sign has been designed for the park system and will
be implemented over the next two years. The first signs should be going
out early this spring.
Steve informed the committee that a new concessionaire had been chosen
to operate the Antlers Park. concession stand, but negotiations and contract
will not resume until the question of Antlers Park being open or closed. is
settled.

Committee .members asked about the installation of vending machines at
the same locations as last year. Steve explained that he will contact Pepsi
and Coca Cola to see what arrangements could be made to have those vending
machines put back into the park system. Last year's vendor has gone out of
business and will not be operating this year.
Steve went on to explain a couple acts of vandalism that had occured.
One was at Parkview Park, where one or two vandals were hitting golf balls
into the side of the warming house, causing large holes around the entire
warming house.. A cost estimate has been made of $502..16 to repair the
damage. Steve .also told the committee of a three-wheeler that was in Lions
Park and the adjacent wheat field that had been freshly planted. The three-
wheeler was apprehended and the cost estimate for damage repairs has been
submitted. to the police.
Steve also informed the committee that the Park Department's new one
ton, 4-wheel drive dump truck was delivered on Wednesday.. This vehicle
should help our department tremendously.
Item number four on the committee agenda was to review the Park Dedica-
ton fund budget for 1984. Steve went through the entire list and explained
all the different projects that had been approved by council. A copy of the
• fund budget is attached to these minutes.
Item number five was eliminated from the agenda.
Item number six was an update_of the Senior Citizens project. Steve
stated there was no news to report, that we are still waiting for May 15th
deadline as set by the county to receive authorization from the federal
government to expend the monies. Once that is given, the architects will
go to work on designing the building. In the meantime, Steve is keeping
the senior citizens informed of .all progress. Some initial committees have
been put together by the. senior citizens to plan some fund raisers. to help
facilitate the purchasing of specialized items for the senior citizen center.
Under old business, Steve informed the committee that. grading projects
at Dakota Heights Park and Oak Shores Park were scheduled for early summer.
Steve talked to the contractor and hopefully the grading would resume at
Oak Shores Park the last week of April, completing Oak Shores Park and
readying it for seeding and installation of other facilities..
Continuing under old business, Steve presented a copy of a glass ordin-
ance that had been prepared in .1983, but was never implemented. Steve read
through the ordinance and presented a report on severe accidents occuring
in the park over the past few years, relative to cuts frr~m glass in the
parks. Steve informed the committee that several cities had enaeted "rdo
Glass" requirements. in all the parks and it had been successful. There was
some question as to the enforcement. Steve informed the committee that it
would generally take a couple of years to get everyone acclimated to the
new rule, but over a period of time, the general public-will accept the new
ordinance.

84.19 It was then moved by Lewis, seconded by Cramer, to recommend to council
implementation and addition to .the city code, park regulations banning all
glass .from all parks..
Motion passed.
Committee member Grenz and Committee member Lewis requested bike racks
be purchased as soon as possible as budgeted and installed at Valley Lake
Beach and The Meadows Park because of the increased use of these parks.
Because of this, bikes are scattered throughout the park and there is a
definite need of a bike rack at each :park. As of these minutes, the bike
racks had been ordered and should be delivered in a few weeks. Committee
member Lewis questioned the feasibility of moving. the high school warming
house to The Meadows Park. Steve informed her that that particular project
has been scheduled and the warming house will be .brought down to the park
as soon. as possible.
Under new business, Steve informed the committee of two plats which
are moving. through the planning process-and needed recommendations from
the committee. Steve went through the plat known as Ridgeview, which is
being platted directly west of the Barrett Subdivision. The committee
reviewed the open space system plan and determined that the Dakota. Heights
. Park service area did not include this particular piece of property but
the proposed Alpine Village plat, which is located east of the freeway
and the frontage road, had a planned thirteen-acre park and would include
the Ridgeview plat as part of its service area.
84.20 There being no further discussion, it was moved by Lewis, seconded by
Grenz, ~Co recommend to city council the Ridgeview plat pay a cash contri-
bution as specified in the existing ordinance to satisfy its park dedication.

Steve then presented the committee with the Sullivan Second Addition.
The committee reviewed the relationship of_ Sullivan's plat and The Meadows
Park and determined that The Meadows Park would satisfy the park requirements
for Sullivan's.
84.21 With that in mind, it was moved bg Lewis, seconded by .Olmsted, to
recommend to Gity Council a cash contribution as specified in the ordinance
be recommended to satisfy the park dedication ordinance.
Motion passed.
Continuing under new business, Steve informed the committee of a
potential gymnastics program developing Lakeville's more highly skilled`
gymnasts. The program would be offered in conjunction with. the school
properties and .act as a feeder program to the high school gymnastics team.

The committee discussed arranging for their annual bus .tour of all
the existing and new facilities in the park system. Steve mentioned that
it would go on the agenda for. discussion at the next meeting.
Steve also informed the committee of .the ribbon-cutting ceremony,
kicking off the first games of the softball season with the new lighting
system in Aronson Park on May lst.
84.2.2 There being no .further business, it was moved by Olmsted, seconded
by Lewis, to adjourn the meeting.
